Environment Policy Analyst

Background

Pakistan, being a UN member state has adopted the new framework of Sustainable Development Goals. The SDGs comprise of 17 goals and 169 targets that have been adopted at the UN General Assembly session held in September 2015 to end poverty, fight inequality and injustice, and tackle climate change challenges by 2030.

To reaffirm its commitment to sustainable development in the province, the Government of Sindh has embarked upon the comprehensive project for effective localization of Sustainable Development Goals in Sindh. The project aims to translate the SDGs Framework into concrete plans and interventions at provincial and district level. In this regard, planning shall be done by establishing short and medium term goals rather than only having end-point targets.

In line with the initiative by the Federal Government, a dedicated SDG Support Unit is being set up in P&DD SIndh with technical assistance from UNDP. The project will provide an institutional and governance structure for localization of SDGs in Sindh.   

The initiative includes four key outputs: (1) plans, policies and resource allocation are aligned to 2030 Agenda; (2) monitoring, reporting and evaluation capacities are strengthened; (3) financing flows are increasingly aligned with the 2030 Agenda; and (4) innovative approaches to accelerate progress are piloted.

Towards this end, Government of Sindh and UNDP require the services of an Environmental Policy Analyst for the SDG Support Unit. Under the direct supervision of the Project Manager, s/he will be responsible for providing research support, playing an advisory role on environmental challenges, contributing to enhancing the knowledge produced and disseminated by the team, and strengthening the team’s advocacy and outreach capacity. 

Duties and Responsibilities

Under the direct supervision of Project Manager, the Environmental Policy Analyst will be responsible for providing research support and technical advice through preparation of high level policy documents to capture, generate and share knowledge for advancing UNDP’s and Government of Sindh’s agenda for Sustainable Development. S/he will contribute to documenting trends, challenges and innovation in climate change mitigation and adaptation practices and assessing the determinants of success, alongside fostering generation of knowledge products and their replication at scale in the the areas of natural capital and environment, development planning and inclusive sustainable growth, and livelihoods and economic growth. 
 
The Environmental Policy Analyst will be responsible for performing and contributing towards the following:
Policy Research and Development;
Policy Advice/ Programme and Project Delivery Support;
Policy Positioning and Representation;
Partnerships with think tank, academia, experts, and civil society etc.;
Knowledge Management;
 
Policy Research and Development:
 
Compilation, analysis and interpretation of environmental data, thorough research of the environmental issues linking it with social and economic dimensions and production of relevant reports aimed at promoting sustainable development;
Prepare synopses for development of SDGs framework for Sindh, focusing on results, as requested by management (Government and UNDP), and for other stakeholders, ensuring timely production of materials;
Support the implementation of global policy standards, including the testing and roll out of tools and methodologies for SDGs localization and prioritization process;
Contribute towards the development of knowledge and innovation initiatives for different contexts on key emerging policy agendas, bringing in perspectives and knowledge on SDGs localization;
Support the identification of gaps and opportunities for development of new policies and guide overall team priorities and workplans in the areas of knowledge and innovation for sustainable development in line with the project outputs/ activities; 
Coordinate and conduct analysis of data, case evidence and research findings to distill relevant lessons from projects and programmes to inform policy formulation and guidance;
 
Policy Advice/ Programme and Project Delivery Support
 
Apply integrated multi-disciplinary approaches, including through coordination and engagement with line departments, to meet knowledge and innovation needs for policy and programming, in line with corporate guidance and standards;
Review and assess policy success, and compile findings;
Support working of the SDGs Cluster groups on Social, Economic, Environment and Governance & Inclusivity to perform following functions:
Review of data availability mapping, finalization of list of indicators to be monitored at provincial and district level;
Review (where available) baselines or suggest baselines for each indicator for consideration by core group;
Develop and review proposed targets and finalize targets for consideration by core group;
Propose priorities and sequencing of SDGs/ targets (later at intervention/ investment level) for consideration by core group;
Design research and lead review of current government strategies and support alignment with 2030 Agenda and its prioritization; 
Ensure engagement of other stakeholders (think-tanks/experts/academia, civil society groups, private sector and relevant UN agencies and other development partners);
 
Partnerships 
 
Provide substantive inputs related to external partnerships in Sustainable Development areas; and
Develop implementation plan to foster strategic partnerships for knowledge management and sharing with think tanks, independent experts, UN and external partner institutions, Governments, private sector, academia, NGOs, and CSOs;
 
Knowledge Management
 
Contribute to mining, distilling and codifying knowledge and best practices in sustainable development; 
Coordinate with federal and provincial SDG Units to share experiences, collaboratively undertake research and support environment focused work;
Extract, analyse, document, and codify results/lessons learned in Sustainable Development areas, and verify that knowledge sharing and content management is in line with guidelines and performed using corporate tools;

SDGs mainstreamed in sub-national development plans and strategies and resource allocation increasingly aligned;
Coordination, reporting and monitoring mechanisms for SDGs strengthened; 
Integrated and innovative approaches supported to accelerate progress on SDGs on priority areas established;
Policy support, research and analysis and knowledge management for SDGs.
 
Impact of Results:
 
The key results will strengthen the visibility of UNDP/ UN system’s contribution to the policy dialogue and enhance the policy impact of projects. The key results will have an impact on the development of policy options and the design of programmes in response to these policy options, the creation of strategic partnerships and bridging the gap between provincial priorities articulated in the plans, strategies and the SDGs.

Required Skills and Experience

Education: Master’s Degree or equivalent in environmental sciences and climate change related disciplines 

Experience: 

At least 03 years of relevant experience after Masters Degree  at the national or international level;
Substantial experience of working on environmental issues in developing country contexts and awareness of SDGs related policy matters and aid effectiveness issues;
Extensive experience in research and policy-level analysis, including in formulation, monitoring and evaluation of strategies and development programmes/projects;  
Demonstrated experience in the usage of computers and office software packages, experience in handling of web-based management systems and advanced programmes for statistical analysis of data;
 
Language Requirements: Excellent knowledge of English, and working knowledge of Urdu an asset.
