The incumbent will work on ensuring project management and proper risk management for large and complex projects including the trends of expansion of 3rd­party funded agreements, and development of more formalized strategies, policies and risk management activities of Procurement Services in both the Emergency and Fragile settings.

Procurement Services Centre is responsible for general policy oversight on Procurement Services activities and providing partnership, coordination and monitoring support to Supply Division Centers and Country Offices working on Procurement Services activities.


Under the supervision of the Procurement Services Manager (Partnerships & Policy), the PS Specialist (Project & Risk Management) will mainly work on ensuring project management and proper risk management for large and complex projects including the trends of expansion of 3rd­party funded agreements, and development of more formalized strategies, policies and risk management activities of PS in both the Emergency and Fragile settings.


The incumbent will also ensure a) cross·centre oversight and coordination, b) overall performance monitoring of PS operations from a risk and policy perspectives, c) enhanced risk management.

Key functions:

1. Focal point for 3rd party funding PS operations (e.g. WB, lsDB, JICA, etc.), including managing and monitoring the 3rd party funding and high risk countries
2. Act as the PSC focal point for assigned working groups (e.g. VII WG, Polio WG, etc.), ensuring coordination of the group and follow up
3. Supporting the PS Manager in the development of concept notes including strategy documents for operations, and exceptions;
4. Provide support to Supply Division and Country and Regional Offices on PS project management and risk related issues;
5. Develop analysis and opinion papers for management on matters related to Procurement Services;
6. Ensure a cross-centre oversight and coordination, particularly with regards to complex projects,
7. Monitor closely and report on progress of ongoing projects to ensure commitments of MOUs are fulfilled and to provide a holistic, risk-informed and centralized project management.
8. Other tasks as may be requested by PS Manager and needed within the Centre

Education
A completed advanced University Degree (Master’s Degree) in business administration, finance, project management, finance or law is required.

Experience
A minimum of five (5) years professional work experience (international and national) in Business Management, Trust Fund Management, Project Management or Financial Management is required.

Experience supervising staff is required.

Demonstrated experience in risk management and in coordination of complex projects and/or project management is required.

Language requirements
Fluency in English is required.
Proficiency in French is considered as an asset.
