The Information Management Department (IMD) is a strategic enabler of UNRWA’s programmes in Jordan, Lebanon, Syria, West Bank and Gaza. With over 35,000 staff members serving over 5 million Palestine refugees, the Agency’s programmes deliver direct services to the refugees in the areas of education, health, relief and social service, infrastructure and camp improvement, and microfinance services. In this role, you will assist the Director, Information Management Department in formulating strategies, deciding and initiating actions towards Information Security and Risk Management Agency-wide, as well as developing procedures and policies designed to protect enterprise data/information, communications, systems and assets.

The main responsibilities include:

•         Assisting the Director in formulating strategies, deciding and initiating actions towards Information Security and Risk Management Agency wide; developing procedures and policies designed to protect enterprise data/information, communications, systems and assets from both internal and external threats, including cybersecurity threats, and deploys solutions and services to manage disaster recovery, operational resiliency and business continuity plans and procedures; providing secretariat support for the agency Information Security Steering Committee;

•         Developing, implementing and monitoring the implementation of ICT security policies and procedures in relation to information access, data backup and retention, data protection, data transfer, digital forensics and other relevant ICT physical and environmental security while ensuring regulatory compliance;

•         Keeping abreast of new developments and trends with regard to enhancement in information security technologies through constant learning and researching; performing periodic information security risk and vulnerability assessments; monitoring and auditing information access and ICT security controls and procedures;

•         Developing plans and policies and monitoring compliance associated with Enterprise ICT Disaster Recovery, Operational Resiliency and Business Continuity; assisting HQ and Field ICT staff in developing and testing location specific Disaster Recovery plans;

•         Developing and implementing Information Security Awareness programme to train staff on the proper handling of information/data to protect the interest of the Agency at all times;

•         Coordinating information security collaboration activities with other United Nations organizations, NGOs, Host governments and where necessary, the private sector;

•         Coordinating security efforts with internal and external audit entities, as required; providing support in conducting digital forensic investigations and other related activities that may arise during security incident response activities in collaboration with DIOS and DLA.

Conditions of service 

UNRWA offers an attractive compensation package including annual salary starting at $70,647 net tax free with post adjustment of 43.7% (subject to change without notice). All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Other benefits, subject to eligibility, include:

Additional information

The incumbent of this post will be required to travel throughout the Agency's area of operations in the Middle East. Possession of a valid driver’s license is a must.

To qualify for this position, you will need:

Education

Advanced university degree (Master’s or equivalent) from an accredited educational institution in computer science, information management systems, computer engineering or other related discipline; a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree;

Relevant information security certification, such as Certified Information Security Auditor, Certified Information Security Manager, or Certified Information Security Systems Professional;

Work

experience

At least eight years of professional experience in IT and Telecommunications security, with at least two years of hands-on-experience in implementing technology solutions for authentication, encryption and intrusion detection, including two years of relevant experience outside one’s home country;

Language(s)

Excellent command of spoken and written English; Knowledge of the Arabic language is an asset.
