Background information- ECR

Based in Geneva, the Europe and Central Asia Regional Office (ECR) supports UNOPS offices throughout the region through: management, financial and programmatic oversight of global and country-specific portfolios, clusters and operations centres, including hosting services; fund and management advisory services; project implementation; procuring goods and services; and managing human resources.

ECR ensures that projects are executed to the highest standards, providing a shared knowledge base and ensuring that best practices and lessons learned are disseminated between business units and projects across the entire region.

ECR operates global portfolios from offices in Geneva, Brussels and New York, and country-specific programmes from its operations and project centres located in Eastern Europe and Central Asian countries.

Background Information - Job-specific

UNOPS is the legal and administrative host of the SUN Movement Secretariat. SUN Movement Secretariat has developed as a small coordinating mechanism. It has no operational role, but seeks to link together countries and networks in the SUN Movement to ensure that support, requested in countries to intensify actions and achieve nutrition objectives, is received in a coordinated and coherent way.  It also ensures that the Movement’s progress is tracked efficiently and communicated clearly.

As part of the hosting UNOPS Geneva Office is a fund manager the SUN Movement Pool Fund.

The Grants Analyst will be responsible for the management of all grants related to the project. (S)he will work closely with all project partners and stakeholders in all aspects relating to grants and general financial management.  The Grants Manager is ultimately responsible for compliance with relevant procurement guidelines and regulations and is responsible for ensuring that grants administered by UNOPS are in accordance with the applicable UNOPS Regulations and Rules and Administration Instruction(s). 

Functional Responsibilities

  • Act as the main focal point for drafting of the Call for Proposals process
  • Administer the call for proposals process in line with UNOPS policies and procedures, this includes dissemination of CFP (and Expression of Interest if appropriate), collection of proposal, preparation for review by grant selection committee, preparation of evaluation reports and their submission to relevant authority for grant awards.
  • Take responsibility for coordinating and facilitating the work of the grant selection committee
  • Works with different involved partners in monitoring implementation of grants by tracking timely start and completion of all activities and proactively highlighting for discussion and action the activities that are at risk of getting delayed. 
  • Draft grant agreements, in collaboration with SUN Movement Pooled Funds Coordinator/Advisor
  • Administer the timely signature of grants and release of funding to all grantees.
  • Manage day to day administration of the grant management activities, tracks reports, processes grantee registrations, payments
  • Review financial information with the concerned team identify bottlenecks and corrective actions.
  • Work with the UNOPS finance team to prepare quarterly accrual reports and the annual financial report as per project schedules. 
  • Lead on the development of the annual narrative reports on grants administration as required in project agreement documents and with inputs from the Monitoring & Evaluation Specialist and Pooled Fund Coordinator.
  • Perform other related duties and tasks as needed for effective implementation of grants, narrative reports, financial reports, targets and Key Performance Indicator as related.
  • Perform any other tasks as assigned by the supervisor.

Education

Master’s or bachelor’s degree in business administration, public administration, procurement, finance, or related area is required.

Experience

  • With master’s degree a minimum 2 years of experience OR with bachelor’s degree a minimum of 4 years of experience in grant administration, fund management, project management, or procurement is required.
  • Previous experience in UNOPS grant management is desirable. 

Languages

  • Fluent oral and spoken English required.  Knowledge of French and/or other UN languages is desirable.
