Context:

Under the direct supervision of the Chief of Mission (CoM) in Dhaka, Bangladesh and in close coordination with the Head of Sub-Office (HoSO) in Cox’s Bazar, and under the technical supervision of the Regional Field Security Officer (RFSO) for the Regional Office for Asia and the Pacific (ROAP) based in Bangkok, Thailand and in cooperation with the programme managers; the successful candidate will oversee the security and safety matters related directly or indirectly to all IOM personnel and assets in Bangladesh. In coordination with the RFSO, s/he will assist in successfully implementing appropriate safety and security management procedures that will effectively address staff safety/security concerns and the protection of IOM staff, assets and programs.

Core Functions / Responsibilities:

1. Liaise regularly with the United Nations Department of Safety and Security (UNDSS) Bangladesh, on emerging threats and specific country security conditions. 2. Provide accurate and up to date assessments of the security situation in Bangladesh, specifically Cox’ Bazar and recommend to the CoM and HoSO risk prevention strategies as well as mitigation measures for identified risks and threat levels. Produce a Security Risk Assessment of all IOM premises indicating the identified threats and provide recommendations Page 1 / 4to the CoM.

3. Collaborate as required with the RFSO-AP, UNDSS and other UN agencies regarding all aspects of risk/threat analysis.

4. Develop a comprehensive working knowledge of the United Nations Security Management System (UNSMS), and keep abreast of all events and their developments as they occur in Bangladesh.

5. As required, brief the CoM/Sr.PM/HoSO on Security Management Team (SMT) meeting agenda items, drafting talking points, Notes for File (NFF) and briefing notes as required. 6. Attend all UNDSS Area Security Management Team (ASMT`s) and security cell meetings. Liaise with the RFSO-AP, regarding relevant security matters. Represent the Head of Sub Office in his/her absence at UNDSS ASMT meetings.

7. Review and monitor the level of Security Risk Management (SRM) and Residential Security Measures (RSM’s) with regards to compliance in the various IOM offices in Bangladesh. Address issues of non-compliance in a timely, proactive and cost effective manner. 8. In close collaboration with SSU/HQ, contribute to the development and implementation of programme specific safety/security-related strategies and relevant Standard Operating Procedures (SOPs). Assess and provide recommendations concerning physical/structural security measures for all IOM facilities in the mission, internal mission/programme emergency communications and the establishment of a concrete course of action for their implementation in accordance with operational requirements.

9. Develop and provide UNDSS safety/security briefings for IOM staff deployed to and travelling within the Mission areas. Ensure regular updating of staff and coordinate travel security for the Mission relating to IOM operations.

10. Ensure that all relevant safety/security information is disseminated in timely manner to all IOM staff as well as programme service providers. In coordination with HR update staff/TDY data and further forward it to the UNDSS.

11. Be guided by IOM staff Rules and Regulations related to the confidential and secure, management of internal and external security information.

12. Assist in the assessment, facilitation and identification from a security perspective, of service providers, which will support IOM activities in the field,

13. Assist in the identification of measures to implement to ensure and maintain a high level of staff security, consistent with the principles of the UNSMS and that of the Organization in respect to context and operations.

14. Liaise with SSU, SDL and UNDSS Training Units on all security related training matters, in efforts to ensure that IOM's training procedures are followed and that the specific training meets established standards.

15. Develop and maintain a country wide warden system to ensure accountability for all staff in the event of emergency or natural disaster.

16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

Page 2 / 4• Master’s degree in Political or Social Sciences, Security Management, Law and /or Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields or equivalent studies in the National Armed or Security forces of country of residence with seven years of relevant professional experience. Experience

• Experience in Security management, migrant Refugee Camp Security and emergency response;

• Comprehensive understanding of the United Nations Security Management System (UNSMS)system and exhibit the ability to work with UNDSS in the field;

• Experience in United Nations missions, international peacekeeping, humanitarian emergency operations, strategic security planning/analysis and advanced security training with national or international security agencies or private organizations is highly desirable; • Proven ability to collaborate with senior military and government counterparts; • Demonstrate the ability to manage a high degree of rational behaviour and decision making at all times irrespective of the gravity of the security environment;

• Familiarity with the South Asia context and previous working experience in the region an advantage.

Languages

Fluency in English is required. Working knowledge of Bangla is an advantage. Desirable Competencies:
