Background

Under the overall guidance of the Representative of the High Commissioner for Human Rights in Cambodia and the direct supervision of the Human Rights Officer (Right to Participation), and in close cooperation with the Civil Society and Fundamental Freedoms Unit, the incumbent will contribute to the strategic implementation of the Project on ‘Maintaining a conducive human rights environment in Cambodia in the context of the elections in 2017 and 2018’.
 
The Programme Officer works in close collaboration with other Units, especially the Civil Society Unit and the Rule of Law Unit, as required to exchange information and support programme delivery.

Duties and Responsibilities

Summary of key functions:
  • Contribute to the monitoring and analysis of legislations, policies and practices that affect the human rights environment in the context of the Cambodian elections; right to participate in public affairs and the related fundamental freedoms of assembly, association, expression and opinion;
  • Monitor and investigate on alleged human rights abuses in the context of elections, in particular as related to relevant rights and freedoms;
  • Share information as relevant with key stakeholders, including duty-bearers at national and sub-national levels;
  • Collaborate with relevant stakeholders, from both government and national institutions as well as grantee partners and other civil society organisations, and provide technical assistance as appropriate;
  • Provide administrative support and general services when needed.
The Programme Officer contributes to the strategic implementation of the project on ‘Maintaining a conducive human rights environment in Cambodia in the context of the elections in 2017 and 2018’.

The Programme Officer will perform the following key functions:
 
1. Contribute to the monitoring and analysis of legislations, policies and practices that affect the human rights environment in the context of the Cambodian elections:
  • Assist in reviewing legislation (including secondary legislation), policies and practices in the context of elections, from a human rights perspective and share concise summaries of findings as appropriate;
  • Contribute in promotion of the right to participate in public affairs and the related fundamental freedoms of assembly, association, expression and opinion;
  • Propose recommendations for changes to the existing framework or practices when deemed necessary from a human rights perspective, and provide written input to briefings accordingly.
2. Monitor and investigate on alleged human rights abuses in the context of elections, in particular as related to rights and freedoms:
  • Collect information on specific cases, situations, and concerns;
  • Carry out fact-finding missions;
  • Maintain records, files and databases updated and with relevant analysis;
  • Identify, develop and carry out protection responses and advocacy efforts, to practically improve respect for human rights.
3. Share information as relevant with key stakeholders, including duty-bearers at national and sub-national levels:
  • Foster and maintain collaborative working relations with, and report concerns to, relevant stakeholders, including national, provincial/municipal authorities and electoral bodies;
  • Advocate in relation to the protection of the right to participate in public affairs as well as associated fundamental freedoms like freedoms of assembly, association, expression and opinion.
4. Collaborate with relevant stakeholders, from both government and national institutions as well as grantee partners and other civil society organisations, and provide technical assistance as appropriate:
  • Foster and maintain good working relations with authorities and relevant institutions, civil society organizations, and other stakeholders working on elections to facilitate communication and cooperation between the different actors;
  • Actively engage with relevant governmental and national authorities in order to improve their capacity to protect and promote the right to participate in public affairs and related fundamental freedoms;
  • Cooperate with grantee partners and provide support to them and other civil society organisations as necessary.
5. Provide administrative support and general services when needed:
  • When necessary, provide interpretation in meetings and oral and written translations of documents and correspondence from Khmer to English and from English to Khmer;
  • Contribute to and promote the work of the United Nations human rights mechanisms;
  • Contribute to reporting requirements, including individual cases, notes and meeting minutes as well as support to substantive donor reporting;
  • Maintain work records and files accessible and in good order;
  • Perform other related tasks as required.

IV. Impact of Results

The key results have an impact on the success of OHCHR’s work under its thematic priority on widening democratic space in particular the implementation of the project on ‘Maintaining a conducive human rights environment in Cambodia in the context of the elections in 2017 and 2018’. In particular, the key results have an impact on the collection and maintenance of accurate information, the quality of the reporting and support provided to government and national institutions counterparts as well as non-governmental partners, and the Office’s protection response and advocacy for the respect for the right to participate in public affairs and associated fundamental freedoms.

Required Skills and Experience

Education:
  • A completed advanced university degree (Masters or equivalent) in law, political and social sciences or related fields, or a Bachelor in the same fields with two years of relevant professional experience.
Experience:
  • Up to 2 years of professional experience with a Master degree, or at least 2 years of professional experience with a Bachelor degree, at the national or international level working in the area of human rights;
  • Experience in human rights monitoring and investigation is an asset;
  • Experience in protection cases is preferred;
  • Knowledge of the country’s relevant laws and policies relating to elections, the right to participate in public affairs as well as associated fundamental freedoms such as the freedoms of assembly, association, expression and opinion;
  • Demonstrated ability to communicate effectively, verbally or in writing, and to draft briefing notes and reports, both in English and Khmer;
  • Strong computer skills using MS Office applications, including knowledge and practice of Khmer Unicode;
  • Readiness to undertake travel throughout the country;
  • Respect of confidentiality, discretion and integrity.
Language Requirements:
  • Proficiency in oral and written English and Khmer.
