The Investment and Policy Solutions Division (IPSD), based at GGGI's Seoul headquarters supports integrated work streams by:
Project Background: The Investment and Policy Solutions Division (IPSD) – Green Cities, in partnership with the Uganda Country Office, is implementing a Waste to Resource program in Uganda. GGGI’s Uganda program has been actively engaged in urban waste management and this consultancy will build upon a recently completed study into the solid waste policy environment as well as analysis into waste-to-resource (including energy) opportunities in Kampala, with possible extension of lessons learned and approach developed into Uganda’s emerging and secondary cities. Through a recently completed study on policy, as well as stakeholder consultations, GGGI has identified solid waste managementas a thematic focus with the aim to identify both policy interventions and practical measures to address the life cycle of waste generation and management with a focus towards waste as a resource.

Objectives/Purpose of the Assignment:
The objective of this consultancy is to identify and assess possible solutions to transform Kampala’s waste system away from a focus solely on collection rates and dependence on landfill options. In identifying and evaluating key areas of intervention to support waste-to-resource initiatives in Kampala, the consultancy will focus on how best to support, through capacity, infrastructure and finance, innovative opportunities for key actors/stakeholders in the waste value chain. The end products of this assignment will be business cases for three potential solutions, in the form of short proposals, with evidence for potential market size for each intervention and a roadmap to achieving market penetration on each intervention. This will support Kampala’s vision of a more sustainable and financially sound solid waste management system and the National Urban Solid Waste Management Policy (NUSWMP) which provides an overarching roadmap for sustainable and inclusive solid waste management in Uganda. The project proposals and roadmap shall be developed in close consultation with stakeholders in Uganda as well as GGGI’s technical team.

Scope of Work:
The scope of this study is to assess the current municipal solid waste chain in Kampala and to identify where possible interventions could be developed.
Specifically:
Deliverables:
Deliverable 1: Advancement of Individual Work Plan. All applicants are required to submit a 2 page workplan presenting his/her understanding of the TOR; approach to the assignment; and relevant timeline when applying for the position. Upon the signing of the contract, the selected consultant will further develop the work plan including her/his initial insights on SWM in Kampala; methodology for desk research and field validations; and a proposed schedule of deliverable submissions, reflecting feedback from GGGI’s technical team. The revised work plan will be reviewed and agreed with GGGI.
Deliverable 2: Situation/Problem analysis. Report showing details ofthe benefits of specific possible interventions across the waste cycle and creating a case for each based upon likely impact and sustainability. This report will also include an analysis of 5 comparable projects in operation (or planned), preferably in African cities, and details of their related models
Deliverable 3: Development of three proposals for a SWM system in Kampala based on waste-to-resource. Three proposals of interventions to achieve sustainable and inclusive solid waste management, with a focus on waste-to-resource (including energy) solutions. These will include making a business case in which interventions would create opportunity for investment and entrepreneurship.

Output/Reporting Requirements/Deliverables:
The Consultant will report to the GGGI’s project manager (HQ), under the overall guidance of the Green Cities Sector Lead of Investment and Policy Solutions Division (IPSD).
She/he is expected to deliver following outputs per identified timeline and payment schedule below:

All reports must be in English (United States usage), prepared in accordance with GGGI’s formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, and related information. If the Consultant is required by GGGI to travel on official business to a location other than the Consultant’s Duty Station, upon prior written approval by GGGI, such travel shall be at the expense of GGGI in accordance with GGGI’s travel policy and guidelines.
