Background

Under the guidance and direct supervision of the Project Manager (PM) and close cooperation with the project stakeholders and UNDP. He/she will be responsible and accountable for the overall monitoring and evaluation of DREAMS projects implementation, based on the project Log frame and the project’s Monitoring and Evaluation plan. The M & E Analyst will develop and implement a monitoring and reporting system to capture the progress of project activities, results impact and to the effective implementation of the evaluation policy, ensures that minimum monitoring and evaluation requirements for the Project are met and participates in the conduct of thematic and crosscutting evaluations.  The M & E Analyst ensures that objective evaluations are designed and implemented to assess the project relevance, effectiveness, efficiency, impact and sustainability of results; evaluations carried out in a credible and systematic manner; evaluation lessons and recommendations are used for programme design, contribute to implementation of DREAMS priorities and results.

The Monitoring and Evaluation Analyst liaises with the Unit Key Programme Staff and works in close collaboration with the Management Support regarding evaluation approaches and methodologies, ensuring that Project meets the minimum requirements for monitoring and evaluation, including the conduct of mandatory project evaluations. He/She will liaise with Government officials to ensure that thematic project evaluations are carried out according to schedules and that findings and recommendations are implemented and followed up.

Duties and Responsibilities

Summary of Key Functions:

  • Setting up & Implementation of Monitoring & evaluation policies and strategies
  • Coordination of the evaluation process
  • Facilitation of knowledge building and knowledge sharing on monitoring and evaluatioN
  1. Ensures the set-up and implementation of evaluation policies and strategies, focusing on achievement of the following results:
  • Participation in the planning, preparation and management of thematic, project evaluations and other types of evaluations conducted in the Project.
  • Promotion of evaluation standards, quality assurance/control and capacity development in the Project.
  • Contribution to the evaluation workplan, including identification of topics, and projects/programme to be evaluated.
  • Coordination of specific evaluation missions for development projects, sectoral/thematic evaluations or desk evaluations/studies on selected sectors/themes.
  • Conduct readiness assessment regarding through identification of sources of data, collection methods, who collects data, how often, cost of collection and who analyzes it.
  • Develop criteria and evaluation scheme for the project impact, benefit and sustainability.
  • Prepared detailed M&E budget and calendar of M&E activities

2. Ensures effective coordination of the evaluation process in the project, focusing on achievement of the following results:

  • Draft Terms of Reference (TOR) for specific project/thematic/sectoral evaluation missions and/or desk evaluations/reviews, participation in consultant and evaluation team selection, technical feedback on evaluations and budget oversight.
  • Guidance on UNDP/Government evaluation policies, procedures and practices to concerned parties with evaluation, consultants and/or members of the evaluation team.
  • Provision of the technical advice at the design stage of programmes/projects setting up a framework with defined indicators at the design stage to facilitate the evaluation at the later stages.
  • Preparation of analytical documents on areas evaluated, effectiveness and impact of project.
  • Follow up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan.
  • Prepare the monthly, quarterly and annual monitoring plan for project activities, based on the Annual Monitoring Plan (AMP) and the program budgets, design the framework for the physical and process monitoring of project, results, monitoring include among other, co-financing contributions, Greenhouse Gases (GHG) reductions and non-energy impacts of the project.
  • Promote a results-based approach for monitoring and evaluation, emphasizing results and impacts through checking that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussion forums to fill any gaps.

3. Ensures facilitation of knowledge building and knowledge sharing in the area of            monitoring and evaluation, focusing on achievement of the following results:

  • Identification and formulation of evaluation findings, lessons learned and recommendations to be integrated into broader Project and GEF knowledge management efforts, disseminated in learning events and channeled into decision-making processes;
  • Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy.
  • Participation in the conduct of results-oriented monitoring and evaluation training efforts in the project.
  • Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
  • Facilitate, act as resource person, and join if required any external supervision and evaluation missions.
  • Monitor the follow up of evaluation recommendations
  • Prepare reports for Project management including identification of problems, causes of potential bottlenecks (if any) in Project implementation with inputs from stakeholders and other PMU personnel
  • Prepare consolidated progress reports for project management including identification of problems, causes of potential bottlenecks in project implementation, and providing specific recommendations.
  • Prepare the ToRs for mid-term and final evaluation in accordance to UNDP and GEF guidelines
  • Design and implement a system to identify, analyze, and disseminate lesson learned
  • Consolidate a culture of lessons learning involving all project staff and allocate specific responsibilities.
  • Ensure that TOR for consultants recruited by the project also incorporate mechanisms to capture and share lessons learned through their inputs to the project, and to ensure that the results are reflected in the designed reporting system.
  • Assist the PM in preparation of various progress reports including in the preparation of APRs/PIRs,
  • Responsible for writing project reports, such as GEF reports (quarterly and annual Project Implementation Report, semi-annual progress reports, GHG Tracking Tools and other on-time reports requested by UNDP/GEF, implementing partner and other stakeholders.
  • Facilitate exchange of experiences by supporting and coordinating participation in any existing network of UNDP/GEF projects sharing common characteristics
  • Identify and participate in additional networks, for example scientific or policy-based networks that may also yield lessons that can benefit project implementation and provide any other related activities as assigned by Project Manager.

Additional roles and responsibilities include

1.     Prepare and deliver appropriate training materials and workshops on RE planning,       design, implementation, operation and maintenance as well as financing of RE projects

2.     Provide management oversight in close collaboration with the Technical Officer for delivery and installation of civil, mechanical and electrical equipment for pilot on-grid RE plants

3.     Work closely with personnel from the GEF as well as project proponents to ensure lessons learned on-the-job are imparted to them.

Required Skills and Experience

Education:

Master’s Degree or equivalent in International Relations, Political Science, Economics or related social sciences.

Or

Bachelor’s Degree in International Relations, Political Science, Economics or related social sciences with 4 years of relevant work experience.

Experience:

2 years of relevant experience at the national and international level in international development issues. Experience in monitoring and evaluation with a background in the analysis of socio-economic issues and related policy matters.  Experience in the usage of computers and office software packages, experience in handling of web based management systems
