Field Officer – Idlib

 

Position Summary:

Under daily supervision of the Program Implementation Coordinator, the Field Officers are responsible for visiting program partners and sites in Syria to ensure better understanding of program impact; conducting site visits and monitoring and evaluation on program deliveries, gaining better understanding of the needs in the field to help guide improved program implementation. In addition to these core tasks, the Field Officers may be requested to conduct other monitoring and evaluation (M&E) related outreach and routine reporting and respond to ad hoc program requirements. The position is based in Syria with frequent travel within Syria with travel roughly 50-75% of the time.

 

Reporting & Supervision:

The Field Officers will report to the Program Implementation Coordinator.

 

Primary Responsibilities:

Delivery Support:

  • Assist in program planning and implementation of deliveries to ensure that recipients units are prepared to receive equipment.
  • Collect participant contact information for vetting; liaise with program partners on implementation issues, etc.
  • Conduct follow up with units upon delivery of assistance to ensure that the equipment is being used for intended purposes and meets the needs of the end users
  • Attend deliveries and assist delivery team.
  • Observe the transport of goods from delivery to unit’s warehouses; and
  • Ensure that the consumable support (spare parts, med kits and food baskets) are being distributed to the intended units. Track consumption rates within the units and report to the program.

Training Support:

  • Support program staff in identifying participants and coordinating their arrival to trainings inside and outside of Syria.
  • When necessary, provide logistical support to program workshops; take equipment inventories, document serial numbers and create equipment after the workshop; and
  • Ensure that all receipts and documentation meet program standards.

 

SECONDARY RESPONSIBILITIES:

  • Meet with program supported units and beneficiaries to inquire about equipment suitability, trouble shoot technical problems and confirm equipment locations, end users and usage conformity with intended purposes.
  • Meet with identified groups to conduct needs assessments and develop relationships with units of interest.
  • Routine reporting for each site visit and program tasking, general assessments/situational analyses on each location visited; 2) Weekly reporting providing situational analysis of program areas of interest. 3) Monthly monitoring and evaluation reporting.
  • Strictly apply all program required expense documentation and reporting for time in Syria.
  • Submit regular time sheet and travel expense reports for program related costs to ensure timely reporting of program operational expenses; and
  • Maintain 100% accountability of all Program provided equipment, providing monthly inventory reports of personal equipment to the Operations Manager.

 

Required Skills & Qualifications:

  • Previous experience working with or around beneficiaries.
  • Demonstrable experience working independently and taking initiative
  • Able and willing to travel throughout the areas of Syria, including Idlib, Aleppo, Hama, Latakia Governorates; travel to other governorates will occur as conditions allow.
  • Experience in use of satellite phones and communication technology to support reporting as well as identify needs based requests from the field; and
  • Some experience with heavy equipment to better identify needs based requests from the field.

 

Desired Skills & Qualifications:

  • Excellent inter personal and communications skills, including speaking, writing and analysis skills; and
  • Native written and spoken Arabic; some English language considered a plus.
