ONE YEAR AFTER, MEASURING THE PROGRESS MADE IN ACHIEVING NRC WHS COMMITMENTS

The Norwegian Refugee Council (NRC) is looking for an external consultant to carry out an external review to assess the progress made in achieving the commitments made at the World Humanitarian Summit (Istanbul, 2016). This evaluation is part of a two-phase approach to assessing NRC impact in the WHS: the first phase consisted of an After Action Review ans was carried out in the last quarter of 2016 (covering both pre-summit activities and participation in the WHS - from January 2015 till June 2016);

NRC is now looking for a consultant for the second phase of the evaluation, in which the post-WHS activities related to the implementation of NRC commitments (June 2016- July 2017) are evaluated.

BACKGROUND INFORMATION
The World Humanitarian Summit (WHS) was held in Istanbul Turkey on 23-24 May 2016.
The goals of the WHS were to:
1. Re-inspire and reinvigorate a commitment to humanity and the universality of humanitarian principles;
2. To initiate a set of concrete actions and commitments aimed at enabling countries and communities to better prepare for and respond to crises and e resilient to shocks; and
3. To share best practices which can help save lives around the world, put affected people at the centre of humanitarian action, and alleviate suffering.

The Summit resulted in 3 main documents:
1. The Chair’s Summary reflects the main discussions and commitments emerging from the Summit and the way forward beyond Istanbul.
2. The Commitments to Action document includes the concrete set of actions and commitment in support of the Agenda for Humanity.
3. The report of the Secretary-General on the outcomes of and follow up to the Summit prepared in accordance with the General Assembly Resolution 70/106 provides an analysis of the priority themes that emerged from the Summit and concludes with recommendations for advancing the initiatives launched and commitments made at the Summit and, more broadly, in the Agenda for Humanity.

Through the Agenda for Humanity Platform for Action, Commitments and Transformation (PACT) (agendaforhumanity.org) all stakeholders who made commitments are invited to self-report on progress once a year until their commitments are implemented. An Annual synthesis report will be published in Autumn 2017. It will be the first review of progress. It will highlight trends in progress, achievements and gaps that need more attention.

Job description

NRC COMMITMENTS AT THE WHS
Building on NRC’s operational presence and experience, as well as its policy and advocacy work, NRC considered that the WHS offered a potential to change the way humanitarian action is defined and implemented, and NRC invested in the process accordingly.

NRC’s participation in the WHS was focused on highlighting the importance of the following objectives:
• To ensure that people internally displaced by conflict, violence and disasters have access to humanitarian assistance and protection;
• To redress humanitarian funding and coordination imbalances, to protect the right to education for children in crises;
• To place protection at the centre of humanitarian action; and
• To strengthen principled humanitarian action.
In line with our mission to protect the most vulnerable people in the world, NRC has made 33 commitments covering for the 4 of the 5 core responsibilities highlighted in the Secretary-General Agenda for Humanity .

THE REVIEW:
To assess the progress made in achieving NRC’s WHS commitments since June 2016
Specific objectives:
• To provide baseline data on the current status of NRC’s WHS commitments,
• To highlight gaps and challenges in achieving NRC’s WHS commitments,
• To provide recommendations to better implement and monitors NRC’s WHS commitments.

EXPECTED OUTPUTS:
The consultant will produce a report which analyse the progress made in the implementation of NRC’s commitments. The report will provide baseline data on the current status of NRC’s commitments, highlight gaps and challenges and provide recommendation to better implement and monitor NRC’s WHS commitments.

METHODOLOGY:
In coordination with NRC focal point, the consultant will have to:
• Develop a questionnaire based on the PACT self-reporting requirements
• Identify key informants within the organisation in each area covered by the commitments
• Conduct both semi-structured interviews and focus group discussions
• Suggest the necessary adjustments in the methodology of the evaluation
• Submit a draft report to NRC for comments and inputs
• Integrate NRC’s comments and inputs in the final report.

EXPECTED LEVEL OF EFFORTS:
We expect that the consultant will spend a maximum of 15 days on the review. This will include a preparatory consultation with the focal point to clarify the terms of reference and address needs of the consultants; the submission of a draft questionnaire; the semi structured interviews, the focus group discussions; the submission of the draft report; the incorporation of comments from NRC and the submission of the final report. Travel to Geneva and possibly Oslo will be expected within this timeframe.

TIMING:
The consultant’s draft report should be delivered to NRC focal point by 20 November 2017. NRC will review and provide comments within 10 days.

EXPRESSION OF INTEREST

2. Previous experience carrying out similar reviews/ evaluation
3. Past experience working with the World Humanitarian Summit or other UN summits
4. Daily fee including VAT where applicable and estimated number of days. Expenses for travel and accommodations will be covered in accordance with NRC policies. Other expenses are at the charge of the consultant.
