Organizational Setting

The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America and the Caribbean), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA Medium Term Strategy.

The Division of Programme Support and Coordination (TCPC) is responsible for the development, promotion and consistent application of strategies, policies, standards, tools and systems to support the TC programme. This includes quality assurance and enhanced results-based programme management, training and capacity development, expanded cooperation through existing and new partnerships and resource mobilization, efficient management of financial resources, data and information, as well as outreach and reporting.

The Quality Assurance Section (TCQAS) is responsible for the management of quality in TC process and policy development. It defines quality criteria, performance indicators and review mechanisms and facilitates their implementation, promotes results based management as an approach to quality, and prepares and delivers training and learning tools for IAEA staff and Member State personnel involved in the TC programme.


Main Purpose

The Monitoring Officer is responsible for the enhancement and management of the TC programme/project monitoring and reporting system to ensure the effectiveness of the TC programme.


Role

The Monitoring Officer is\: 1) a specialist in results-based monitoring of TC programmes and projects; 2) a planner and facilitator for the implementation of results-based project monitoring and; 3) a manager and content analyst of periodic reporting.


Functions / Key Results Expected

  • Develop an integrated, results-based monitoring plan for the TC programme and projects as the basis for reporting.
  • Manage and facilitate the implementation of the TC project monitoring system including analysis of performance indicators and reporting of lessons learned, ensuring compliance with quality assurance criteria and monitoring guidelines.
  • Develop and/or enhance the monitoring system through analysis of best practice approaches, methodologies and techniques of project monitoring in technical cooperation.
  • Analyze and synthesize recommendations made in periodic project reports and in expert missions and duty travel reports and monitor and facilitate their implementation in cooperation with Regional Divisions.
  • Identify and coordinate multilevel and multipurpose information requirements for TC management and stakeholders and prepare reports based on results of project monitoring.

Qualifications, Experience and Language skills

  • Advanced University (or equivalent) degree, preferably in social sciences, public administration, engineering or business management, or related field.
  • Minimum seven years of experience in project management, monitoring and reporting in an international setting.
  • Proven experience in managing results based monitoring systems and integration of lessons learned in programme/project development.
  • Demonstrated experience establishing and maintaining effective working relations with staff at all levels, with representatives of Member States and with external counterparts and stakeholders.
  • Demonstrated experience to lead and/or to contribute effectively to a team taking into account diverse perspectives to achieve organizational goals.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $70647 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 35677, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
