The UNOPS Hub in Amman implements projects on behalf of UN agencies and bilateral donors and in close coordination with the Government and national authorities. With an established presence across the region, the office runs operations including large-scale procurement, project development and technical management, and provides financial, human resources and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, so as to achieve the outcomes sought by the clients.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Background Information - Job-specific

Since 2012, UNICEF Jordan Country Office has been playing an integral part of the humanitarian response for Syrian refugees in Jordan. As WASH sector lead, UNICEF is leading the Water, Sanitation and Hygiene promotion assistance to the refugees in camps as well as in host communities, including schools and other institutions. Zaatari Refugee Camp is among the main locations where UNICEF is providing humanitarian WASH assistance which hosts more than 80,000 refugees.

In Zaatari refugee Camp, UNICEF is providing water at a daily average of 3,800,000 litres. This is provided through two boreholes operated within the camp, contributing about 65% of the daily supply, and number of privately owned external boreholes, contributing the remaining 35% of daily supply. Currently, water is being trucked from the boreholes to the distribution points but this arrangement is expected to cease once the water distribution network is completed by mid-2015. In addition to water supply, UNICEF is also supporting disludging services; dislodging on average 1,800,000 litres of sewage or waste water per day. This waste water is trucked to the Al Akeidar Treatment Plant, some 45km away from the camp. UNICEF is also supporting the rehabilitation, operation and maintenance of some 370 communal WASH blocks in the camp, in schools as well as solid waste management in the camp.

While all the above activities are conducted by implementing partners, there has been significant bottlenecks regarding the effective service deliver by these partners. Although majority of the problems of quality service delivery are related to water supply, the other WASH components also present some major constraints.

Against this background, UNICEF put together an independent team to conduct daily monitoring of the major UNICEF supported service delivery projects in the camp, with the sole aim of improving the quality and effectiveness of the services provided. This structure has not only improved overall quality of results, but also enhanced a cordial relationship between right holders and duty bearers, particularly in the area of water supply. Based on this experience, UNICEF has decided to expand this monitoring structure to other WASH components it supports in the camp.

Functional Responsibilities

Under the Supervision of WASH Team:

Based on the field monitoring schedule and plan, the Networks Engineer is expected to undertake effective daily monitoring and supervision of the water and wastewater networks construction projects in Zaatari Camp and ensure quality implementation, safety measures applied and documentation

Specific responsibilities of the Netoworks Engineer include:

  • Under the guidance of the Program Monitoring Manager and UNICEF WASH officers, coordinate all CfW activities including area selection, community capacity and coordination.
  • Facilitate CfW related dialogues between UNICEF WASH contracts, partners, and the refugees as well as other relevant stakeholder
  • Using the UNHCR RAIS system perform eligibility check to facilitate the enrolment of refugees to UNICEF WASH Contracts’ CfW activities.
  • Obtain, manage and maintain a database of the refugees’ qualifications and skills that are relevant to UNICEF WASH implemented programs in refugee camps.
  • Maintain a database of the refugees engaged under CfW program with UNICEF WASH contractors in refugee camps.
  • Ensure complete and documented orientation for all new CfW deployees.
  • Maintain all documentation relating directly to CfW activities required to ensure accountability to the UNICEF, particularly where labour is concerned, these could include attendance sheets, and CfW agreements, per activity guidelines.  
  • Coordinate payment procedures, including documentation, approval and actual payment.
  • Oversee administrative matters relating directly to CfW activities: attendance sheets, payment schedules, required paper-work, and liaison with contractors and partners.
  • Maintain a database to calculate the monthly attendance of refugees engaged in UNICEF WASH CFW activities.
  • Using the monthly attendance records, calculate the incentives entitlement for the refugees engaged under the CFW.
  • Coordinate with NRC cash distribution centres (CDC) to facilitate the contractors’ CFW incentive distribution.   
  • Attend cash distribution activities to monitor the compliance of the contract’s with the agreed CFW skills pay rate.
  • Using information management techniques, ensure that the CFW are rotated in a way that maximize CFW opportunities to refugees residing within refugee camps
  • Receive and manage community feedbacks and complaints received via the established feedback mechanism.
  • Attend community gathering, info sessions and other forms of (Focused Group Discussions) to facilitate the communication with the refugees in respect to UNICEF WASH CfW activities.
  • Report on any problems encountered in the field such as project participant complaints, and security threats to CfW activities.
  • Provide information on CfW activities as requested by the program monitoring manager and UNICEF WASH section.
  • Draft weekly and monthly reports outlining CfW engagement and their associated incentives.
  • Complete any required monitoring as outlined by the Program Monitoring Manager and UNICEF WASH Officers.
  • Coordinate with UNICEF WASH Contractors to identify the skills required to efficiently implement UNICEF projects in refugee camps.
  • Work on the refugees’ community and other stakeholders to identify gaps in the skills required for UNICEF WASH programs
  • Coordinate with UNICEF youth section and NRC training centres to develop training that aim at eliminating the skills gaps in refugee camp and build the refugees capacity for a long-term development.
  • Coordinate between UNICEF contractors and NRC training programs to work effectively in delivering efficient training programs to the refugees residing within the camps. 
  • Maintain a database of a trained pool of refugees that can be easily identified and engaged in projects that managed by UNICEF contractors in refugee camps.
  • Ensure seamless injection of the refugees trained by NRC into UNICEF WASH projects in refugee camps.

Education/Experience/Language requirements

  • University degree preferably in Information Technology.
  • Minimum 3 years of experience in water and wastewater projects including gravity pipelines, pump stations construction, force mains, HDPE main pipes, SCADA systems, and electromechanical works.
  • Advanced computer operating skills (word, excel, powerpoint, Access, etc) 
  • Good knowledge of the local language and one or two languages of the organization.  Fluency in both English and Arabic required.
  • Information management and database management is an asset.
