We are looking for a highly motivated and qualified individual to have overall responsibility to management and implementation of protection activities across DRC Turkey program.

Who are we?

Danish Refugee Council (DRC) is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people worldwide. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities.

About the job

Informed by DRCs mandate / global approach to protection, combined with DRC Turkeys overall programmatic strategy it is the role of the Protection Coordinator to lead the further development of DRCs protection strategy in Turkey and, based on this, to provide strategic guidance and technical support to the protection teams in DRCs field offices.

The Protection Coordinator will represent DRCs protection sector in coordination fora, ensure coordination with government agencies, and support fundraising.

Duties and Responsibilities

Representation

In coordination with the Head of Programme:

  • Represent DRC and actively participate in coordination fora, working/sub working groups, interagency planning workshops and other meetings relevant to DRCs protection activities.
  • Liaise with partners, national and local authorities, NGOs, and other stakeholders to ensure complementarity and smooth implementation of DRC protection activities;
  • Forge strong information and experience sharing relationships with protection teams between DRC Turkey programme locations.

Strategy and Programme Development

  • Lead the development and/or updating of the country protection strategy after consultation with field-based managers and protection field coordinators, and informed by engagement with stakeholders, (refugees, hosts, authorities, partners etc), DRC protection monitoring, gap analyses, and M&E.
  • Develop and roll out protection mainstreaming strategy for DRC’s program and provide inputs to, and advocate for, mainstreaming protection in proposals and interventions; 
  • Ensure that DRC’s protection programming meets accountability obligations and is carried out in accordance with the Core Humanitarian Standards and Quality Management (ref. Program Handbook Annex 15 and related tools). 
  • Work to enhance the integration of livelihood and protection activities in all area offices as relevant.
  • Contribute to or lead the development of concept notes and proposals, and partnerships for country level protection projects. Identify and pursue funding and partnership opportunities, build donor and partner relationships, develop programmatic collaborations and partnerships with relevant local organizations and institutions.
  • Lead protection analysis, conduct surveys and thematic assessments to determine protection programming needs and program expansion and produce and disseminate survey/ assessment reports in a timely manner.
  • Ensure that concerns for protection are mainstreamed in all other DRC activities in Turkey.
  • Actively work with partners and promote national partners roles in protection programming in Turkey and support Area Managers in ensuring quality implementation of protection activities at field level

Programmatic oversight

  • Support area managers and area based protection staff with effective and quality oversight of planning, development, implementation, and reporting on multiple donor grants;
  • Support the DRC grant manager in drafting donor reports.
  • Support Head of Programme and Area Managers in regular budget reviews, and drafting accurate budgets for new protection proposalsEnsure a common field implementation approach and effective coordination and collaboration with other protection and Mixed Migration-related activities, promoting harmonization across DRCs field locations;
  • Support field offices to ensure that all Protection Monitoring (PM), data collection and other documentation activities are harmonized with DRC Turkeys information management requirements;
  • Ensure that all collected information is constructively used for programme development and advocacy purposes
  • Oversee activity planning and scheduling for Protection Monitoring project including Key Informant Interviews, Focus Group Discussions, secondary research, verification and documentation of incidents, for each field site.

Technical support to DRC field offices and DRC partners

  • Develop Standard Operating Procedures, tools and guidance for DRC and partners’ Child Protection, Protection Monitoring, Case Management and Community-Based Protection components.
  • Based on assessed needs, train and strengthen DRC protection teams’ and partners capacities on relevant standards, and tools in protection interventions
  • Ensure capacities are in place for DRC teams and partners to follow standards on interviewing techniques and communication, confidentiality, referral making, and data security controls.
  • Monitor, coach and mentor DRC and partner protection staff on relevant standards, and tools in protection interventions, as well as provide on the job training and adapt trainings/coaching to specific staff needs.
  • Support DRC field offices in recruitment of protection staff

Advocacy

  • Inform the country advocacy strategy and initiatives with evidence based protection input and recommendations.

About you

To be successful in this role you must have:

  • Bachelor’s degree or higher qualification in international human rights, law, sociology, social work, political science or other relevant field;
  • At least 3 years of proven international experience in humanitarian protection, advocacy work, and refugee law, with minimum 2 years in a specific protection position;
  • Experience from technical line management of field teams.
  • Experience from protection programming through national partners.
  • Familiarity with child protection, case management, community-based protection and protection monitoring programming (one or more of these areas) and ability to incorporate lessons learned from other similar experiences;
  • Understand rights and protection issues of refugees, children and women, and experience working with Syrian refugees is an advantage;
  • Fluency in the English language, both written and verbal. Knowledge of Turkish and/or Arabic are assets;
  • Above average computer literacy
  • Identify priority activities and assignments, adjust priorities as required;
  • Ability to establish and maintain good working relationships in a multi-ethnic, multi-cultural and multi-disciplinary environment;

We offer

DRC will offer the successful applicants, a twelve months contract, and renewable dependent on both funding and performance. You must be available to start work on 1ST November 2017.
