1.         Organizational context

The post is located in the PCT Legal Publication Section, PCT Legal Division, PCT Legal and International Affairs Department, Patents and Technology Sector. The PCT Legal Publication Section is responsible for the publication of PCT legal texts.

 

The incumbent is responsible for preparing, editing and checking the accuracy and completeness of complex PCT legal and legal-related texts prior to their publication within specified deadlines in a technically accurate and logical manner and adapted for the use and needs of the target audiences.  The work may require that some texts be issued without revision.

 

The incumbent works under the supervision of the Head, PCT Legal Publication Section.

 

The incumbent works regularly with the other staff of the PCT Legal Publication Section, as well as staff of the PCT Legal Division, the PCT Legal and International Affairs Department and the Patents and Technology Sector.

 

 

2.         Duties and responsibilities

 

The incumbent will perform the following principal duties\:

 

(a)           Edit and prepare items in English and French for publication in the weekly Official Notices (PCT Gazette).

 

(b)           In performing the tasks under (a), the incumbent will, in particular\:

 

         (i)  analyze material on the basis of which publications are prepared (internal and external correspondence, PCT documents, websites of patent Offices);

 

         (ii)  ascertain whether the document as submitted complies with the mandate under which it has been prepared;

 

         (iii)  provide information to authors or others submitting documentation on specific aspects of editorial practices and publication policy, and assist them in the preparation of items;

 

         (iv)  verify and maintain consistency between the English and French versions;

 

         (v)  oversee the typing of text matter and give the necessary instructions concerning presentation, arrangement and layout, in order to ensure the production of the final copy.

 

(c)           Final review, rewrite, revise and edit complex texts of a legal nature concerning the PCT in English, French and other languages, as previously prepared, edited and updated within the Section;  these texts include\:

 

         (i)  the PCT and its Regulations, including certified copies of amendments;

 

         (ii)  the Administrative Instructions under the PCT;

 

         (iii)  the PCT Receiving Office Guidelines and the PCT International Search and Preliminary Examination Guidelines;

 

         (iv)  the Agreements between the International Bureau and the International Searching and Preliminary Examining Authorities under the PCT; and the

 

         (v)  History of the PCT Regulations.

 

(d)           In performing the tasks under (c) above, the incumbent will, in particular\:

 

         (i)  analyze the text so as to detect and eliminate any incongruous, irrelevant or redundant material;

 

         (ii)  ensure accuracy, clarity, cohesion and conformity with editorial standards and the Organization’s policies and practices;

 

         (iii)  verify consistency between the versions in different languages;

 

(e)           Editing of other texts relating to the PCT in English and French, including\:

 

         (i)  country and/or regional annexes of the PCT Applicant’s Guide;

 

         (ii)  preparatory documents and reports of various PCT bodies (such as the PCT Working Group and PCT Assembly);

 

         (iii)  other documents and publications relating to the PCT.

 

(f)            Responding to internal queries on editorial practice and contributing to the establishment of editorial procedures and guidelines.

 

(g)           Prepare quarterly reports on the work of the Section.

 

(h)           Perform other related duties as required.

 

 

3.         Requirements

 

Education

Essential

First-level university degree in languages, law or a related discipline.  An advanced university degree in a relevant field may be taken in lieu of two years of experience.

 

Experience

Essential

At least six years of professional experience in planning, writing, editing and producing documents or publications, preferably of a legal nature.

Desirable

Experience in preparing and editing PCT-related texts, with regard both to substance and to form.

 

Languages

Essential

Excellent knowledge of written and spoken English and good knowledge of French.

Desirable

Knowledge of other PCT languages (particularly Spanish).

Competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and the internet.

Excellent time management and work organization skills.

Ability to work independently and under pressure, to tight deadlines.

5.         Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the September 2017 rate of 81.1%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
