TITLE: Partnership agreement to work with MoEHE targeted schools’ parents, teachers and students in the NRC education West Bank program 

                            

  1. BACKGROUND

 

The NRC Education Program aims to increase protection of vulnerable children affected by conflict and other situations of violence, particularly those at risk of denied access to educational services and individual and mass forcible transfer in the West Bank. Specifically, the education West Bank project ‘Humanitarian support to protect Education from Attacks in MoEHE schools in the West Bank (including East Jerusalem)-phase II’ and the ‘Improved Education’ project aim to support the most vulnerable children to access a protective and enabling educational experience in the West Bank schools where education is under attack through providing students, parents, teaching and non-teaching staff with the following:

 

  1. Psycho-educational support through training of teachers on how to manage a classroom with children who have gone through stressful and traumatic events, and training of counselors to support students with chronic nightmares that severely affect their school functioning;
  2. Community involvement through the implementation of parents’ communication plan activities such as recreational and awareness raising activities and the establishment and activation of parental associations;
  3. Delivery of legal information sessions and response to incidents/violations within the existing referral system framework through raising awareness of students, school staff and parents about legal rights and protection;
  4. The provision of emergency school kits to support crisis-disaster risk reduction;
  5. Advocacy focusing on enhanced protection from violations of the right to education.

 

NRC is implementing the above mentioned education projects in the current 2017/2018 scholastic year in collaboration with MoEHE and UNRWA in six Directorates in 89 target schools (specifically in Jerusalem, East Jerusalem, South Nablus, Bethlehem, Hebron H2 and North Hebron).

NRC expects the selected partner to:

  1. jointly define the scope of work/agenda/work plan etc.;
  2. conduct individual training/ awareness raising sessions and recreational activities for:
    1. Parents;
    2. Teachers;
    3. Students.
  3. carry out joint-activities inside target schools with parents, teachers and students.

 

  1. OBJECTIVES

 

The main objective will be to deliver practical training/ awareness raising sessions and recreational activities to parents, teachers and students in 89 project target schools.

 

Training topics will focus on Education in Emergency classroom management and more broadly on psychosocial support: classroom management, nutrition, health, stress management/relief, DRR, debriefing sessions, yoga, puppet and theatre shows, positive parenting, child development, dealing with teenagers and storytelling.

  • Six two-hour sessions in the 89 target schools
  • Time: during the schools working days and hours
  • Dates for activity implementation will be scheduled based on the scholastic year work plan starting from October 2017-to May 2018
  • Note that NRC could cancel or modify the work plan at any time based on budget cuts or any other reason

 

  • M&E indicators/targets will be responsibility of partner in agreement and upon approval of NRC M&E coordinator.
  • Final report in Arabic English containing the following chapters: 1) introduction/background; 2) Briefing session content delivered; 3) challenges and constrains; 4) pictures/photos of the activities carried out and 5) Suggestions and way forward- Annex Attendance sheet and any other supporting documents used during sessions.
  • M&E sessions will be carried out by NRC staff and joint feedback will be provided to implementing partners

  1. Specific methods:                      
  • Practical sessions applying participatory methods tailored to the target group composed of 25-50 participants in each session. Targeting will take into consideration the gender perspective (according to donor proposal commitment) to include mixed groups (males and females) in some schools.
    1. Specific format for reports (preferably in English):
  • Provide NRC focal point with detailed work plan to be approved by management describing the activities implemented one-week prior starting of the sessions and submit any changes might occur one-week prior change.
  • Submit monthly report by 10th of each month. Submit the mid- progress report by 10th January 2018 and the final report by end of June 2018.
    1. Equipment to be used:
  • The selected partner is responsible for his her transportation, tools and equipment.
    1. Information and documents prepared and available by NRC:
  • NRC focal point is responsible for all needed coordination with target schools and arrangements of the activities in coordination with the school management;
  • In case of change of program/activities requested by the school management, NRC is responsible for contacting the partner in due time and reschedule the plan accordingly.
