As part of the new 2018-2020 Strategic Plan, FRG is seeking a Chief, Programme Monitoring to be situated in the cross-cutting function of FRG, providing analysis and expertise to other pillars in the division, leading field delivery and building capacity on programme monitoring. As the Chief, Programme Monitoring reporting to the Associate Director, FRG, you will develop tools, instruments and methodologies for data collection, monitoring, analysis and visualization to inform organizational collaboration around key programme results.

The Field Results Group (FRG), created in 2014, spearheads UNICEF’s efforts to strengthen the management for results in all aspects of our work, particularly in programming in the field.

FRG aims to improve the capabilities of field offices to design results-focused programmes, implement effectively, monitor results in real-time, report on achievements and publish information about UNICEF cooperation according to International Aid Transparency Initiative standards.

FRG achieves these goals by working with HQ divisions, Regional Offices, and a Global Results Network to enhance staff skills in managing for results and providing them with guidance and tools to strengthen results-based planning, quality programme management, and engagement with implementing partners, assurance of effective use of programme inputs, performance tracking and learning.

How can you make a difference?
As part of the new 2018-2020 Strategic Plan, FRG is seeking a Chief, Programme Monitoring to be situated in the cross-cutting function of FRG, providing analysis and expertise to other pillars in the division, leading field delivery and building capacity on programme monitoring. 

As the Chief, Programme Monitoring reporting to the Associate Director, FRG, you will develop tools, instruments and methodologies for data collection, monitoring, analysis and visualization to inform organizational collaboration around key programme results.

You will promote the use of results-based management (RBM) principles and standards, in equity and risk-informed monitoring. You will lead the development of monitoring approaches that enable the capture and analysis of results in the context of UNICEF’s Strategic Plan, UN coherence efforts and to readily ascertain UNICEF’s contributions to the 2030 Agenda and the Sustainable Development Goals. You will lead the development and use of analytics and systems for results-focused monitoring to facilitate performance measurement, learning and programme prioritisation.

You will work in close coordination with other pillars in the Field Results Group, regional planning, monitoring and evaluation advisers and other HQ divisions to ensure that monitoring approaches and associated tools capably support advancing the results agenda for children. 

This involves:

  1. Standard setting for programme monitoring
  2. Data collection and monitoring approaches
  3. Analysis and use of monitoring data
  4. Coherence in corporate monitoring and reporting systems
  5. Innovation, knowledge management and capacity development

To qualify as a champion for every child you will have…

  • An advanced university degree (Master’s or higher) in demography, public health, economics, social anthropology, international development, social statistics, information systems or other social science field is required.
  • A minimum of 10 years of professional experience in social development, programming and monitoring and evaluation at the international and in a developing country is required.
  • Relevant experience in programme monitoring and evaluation in a UN system agency, experience in data manipulation and research methodologies is highly desirable.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
