Under overall guidance of Outpost Head and direct supervision of Chief Child Protection, accountable for professional technical contribution to project design, planning, administration, monitoring and evaluation of Child Protection program/project activities and commitment for enhancement of teamwork, data analysis, progress reporting and capacity building in support of achievement of planned results and the agreed work plan, aligned with child protection national priority and country program goals and strategy. Under the Outpost Head and the direct supervision of the Chief Education responsible of implementation of country office Education strategy to increase access and retention. As well in charge of monitoring all education activities in the geographic implementation area of Daikundi.

Purpose of the Position

Under the Outpost Head and the direct supervision of the Chief Education responsible of implementation of country office Education strategy to increase access and retention. As well in charge of monitoring all education activities in the geographic implementation area of Daikundi.

 

Key Expected Results

 1.     Accurate, timely, complete and up-to-date information made available for effective budget preparation, programme and project design, implementation, management and evaluation.

  1. Project efficiency and effectiveness enhanced through effective implementation follow-on, with implementing partners and the Child Protection section in Kabul.
  2. Progress reports and project work plans timely prepared, and effective technical assistance provided: in sharing the relevant information with concerned partners and Section staff in Kabul, in the identification of required supplies and equipment, and in the drafting of Country Programme Recommendation and other project documentation.
  3. Appropriateness and completeness of financial and supply documentation as well as adherence to established allotments ensured.
  4. Knowledge sharing with donors, media (in consultation with communication and ACO CP sections) and with all strategic partners effectively promoted. Gender and sex disaggregated data and inputs relevant to Child Protection programme provided.
  5. Effective communication and networking achieved through partnership and collaboration; and coordination among child protection system actors strengthened.
  6. Implementation of country office Education strategy to increase access and retention.
  7. Monitor all education activities in the geographic implementation area of Daikundi

 

Key Accountabilities and Duties & Tasks

Programme/Project Management

Ensure the availability of accurate, complete and up-to-date information required for effective Child Protection program (including CPIE) in Daikundi geographical area and contribute towards project design, implementation, management, monitoring and evaluation. Draft sound Child Protection programme budgets for review by the Supervisor; Child Protection section in Kabul and provide support for the sharing of information with relevant partners.

Project Efficiency and Effectiveness

Enhance project efficiency and effectiveness through implementation follow-on activities with various partners, including monitoring UNICEF inputs, local conditions and resources, flow of supply and non-supply assistance and Child Protection project status as well as Education activities.

Work Plan and Project Documentation

Analyze collected data and information and prepare progress reports; draft changes in Child Protection project work plans and assist in identification of required supplies and equipment as well as in the drafting of Country Programme Recommendation and other project documentation, assuring accuracy and consistency with established rules, regulations and plans of action, and facilitate consultation with partners as required in planning and implementation of Country Programme activities.

Project Implementation Information and Data

Ensure the appropriateness of financial, administrative and supply documentation; verify that Child Protection & Education project expenditures are within allotments and that data is consistent with the project information and database. Follow up on queries including with and by partners or initiate corrective action on discrepancies. Support maintenance of information system for monitoring gender/sex disaggregated data.

Knowledge Sharing

Compile Child Protection & Education project implementation training and orientation materials to promote knowledge sharing with donors, media and all other stakeholders.

Communication and Networking

Ensure the effective communication and networking developed and maintained through partnership and collaboration.

  • Collaborate with Operations staff to implement internal control systems and resolve day-to-day issues or discrepancies in financial or supply management; and provide support for orientation and training of Government and all UNICEF implementing partners on UNICEF financial and supply policies and procedures.
  • Support Child Protection team in assisting local Government counterparts to develop, coordinate and exchange analysis on Child Protection for advocacy, prevention and response programming
  • Coordinate with members of the development community, including NGOs, UN and bilateral agencies in the exchange of information relating to Child Protection sector; and provide support for strengthening the coordination among child protection system actors including when appropriate the IASC protection sub cluster during preparedness and response to emergencies.
  • Coordinate Education related activities in Daikundi geographical implementation area.  Contribute towards Education programme relevant reports.

Promotion of UNICEF’s Global Goals

Promote the organisational goals of UNICEF through advocacy and policy dialogue through active UNICEF, leveraging the strength of UNICEF mission, goals and programme.

UNICEF Accountability

Coordinates with Operations and Supply staff on supply and non-supply assistance activities ensuring;

  • proper timely UNICEF accountability. Certified disbursement of funds, monitors and submits financial
  • engagement in communication, networking and participation at every opportunity inside and outside
  • Contribute towards quarterly and annual reporting requirements for Country Programme on standard monitoring reporting formats against indicators made available by Child Protection section at country level, in timely manner. Maintain information management system for all briefings, donor reports and updates requested for by relevant stakeholders and partners for Child Protection.

 Reporting

status reports to management in compliance with regulations and guidelines.

 

Required Qualifications: 

Education

University degree in the social sciences, law or child development is required.

 

Work Experience

Two years of relevant professional work experience, specifically on project design and management, preferably in the area of Child Protection or Human Rights and knowledge of Primary Education. Field work experience as well as background and familiarity with emergency programs is considered as an asset.

 

Language Proficiency

  Fluency in English and local working language of the duty station i.e. Dari and/or Pashto.
