The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world.  Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organisations.  With over 7,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical and management knowledge they need, where they need it.  By implementing above 1,000 projects for our partners at any given time, UNOPS makes significant contributions to results on the ground, often in the most challenging environments.

Based in Geneva, Switzerland, the Europe and Central Asia Regional Office (ECR) supports UNOPS offices in the region, providing management and financial/programmatic oversight of Global and Country specific Portfolios, Clusters and Operations Centers including hosting services, fund management, management advisory services, implementing projects, procuring goods and services and managing human resources.

ECR ensures that projects are executed to the highest standards, providing a shared knowledge base and ensuring that best practices and lessons learned are disseminated between business unites and projects across the entire region.

UNOPS Geneva Office functions under ECR structures and is managing large number of multi-year, multi-stakeholders and multi-donor programmes and trust funds. Provision of hosting services and management advisory projects are also integral part of Geneva office operations.

On November 22, 2017 the Host Country Agreement was signed between Government of Ukraine and UNOPS to establish UNOPS Office in Ukraine. In April 2017, the firs project of the Office funded by European Union to support the reform of the National Police in Ukraine was launched in close cooperation with Swedish Police and European Advisory Mission to Ukraine.

The Project Engineer is based in LVIV/Ukraine to provide day-to day services ensuring smoothly implementation of the engineering works in the field.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS. 

Background Information - Job-specific

The overall objective of the project “Support to Police Reform in Ukraine” is to increase effectiveness and public trust in the police by contributing to the reform of the National Police of Ukraine in the areas of community policing and public order, in the regions of Kyiv, Kharkiv and Lviv.

Specific Objectives of the project are:

  • Develop partnership between police officers and communities by enabling better trained and equipped police officers to undertake a wide range of community policing tasks across the three pilot oblasts;
  • Support development of public order structures where the police officers are equipped with the necessary skills and means to prevent and de-escalate conflict, facilitate the exercising of peaceful assembly and other democratic rights while maintaining order, security and safety.

The project includes refurbishment of 20 district police stations/hubs to enable the National Police to fulfil their new roles and to encourage citizens to feel welcome in the police stations and interact with police officers.


Functional Responsibilities

Under the direct supervision of the Senior Engineer the Project Engineer will undertake following tasks/duties in his area of responsibility which is Lviv oblast:

  • Provide expertise opinion/advise to the Project Manager and the Senior Engineer on all engineering issues.
  • Conduct needs assessment of the building and structures that are to be reconstructed and provide comprehensive needs assessment reports.
  • Contribute to development, implementation, monitoring and updating of the Project plans and strategies in order to ensure delivery according to the scope budget and time.
  • Provide regular reports to the Project Manager and provide inputs for the periodic and final Reports to inform donors and the key stakeholders on Project progress.
  • Manage contractors and contract execution to ensure delivery according to the scope, budget and time and in compliance with the technical documentation.
  • Formulate and/or check and revise ToRs, scope of works and all technical documents/designs in line with national legal framework and UNOPS norms and standards.
  • Ensure the contractor provides method statement for works prior commencement, and perform the quality check of the presented document.
  • Supervise the quality of the construction materials and collected attest documentation.
  • Ensure that documentation on site is kept according to the valid law for planning and construction (daily logs, quantity books, approvals, act of appointments, tests, attest documentation).

Maintain the cooperation with the construction supervisors, contractors, designers and local authorities

  • Ensure the Construction Supervisor provides reports on the activities specified within the valid law for planning and construction.  
  • Provide Site Visit Reports on Project related activities, specifying work progress and arising issues
  • Ensure respect of Health and Safety procedures on the site and notify the Supervisor of any irregularities immediately after
  • Hold sites coordination meetings with the contractors, technical supervisors and other stakeholders as necessary and provide minutes of meeting for construction-related meetings.
  • Perform other duties as assigned by the Project Manager and/or Senior Engineer in the agreed timeframe.

Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.


Education

University master's degree OR bachelor's in civil engineering is required. 

Experience

  • With master's degree minimum 4 years of relevant professional engineering experience required; OR with bachelor's degree minimum total of 6 years of relevant professional engineering experience is  required.
  • Experience in works related to management of complex construction and reconstructions works required
  • Experience in working with the EU and other UN agencies is not necessary but will be considered as an advantage.

Languages

  • Fluency in oral and written English and Ukrainian languages are required.

Contract type, level and duration

Contract type: Individual Contractor Agreement
Contract level: Local Specialist Level 9
Contract duration: 9 months initially, renewable subject to project requirement, funding availability, and satisfactory performance.
