1.   PLACE IN THE ORGANIZATION

The incumbent of this post is responsible to the Operations Support Officer, P-3

2.•• RESPONSIBILITIES AND DUTIES

The incumbent is the area professional staff of the Operations Support Team. S/he also provides translation and interpretation to the Operations Support officer on the range of activities carries out by the Operations Support Tram. In accordance with established Agency policy and procedures, the Associate Operations Support Officer will:

(A)    Collect, consolidate and take part in the analysis of contextual data and information that will contribute to adequately identify emerging areas of concern and to monitor protection issues;

(B)    Through regular contact with governmental and civilian institutions, representatives of the local communities/ authorities, beneficiaries and other persons of concern to UNRWA, monitor, assess and report on;

(i)       Protection of the affected population, including their humanitarian situation;

(ii)     Access related matters and the impact on Palestine refugees and the humanitarian workers including UNRWA personnel;

(iii)    Contribute to the drafting of internal reports and Field notes.

(C)    Support inspection of UNRWA's property and other assets that the Agency controls, to ensure neutrality; report on neutrality, and safety & security issues to the relevant authority.

(D)    Communication and Liaising:

(i)       Develop & maintain positive and supportive relationship with a wide range of stakeholders including local communities and local authorities;

(ii)     Disseminate information about UNRWA's humanitarian and protection mandate directly to the refugee community, and advise on issues related to the Agency's facilities;

(iii)    •Disseminate data and information on Protection, Access, Neutrality and Safety & Security to other UNRWA WBFO departments and Programmes;

(iv)   In relation with external, local stakeholders, organize field visits; accompany visitor and donors;

(v)     Provide/support briefings to various interlocutors on the purpose of UNRWA's mandate and programmes, neutrality, access and protection issues;

(vi)   Prepare and deliver sensitization training to UNRWA personnel (Privileges and Immunities, Neutrality, Access, Safety & Security and Protection) in West-Bank.

(vii)  Gather, consolidate and transmit access & security related information to the Operations Radio Room;

(viii)   Facilitate access for staff to UNRWA installations (movement restrictions) including direct negotiations with checkpoints personnel;

(ix)   Coordinate with other UN agencies and NGOs in UNRWA areas of operation.

(E)    Performs such other duties as may be assigned.

3.• MINIMUM QUALIFICATIONS

Academic and Professional qualifications

A university degree from a recognised university-level academic institution, preferably in social sciences, political affairs, international relations, communication studies, human rights, English, business, •law or a related field.

Experience

At least four years of experience, preferably in humanitarian/relief emergency operations, human rights affairs or other related discipline.

Language

Excellent command of spoken and written English and Arabic.

4.•• COMPETECIES

•    Excellent communication skills, in particular translation and interpretation, and ability to draft/edit a variety of written reports, studies and other correspondence in English and Arabic;

•    Flexible, able to assess and analyse situations quickly, objectively and prudently;

•    Ability to build and sustain effective work relationships with refugee population, UNRWA staff, community leaders, partners and local authorities to achieve common goals;

•    Ability to work under pressure, flexible hours and as part of a team;

•    Articulate, politically aware while remaining impartial and discreet at all time; considering the safety and security of personnel;

•    Ability to handle sensitivity and diplomatically protection issues;

•    Treats sensitive or confidential information appropriately;

•    Computer skills (Microsoft Office applications)

5.•• DESIRABLE QUALIFICATIONS

(A)    Experience with radio communication equipment and procedures;

(B)    Knowledge of UNRWA's operations in West-Bank;

(C)    Possession of a valid driving license (at least two years);

(D)    Knowledge of Hebrew;

(E)    Ability to drive in Jerusalem

6. ADDITIONAL INFORMATION

(A)    The incumbent will be required to travel within the field in performance of his/her duties.

(B)    The incumbent may be required to work beyond normal duty hours.

(C)    The incumbent will be evolving in a volatile security context, working in a sometime stressful environment.

7.• EQUIVALENCY

Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered, should less than two qualified candidates are found.
