Important Note: UNICEF international team is currently based in Tunis, Tunisia though working on the return plan to Tripoli, Libya in October 2017. Depending on the office priorities, the consultant should be available to travel to Tripoli with the possibility of eventual relocation to Tripoli.

1. BACKGROUND AND JUSTIFICATION 
An estimated 1.3 million people - including 439,000 children – are in need of urgent humanitarian assistance in Libya, for which the UN and its partners collectively requested US$ 151 million through the 2017 Humanitarian Response Plan. To respond to these urgent needs, UNICEF continues to deliver humanitarian assistance in Libya in partnership with line ministries, municipalities and non-governmental organizations, and to implement emergency interventions in the Education, Child Protection, WASH and Health sectors.
An estimated 500,000 people in Libya lack adequate access to safe drinking water, hygiene and sanitation, creating serious health risks from exposure to water borne illnesses, nutrition problems and hygiene and sanitation related diseases for the vulnerable children and their families.  WASH emergency response in Libya evolves around three strategic objectives (a) provision of sufficient safe water and basic sanitation; (b) provision of sufficient basic and lifesaving hygiene items to the vulnerable people; (c) children access safe drinking water, sanitation, and hygiene facilities in their learning environments
The lack of access to education, mainly caused by the conversion of schools into shelters and to the destruction of school facilities (MSNA, 2016), is creating a “lost generation” of unschooled children, vulnerable to exploitation, trafficking and recruitment by militias. Thus improving water and sanitation services in schools will provide children with safe learning environment and increase their access to education opportunities.
UNICEF is implementing rehabilitation/maintenance projects of schools - mainly WASH facilities –and health centres in Benghazi, Tripoli, Sirte and the southern cities of Libya. Therefore, UNICEF requires expertise of Construction/Civil Engineer consultant to coordinate all the maintenance related programmes in the country.

2. SCOPE of the WORK
Under the strategic guidance of the Special Representative and supervision of the Operations Manager, in collaboration and coordination with programme colleagues,  the consultant will be responsible for coordinating adequate project implementation and supervision is in place to ensure successful delivery of construction and/or rehabilitation work in compliance with the project’s goals and objectives.  She/he is in charge of the day to day management and supervision, ensuring the overall efficiency and effectiveness of processes and activities undertaken to achieve timely delivery of infrastructures.

3. MAIN RESPONSIBILITIES AND TASKS
• Provide overall technical assistance to UNICEF construction projects, from their planning to their implementation and monitoring.
• Provide technical support on the preparation of bill of quantities and drawings for the construction activities.
• Ensure all technical inputs and cost estimates related to the construction components are accurate, timely provided and included in the project proposals and budgets.
• Support the Operation/Supply section in all tender exercises for the procurement of construction and consultancy services.
• Ensure that the project plans, drawings or sketches are well understood by the technical staff assigned either from the government/local authorities, implementing partners, construction contractor and sub-contractors, provide implementation guidelines and feedback.
• Ensure effective quality control systems are in place and contractor and engineering consultancy companies work in compliance with technical specifications and UNICEF quality standards.
• Work closely with technical personnel assigned either from the government authorities, or implementing partners, construction contractor, sub-contractors of the implementing partners and advise on appropriateness of design specifications and materials and make decisions based on the consultation with the UNICEF and contractors
• Ensure progress of the construction work according to the pre-determined timelines and milestones with the required quality.
• Ensure effective coordination and technical backstopping for the implementation of the UNICEF supported construction activities.
• Regularly report on performance of contractors, and implementing partners based on their Contract, Work Plan and corrective action taken so that maximum benefit is achieved to client and stakeholders is achieved.
• Coordinate with operations and programmes related activities ensuring proper and timely actions from both, UNICEF’s and Government’s side.
• Certify disbursements of funds, monitor and submit financial status reports to management in compliance with the pre-established requirements

3. DELIVERABLES
The consultant should deliver 6 summary reports prior to each payment, with payment being subject to the deliverables provided.

1st payment (after two months of signing the contract)

 Payments and liquidation of contractors /partners are managed and processed.
 Preparing and conducting a minimum of one partnership review meeting to follow on project implementation.
 Attending and reporting at least one WASH and Education Sector coordination meeting
 Submit two progress report to direct supervisor

2nd payment (after four months of signing the contract)

 Reports of Third Party Monitoring NGO related to the maintenance and rehabilitation works are reviewed and followed up
 Compiling, updating, and reporting relevant projects data using appropriate HPM and agreed tools.
 Preparing required technical project assessments, ToRs, BoQs and technical specifications.
 Payments and liquidation of contractors /partners are managed and processed.
 Preparing and conducting a minimum of one partnership review meeting to follow on project implementation.
 Attending and reporting at least one WASH and Education Sector coordination meeting
 Submit two progress report to direct supervisor

4th payment  (after 8 months of signing the contract)

16% of the consultancy fee
  Updating the consultancy work plan in consultation with the supervisor  and the programme specialists
 Work of rehabilitation  and prefabricated classroom   installation ( timeline, quality, cost) in the different areas is supervised and managed
 Reports of Third Party Monitoring NGO related to the maintenance and rehabilitation works are reviewed and followed up
 Compiling, updating, and reporting relevant projects data using appropriate HPM and agreed tools.
 Preparing required technical project assessments, ToRs, BoQs and technical specifications.
 Payments and liquidation of contractors /partners are managed and processed.
 Preparing and conducting a minimum of one partnership review meeting to follow on project implementation.
 Attending and reporting at least one WASH and Education Sector coordination meeting
 Submit two progress report to direct supervisor

5th payment (after 10 months of signing the contract)

16% of the consultancy fee
  Work of rehabilitation  and prefabs  installation ( timeline, quality, cost) in the different areas is supervised and managed
 Reports of Third Party Monitoring NGO are reviewed and followed up
 Providing timely weekly and monthly  report regarding progress of construction and  rehabilitation work
 Compiling, updating, and reporting relevant projects data using appropriate HPM and agreed tools.
 Preparing required technical project assessments, ToRs, BoQs  and technical specifications.
 Payments and liquidation of contractors /partners are managed and processed.
 Preparing and conducting a minimum of one partnership review meeting to follow on project implementation.
 Attending and reporting at least one WASH and Education Sector coordination meeting
 Submit progress report to direct supervisor

6th payment (at the end of the contract period)

20% of the consultancy fee
  Updating the consultancy work plan in consultation with the supervisor  and the programme specialists
 Work of rehabilitation  and prefabricated classroom   installation ( timeline, quality, cost) in the different areas is supervised and managed
 Reports of Third Party Monitoring NGO related to the maintenance and rehabilitation works are reviewed and followed up

 Payments and liquidation of contractors /partners are managed and processed.

7. QUALIFICATIONS AND COMPETENCIES
 
• Degree in civil engineering, construction engineering, or architecture,
• Experience of at  least 5 years in construction and contract management of reinforced concrete buildings,
•  Proven experience in construction and  project management, site surveying, building design, project planning, quantity surveying and cost estimation and control,
• Previous experience in working with WASH in schools including construction and rehabilitation projects is an advantage,
• Evidence of previous work with International organizations would be a distinct advantage,
• Knowledge of International and local standards related to infrastructure, structural and civil engineering,
• Excellent working knowledge of computers packages including AutoCAD software,
• Excellent knowledge of the humanitarian environment and remote programs,
• Ability to express clearly and concisely ideas and concepts in written and oral form and to produce reports in a timely manner,
• Ability to work independently as well as with a team in an international, multicultural and interdisciplinary environment and establish harmonious and effective working relationships both within and outside the organization,
• Excellent oral and written skills in English,
• Effective interpersonal and communications skills, especially the ability to work in a multicultural environment.
• Knowledge of Arabic is a requirement.

7. MANAGEMENT, ORGANIZATION AND TIMEFRAME
 
• The consultant will report to the Operations Manager and work closely with the program specialists.
• This consultancy is office-based in Tunis, Tunisia and will be expected to work full time from the office including travels to Libya depending on the security situation. The consultant should have the required insurance to cover him/her both in Libya and in Tunisia.
• The payments are bimonthly and subject to certification by UNICEF based on the satisfactory completion of deliverables highlighted above.
• Contract duration: 11-months period; starting as soon as possible.
 
8. UNICEF RECOURSE IN CASE OF UNSATISFACTORY PERFORMANCE
UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work or outputs are incomplete, or not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be at liberty to adapt or modify them in future.
 
9. CONSULTANCY REMUNERATION
