Background

The Fund Portfolio Analyst contributes/leads the management of a Multi-Partner Trust Fund Office (MPTFO) Fund portfolio, and contributes to the MPTFO office strategy and work plan.
The MPTF Office is a UN center of expertise on pooled financing mechanisms. It supports development effectiveness and UN coherence through the efficient, accountable and transparent design and administration of innovative pooled financing instruments as well as provision of advisory services for fund operations. Housed within UNDP, the MPTF Office is firewalled from all UN implementing entities, UNDP included. The MPTF Office has put in place a number of tools and systems to support its fund administration services, including a separate General Ledger Business Unit in ATLAS (MDTF1) and the MDTF Office GATEWAY (see mdtf.undp.org).
The MPTF Office’s current portfolio is over $10 billion in total (> 750 million/year) and includes over 100 pooled financing mechanisms (country-level and global MDTFs, Joint Programmes (JPs) and National Funds), established for humanitarian, transition, development and climate change activities.
 

Duties and Responsibilities

Under the supervision of the Senior Portfolio Manager and the overall guidance and direction of the Executive Coordinator of the MDTF Office, the Fund Portfolio Manager’s responsibilities will include the following main functions:

Fund  Formulation, Establishment, and Policy Analysis [30%]:

  • Supports strategic planning related to the assigned portfolio pipeline (including Fund prioritization and financial projections);
  • Contributes to the design and development of medium complexity Funds in the MPTFO pipeline and portfolio;
  • Contributes to translation of new fund objectives and theories of change into a concept note with detailed fund architecture, and governance structures;
  • Identifies cost and risk drivers; evaluates and monitors financial viability;
  • Contributes to the design and development of systems solutions to support fund design.
  • Negotiates and finalises contribution agreements using pre-established legal agreements, making adjustments as required and permissible under the MPTFO Operations Manual

Fund Administration and Result-Based Reporting [30%]

  • Seconds the Senior Portfolio Manager in the fund administration of her/his portfolio and progressively assumes responsibility to oversee the administration of specific funds him/herself;
  • Implements Fund Administration in line with UNDP’s Regulations and Rules and the MPTFO Operations Manual;
  • Acts as the primary knowledge manager of the detailed Fund requirements based on the established legal instruments of the Fund;
  • Supports the management of the results-based platform for each fund;
  • Seconds the Senior Portfolio Manager in preparing annual reporting for his/her portfolio.

Coordination and Outreach [20%]

  • Raises awareness with peers in the donor community and Recipient or Participating Organizations, including Governments and UN Agencies of the MPTFO activities;
  • Develops joint initiatives with partner organizations to enhance fund development, capitalization and implementation;
  • Supports fund secretariats in developing outreach products and activities for their respective fund.  

Knowledge Management and Advisory Services [20%]

  • Identifies lessons learnt on the operations of funds in the assigned team’s portfolio;
  • Contributes to the formulation of guidelines, procedures and policies that further improve the efficiency and effectiveness of Funds operations;  
  • Seconds the Senior Portfolio Manager in providing advisory services for (a) the establishment of fund secretariats (formulation of operational manuals, etc.), (b) the development of risk management systems (including assessment and accreditation of the fiduciary capacity of partners) and (c) the development and operationalization of innovative financing instruments.

Required Skills and Experience

Education

  • Master’s degree (or equivalent) in one or more of the following disciplines: international development, economics, social studies, business studies or other equivalent fields.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • Two years of progressively responsible experience in an international development or relevant field.
  • Experience in Trust Fund or Joint Programme design, management and reporting is required.
  • Experience with European Commission donor agreements and requirements, especially the PAGODA, is highly desired
  • Experience in program financial management is an asset.

Language Requirements

  • Fluency in English both written and spoken. French and Spanish would be an asset.
