Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

BACKGROUND

This consultancy will take place within the context of the second phase of the IOM regional program, “Enhancing Capacities and Mechanisms to Identify and Protect Vulnerable Migrants in the Western Balkans”, funded by the U.S. State Department, Bureau of Population, Refugees. The project works to support sustainable mechanisms and structures of the target project locations to independently manage migration and protect vulnerable migrants, while expanding cooperation and coordination. In order to achieve this overall objective, activities within one of its components will enhance the awareness and capacities of national stakeholders, particularly at the operational level, to implement a rights-based approach to the screening, identification, referral and provision of direct assistance to Vulnerable Migrants, with a particular focus on Unaccompanied Migrant Children. Within this component, IOM, building on the initial tools it developed within the first phase of the project, will facilitate the further development and operationalization of tools for the identification of vulnerable categories of migrants, based on regionally harmonized vulnerability criteria.

SCOPE OF THE ASSIGNMENT

Utilizing the draft Questionnaire for Vulnerable Categories of Migrants developed in the first phase of the project and adopted by the project steering board, IOM will facilitate the development of an electronic tool, adapted to the needs of each project location, to be applied by relevant border and other officials working on the identification, referral and assistance of migrants with specific vulnerabilities. This electronic questionnaire will allow facilitate toe exchange of case-specific information between national institutions, as well as the ability of respective institutions to produce reports, as well as develop relevant policies. The contracted consultant will work with project staff and other relevant national stakeholders to produce a shareable questionnaire in an electronic format based on national that will allow relevant government stakeholders to share essential information regarding vulnerable categories of migrants

Core Functions / Responsibilities:

a. Coordinate with the IOM Project Manager and produce precise work plan and activity timeline on the development of an electronic Questionnaire Vulnerable Categories of Migrants. b. Conduct desk review and analysis of relevant electronic forms and data sharing programs, including those already used by national stakeholders in the region.

c. Analyze existing technical infrastructure of relevant institution in each project location to identify relevant modality for sharing of the questionnaire in each project location. d. Engage in technical consultations with national stakeholders (telephonic, electronic or in person), including IT Experts, to identify IT-related needs in order to operationalize an electronic form.

e. Produce recommendations for each project location on how to the technical requirements and technical operationalization the Questionnaire for Vulnerable Categories of Migrants. f. Work with the Thematic Expert to create a proposed electronic template for the Questionnaire for Vulnerable Categories of Migrants that can then be adapted to national needs. g. Participate in and facilitate Regional Workshop and present preliminary requirements, technical aspects and requirements of the electronic questionnaire.

h. In consultation with IOM, produce instruction guide/user manual to inform stakeholders on proper utilization of the Electronic Questionnaire.

I. Engage in the launch and testing of the proposed Electronic Questionnaire. j. Prepare sample analytical reports using data captured through the use of the Electronic Questionnaire.

*All tasks are implemented in coordination with the IOM Project Manager.

EXPECTED OUTPUTS

The implementation of the tasks set will lead to the following outputs:

a. Joint Work plan and Activity Timeline produced in collaboration with the Technical Expert of all relevant consultancy activities, including approximate duration of each relevant task. b. List of Recommendations and Analysis for the technical requirements and proposed format of the electronic questionnaire in each project location.

c. Produce proposed Electronic Questionnaire Template to be adapted into national identification and referral systems.

d. Produce Instructions/User Guide to inform national stakeholders of the technical requirements for adaptation of the Electronic Questionnaire Template and its proposed use. e. Participation and Presentation of technical requirements Electronic Questionnaire Template and Analytical tools available for report preparation at the Regional Workshop for project stakeholders.

f. Produce sample Analytical Reports using data capture by the Electronic Questionnaire. Project outputs should serve as a basis for future adaptation and incorporation of the Page 2 / 5questionnaire into national systems.

h. Produce final recommendations for nationalization of template in to the system of each respective project location and recommendations for future data sharing. > Technical Expert (primary)/IOM Project Coordinator (secondary) > Week 9-10.

REPORTING

The Technical Expert should be prepared to provide IOM with regular reports on the progress of the assignment. In the technical proposal drafted by the applicant, scope and timing of progress reports should be clearly outlined.

CONFIDENTIALITY ARRANGEMENTS

Contracted consultant or individual members of a consultancy organization is not permitted to use any of his/her gathered data, reported findings, contributions to the draft and final reports to further his/her personal research.

Required Qualifications and Experience:

Education

• University degree in Computer of Information Systems, or another relevant area. Page 3 / 5• Additional certifications related to Information and Communication Technology are an advantage.

Experience

• At least 5 years of progressive professional experience related to information technology and software.

• Knowledge of relevant technology related to the production of electronic forms and data collection tools.

• Knowledge of electronic tools and applications routinely used in the management of data and in reporting by government officials, such as relevant Microsoft Office applications. • Excellent drafting/writing ability. Previous development of User Manuals and Guides required. • Experience in training laypeople on the use of relevant technology and presenting technological systems.

• Familiarity with online and electronic questionnaires and data collection mechanisms • Ability to produce reports according to project needs

• Ability to work independently, as well as a part of a team

• Results-oriented.

• Experience with Microsoft Office programs required

Languages

Fluency in English is required. Working knowledge with one of the languages in the Western Balkans region is an advantage.

Note

*This consultancy is home based with possible travel within the Western Balkan region, as needed (including for the workshop).
