International Consultant to Support Development of the Rehabilitation Programme for Perpetrators of Domestic Violence

Background

Millions of women and girls worldwide suffer from some form of violence, be it domestic violence, rape, female genital mutilation/cutting, dowry-related killing, trafficking, sexual violence in conflict-related situations, sexual harassment in public spaces, or other manifestations of abuse. Evidence has shown that it affects the health and well-being not only of the women who experience violence but also of their families and communities (World Health Organization, Department of Reproductive Health and Research, London School of Hygiene and Tropical Medicine, South African Medical Research Council, Global and regional estimates of violence against women: prevalence and health effects of intimate partner violence and non-partner sexual violence, 2013). It is estimated that 35 per cent of women worldwide have experienced either physical and/or sexual intimate partner violence or sexual violence by a non-partner at some point in their lives.1 However, some national studies show that up to 70 per cent of women experience physical and/or sexual violence from an intimate partner in their lifetime.  Violence against women persists in every country in the world as a pervasive violation of human rights and a major impediment to achieving gender equality (UN, Violence Against Women: The Situation, available online at: http://www.un.org/en/women/endviolence/pdf/pressmaterials/unite_the_situation_en.pdf).

States have an obligation to protect women from violence, to hold perpetrators accountable and to provide justice and remedies to victims. Eliminating violence against women remains one of the most serious challenges of our time. The knowledge base and tools to prevent and eliminate violence against women developed over the past decade must be utilized more systematically and effectively to eliminate all forms of violence against women. This requires clear political will, outspoken, visible and unwavering commitment at the highest levels of leadership of the State and the resolve, advocacy and practical action of individuals and communities.

UN Women in cooperation with EU works jointly with the Government and non-State partners towards the overarching goal of ending violence against women and girls (EVAWG) in Georgia. To this end, UN Women provides technical support to the Government to meet their targets under the nationalized Sustainable Development Goals (SDGs), particularly SDG 5, and to further ensure that national policies and legislation are in compliance with Georgia’s international human rights commitments and obligations on EVAWG. UN Women works very closely with the key actors engaged in inter-sectoral coordination, referral and service provision to the victims/survivors of domestic violence to support them in implementing preventive and corrective actions to enable increased disclosure and prevention of violence.

There is growing evidence that working with male perpetrators - alongside intervention and protection for women - is essential to reducing domestic violence. In recent years, there has been increasing recognition of the need to engage both victims and perpetrators of domestic violence, to both prevent future violence and to encourage engaging and assisting perpetrators or non-perpetrators who are at risk of carrying out domestic violence (Campbell et al., 2010, p.414). Moreover, Perpetrator programs are increasingly acknowledged as a key intervention, and sustained, long-term engagement with perpetrators is now seen as a key gap in effective service delivery.

The importance of engaging with perpetrators of domestic violence, including through introducing preventive interventions and treatment programs for the perpetrators is enshrined  under the Istanbul Convention (Article 16), which has been ratified by Georgia in June 2017. In line with the efforts to support the Government of Georgia in realizing its commitments under the Istanbul Convention, UN Women is providing technical support to the Ministry of Corrections and Probation in developing and piloting rehabilitation programme for inmates that have been prosecuted for domestic violence. In 2014 UN women organized the Study Tour on Prevention and Response to Domestic Violence in Spain for the Government of Georgia whereby the Spanish model “GBV – Intervention Programme for the Rehabilitation of Perpetrators” (PRIA) was identified by UN Women and the representatives of the Government of Georgia as one of the most successful models globally (PRIA aims at the reduction/elimination of different types of violent behavior, modification of sexist and discriminatory conduct and prevention of recidivism. It further serves the purpose of helping perpetrators with a history of violent behavior to understand violence directed at other people, to acquire new skills for the management of disputes and conflicts without violence and aggression, to learn partner relations and to manage to express their feelings in a constructive manner in line with the internally established best practices to be tailored made to the local context.).

UN Women is seeking to contract an international consultant who will support the inter-sectorial working group set up by the Ministry of Corrections and Probations and is comprised of the representatives of the Ministry, UN Women and local NGOs in development of the rehabilitation program for perpetrators of domestic violence. It will be an asset if a consultant is well familiar with the PRIA as the intention is to develop a Georgia specific programme that will be inspired by the PRIA and its lessons learned. Under the overall guidance from UN Women and in close consultations with the working group set up by the Ministry of Corrections and Probation, the selected international consultant will be responsible for the following deliverables:

Duties and Responsibilities

Tasks and Responsibilities

  • To build the capacity of the inter-sectorial working group on international best practices on rehabilitation programs for perpetrators of domestic violence with emphasis on PRIA;
  • To conduct 5-day programme drafting workshop for the inter-sectorial working group to come up with the outline and key elements of the programme contents;
  • To lead finalization of the program development, including incorporating feedback/lessons learned from the workshop in the draft program via online consultations with the working group;
  • To provide guidance on timing of inmates’ engagement and other practicalities related to the institutionalization of the rehabilitations program in a penitential institution of Georgia;
  • To submit a brief final report on the consultancy, including the recommendations for follow up by the Ministry of Corrections and Probation and UN Women.

Deliverables

  • 5-day workshop rehabilitations programme drafting workshop conducted by November 9, 2017 (7 working days);
  • Rehabilitation program for perpetrators of domestic violence finalized and submitted to UN Women in Spanish or English by November 25, 2017 (7 working days)
  • Final report on the consultancy, capturing the recommendations for follow up submitted by December 1, 2017 (1 working day)

Required Skills and Experience

Education:

  • Graduate Degree in Social Sciences, Gender Studies, Development Studies, Human Rights, Sociology or related field, and/or senior academic experience;

Experience:

  • A minimum of 5 years of progressively responsible and relevant experience in the fields of human rights, social inclusion, and/or GBV/VAW;
  • At least 3 years of experience in developing and/or implementing rehabilitation programs for perpetrators of domestic violence;
  • At least 2 years of demonstrated experience in training/facilitation and/or providing capacity building interventions;

Language:

  • Excellent command of written and spoken Spanish and/or English (knowledge of both languages will be an asset).

Evaluation procedure:

The candidates will be evaluated against the following technical and financial criteria:

  • Graduate Degree in Social Sciences, Gender Studies, Development Studies, Human Rights, Sociology or related field, and/or senior academic experience (max 60 points);
  • A minimum of 5 years of progressively responsible and relevant experience in the fields of human rights, social inclusion, and/or GBV/VAW; (max 80 points);
  • At least 3 years of experience in developing and/or implementing rehabilitation programs for perpetrators of domestic violence; (max 100 points);
  • At least 2 years of experience in training/facilitation and/or providing capacity building interventions; (max 80 points);
  • Excellent command of written and spoken Spanish and/or English (max 30 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150.

S – score received on financial evaluation.

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

Management arrangements:

The contractor will report to and work under direct supervision of UN Women Programme Analyst with overall guidance from UN Women Programme Specialist and UN Women HQ EVAW section.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women National Programme Officer that the services have been satisfactorily performed as specified below:

  • Deliverable 1, 2, 3 – (15 days) 100 %
