1.        Introduction and Background to the Assignment

The Global   Green Growth Institute (GGGI) requires the services of a qualified expert to   write, edit, and advise on the carbon accounting and MRV chapters in   the Emission Reduction Program Document (ERPD) for the first province-wide   REDD+ performance-based program in Indonesia. The program, to be financed by the World Bank’s Forest   Carbon Partnership Facility – Carbon Fund (FCPF-CF), is designed to reduce emissions   from deforestation and forest degradation, conserve and enhance forest carbon stocks, and ensure sustainable   management of forests  within a jurisdictional approach through incentives for REDD+ actions. The carbon   accounting and MRV methodology used for this program must meet all criteria and indicators as defined   in the Carbon Fund Methodological Framework  and must be aligned with Indonesia’s   national REDD+ policy framework and MRV system.

1.1.              GGGI’s Mission and Approach

Based in   Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental   organization founded to support and promote a model of economic growth known   as "green growth", which targets key aspects of economic   performance, such a poverty reduction, job creation, social inclusion, and   environmental sustainability. GGGI works with countries around the world,   building their capacity and working collaboratively on green growth policies,   that can impact the lives of millions. The organization partners with   countries, multilateral institutions, government bodies, and private sector   to help build economies that grow strongly and are more efficient and   sustainable in the use of natural resources, less carbon intensive, and more   resilient to climate change.

GGGI has a   diverse portfolio of programs in developing countries around the world. These   in-country programs, together with global products and services, focus on   delivering results through an integrated approach of evidence-based green   growth planning and implementation aligned to countries’ development   priorities. The organization also focuses on knowledge development and   management activities which build a strong theoretical and empirical basis   for green growth, while providing concrete options and guidance for   policymakers; as well as building the conditions for public and private green   infrastructure investments.

In Indonesia,   GGGI works with the Ministry of National Development Planning (BAPPENAS), the   Ministry of Environment and Forestry (MoEF), the Coordinating Ministry of   Economic Affairs, the Ministry of Energy and Mineral Resources, the Ministry   of Finance, and the provinces of East and Central Kalimantan to mainstream   green growth into development and economic planning and to help design,   finance, and demonstrate bankable green growth projects.

GGGI’s principal partner in East Kalimantan   is the Regional Development Planning Agency (BAPPEDA). In the forest and   land-based sectors, key partners also include the East Kalimantan Climate   Change Council (DDPI) and the provincial Forestry Agency (Dinas Kehutanan).   GGGI is supporting the development of the FCPF-CF program in East Kalimantan, which will be the first REDD+ performance based payment   under provincial jurisdiction in Indonesia.

1.2.              Carbon Accounting and MRV for the FCPF-CF

In order to   avoid, reduce and capture forest carbon emissions, any country planning to   carry out REDD+ activities effectively must have monitoring systems that   provide accurate data on emissions. Monitoring (and measurement), reporting, and verification   (MRV) for REDD+ is a way of addressing a country’s commitments to collect and   share this information.

In Indonesia,   the Directorate General of Climate Change   (DGCC), under the Ministry of Environment and Forestry (MoEF), has   proposed a policy for national greenhouse gases inventory, together with an   MRV system, for approval as a new government regulation. This policy also determines the   national forest reference emission level (FREL) and its allocation to each   province in Indonesia (subnational FRELs), and designates   REDD+ operational areas in Indonesia. Approval   is expected before the end of 2017.

This policy is in line with   Indonesia’s commitment to undertake REDD+ actions through a national approach with subnational   implementation. Carbon   accounting will be done nationally. Sub-national contributions will not be   calculated separately and added up because that would create   inconsistencies. Rather, a single national methodology and system will be   used. Therefore, the carbon accounting system for FCPF-CF must be designed to align with the   system at the national level.

The national   decision to implement a Forest Carbon Partnership Fund (FCPF) program in East   Kalimantan for the period 2018-2024 recognises the extent of readiness and   political commitment in the province for this first large-scale, jurisdictional REDD + effort. The approach to be taken in East   Kalimantan is expected to form a model for jurisdictional programmes in other   regions around the country.

East Kalimantan and MoEF   completed an Emission Reduction Project Idea Note (ER-PIN) in 2016 and are now   developing the ERPD with support from GGGI.

 

2.        Purpose of the Assignment

The objectives of this assignment are the following:  

  •   To produce and validate the  carbon   accounting and MRV chapters for the FCPF-CF ERPD based on the current   status and national policy framework of REDD+, drawing on inputs and   guidance from   provincial, national ,and    international partners.

To   assist East Kalimantan and MoEF comply with all FCPF requirements for carbon   accounting and MRV in ways that meet national and provincial needs and   priorities.

 

 

3.        Scope of Work

GGGI will engage a qualified individual (hereafter   referred to as “the Consultant”) to review, write, and edit the Carbon Accounting chapters for ERPD FCPF-CF. The work will   be coordinated with MoEF and representatives   of the East Kalimantan government and supervised by GGGI through the country   program office in Jakarta. The Consultant is expected to be based primarily in Jakarta or nearby during the period of work.

The Consultant shall carry out the following general   activities to meet the above objectives:

  1. Review the draft ERPD and the proposed national framework for carbon accounting and MRV.
  2. Consult with provincial, national, and international partners to   determine the current status of carbon accounting and MRV needs as well as to   confirm the requirements of GoI and the World Bank.
  3.   Write and edit the carbon accounting and MRV chaptersso   as to integrate the national   approach with needs and capabilities at the provincial level.
  4.   Present a report to key partners and stakeholders about the design of carbon   accounting methodology and MRV framework for FCPF-CF in East Kalimantan.

The ERPD contains seven chapters dealing with carbon accounting, MRV, and related   topics (see Table 1). The development of   these chapters should follow the World Bank’s methodology, namely the FCPF-CF Methodological Framework (revised final version, dated 22 June 2016; the document is available at www.forestcarbonpartnership.org/resources).

The work will entail the following tasks:

  •   Review the draft ERPD along with relevant data and information already collected by GGGI and its partners in relation to carbon accounting in FCPF-CF (chapters 7 through 13).
  •   Participate in an inception meeting with GGGI and MoEF to   agree to confirm a workplan and schedule, to be approved by   GGGI.
  •   Participate in regular liaison meetings with   MoEF, the East Kalimantan   Climate Change Council (DDPI), GGGI, and other experts to confirm the validity of all data and   information.
  •   Write and refine the chapters based on the current   status of carbon accounting and the national REDD+   framework, in line with FCPF requirements.
  •   Present a   draft report for review by GGGI and MoEF.
  •   Revise and finalize the report based   on comments from GGGI and MoEF.

4.        Reporting Requirements and Deliverables

The Consultant will work on a day-to-day basis with and report to   a member of GGGI’s staff in Jakarta. All work progress will be monitored   through regular review meetings (or calls) with the GGGI management team.

4.1.              Deliverables

The expected output of this assignment is a report in the required ERPD format for the FCPF-CF’s carbon accounting and MRV chapters. The Consultant may also be required to produce   additional output(s) as deemed reasonably necessary by GGGI, such as presentations.   The following deliverables will be submitted to GGGI for approval:

  •   Inception report, including a work   plan and schedule for completion of the work and deliverables.
  •   Draft report in the ERPD format.
  •   Presentation of the draft report for review by a panel of   experts.

The report, including the   draft, should be prepared in accordance with FCPF   formatting requirements, and submitted to GGGI in hard and soft copies along with the complete sets of raw data, research materials, and minutes of meetings.

4.2.              Time Table

The following time table is   indicative only. A detailed time table of activities and results will be agreed and approved by GGGI in the inception   meeting.

  •   The assignment is expected to   start, with an inception workshop, in early October 2017   and to be completed by the end of December 2017.
  •   The draft report shall be completed within one month of the start of the assignment.
  •   The principal findings and   conclusions shall be presented to GGGI, and panel of   experts from MoEF, DDPI, TNC, and other key stakeholders, roughly two months after the start of the assignment.
  •   The final report shall be completed within three months of the start of the assignment.

The   Consultant will be compensated based on deliverables. The anticipated level   of effort is 40 working days during the period of the assignment. GGGI   expects the Consultant to be available as may be required for meetings and   workshops with GGGI and MoEF.   The Consultant should be prepared to be   flexible to respond to the needs of Indonesian government partners and   changing circumstances. Costs of domestic and (if necessary) international   travel will be paid directly by GGGI.

5.        Qualifications

The Consultant must have at least 20 years of relevant professional experience undertaking research or other technical and   scientific work related field to climate change in Indonesia or similar developing countries. He or   she must have the following qualifications:

  •   Post-graduate degree in environmental   studies, forestry,   agriculture, or a related field, or equivalent academic   experience;
  •   Familiarity with REDD+ policy and national approaches;
  •   Good working knowledge of IPCC decisions and guidance related to climate change   mitigation (particularly for carbon accounting and   MRV);
  •   Proven leadership abilities and   experience;
  •   Proven ability to communicate clearly and effectively in written   reports; preferably with a solid record of publications.
  •   Experience working in Indonesia   and an ability to speak Indonesian would be strong advantages.
