Consultant for Knowledge Management on Nutrition

The purpose of this assignment is to conduct a ‘knowledge audit’ on recent, ongoing and planned KM actions at country and regional level in ROSA, and to support country offices in developing a knowledge plan to direct future KM actions. This work requires the input of a KM expert to design and implement the knowledge audit and develop a facilitated process to support country offices in formulating a knowledge management plan.

Purpose of the Assignment

The purpose of this assignment is to conduct a ‘knowledge audit’ on recent, ongoing and planned KM actions at country and regional level in ROSA, and to support country offices in developing a knowledge plan to direct future KM actions. This work requires the input of a KM expert to design and implement the knowledge audit and develop a facilitated process to support country offices in formulating a knowledge management plan.

Assignment Tasks

Under the guidance of the Regional Nutrition Advisor, and in collaboration with the Regional Nutrition Specialist and Planning and Monitoring Specialist, the consultant will undertake the following work:

Part 1: Knowledge audit

1. Develop an excel database of UNICEF’s knowledge generation actions at regional and country level from the recent past (beginning 2014), ongoing and planned. Information will be sourced from the Integrated Monitoring and Evaluation Plans, PRIME, annual plans, and knowledge products compiled by country offices. Country offices will be requested to validate the database, once developed

2. Through a range of appropriate methods (e.g. review of existing documents, administration of on-line surveys, interviews with UNICEF staff and partners, etc), identify:

  • Priority knowledge gaps that need to be addressed in order to support government and other partners in making evidence-based policy and programme decisions.
  • Additional priority knowledge gaps that need to be addressed in order to support UNICEF country offices in improving the design and performance of UNICEF-supported programmes on nutrition
  • Capacity building or technical assistance needs of country offices in performing KM.

3. Conduct a mapping of potential KM partners for UNICEF at regional level through review of partner documents and interviews with lead personnel. Partners could be regional governmental bodies, research entities, professional bodies, NGOs, UN agencies and DPs, and others

Part 2: Knowledge management plans

1. Design a workshop that will guide country office teams and ROSA through a facilitated process to develop an office KM plan on nutrition. The expected duration of the workshop is approx. 3 days. Expected products include the outline of a knowledge plan, workshop agenda, workshop session plans (interactive and participatory), workshop presentations and handouts, instructions to country offices on any preparatory work in advance of the workshop, and other necessary workshop materials

2. Conduct the workshop in 2 ROSA countries (Nepal and Bangladesh); revise workshop materials based on feedback from country offices involved in the workshops; and follow-up with country offices and ROSA to support the finalization the knowledge plans.

Expected Deliverables

All deliverables should be submitted in English in electronic form. The format of all deliverables should be agreed in advance with UNICEF ROSA. At least one draft version of deliverables should be reviewed by UNICEF ROSA.  The scheduling of the workshops with countries will need to be agreed with countries, and most likely to taken place in early 2018.

1. Excel database of knowledge generation actions at regional and country level (2014 to present).

2. Matrices identifying and characterizing priority (i) knowledge gaps at country level (ii) knowledge gaps within UNICEF country teams  (iii) KM capacity building and technical support needs of UNICEF country teams

3. Mapping of potential partners/partnerships at regional level on KM  

4. KM workshop materials developed and tested in 2 ROSA countries, and KM plans for 2 countries and for ROSA

Qualifications of Successful Candidate

Education

Masters or advanced university degree in knowledge/information management or nutrition-related disciplines.

 Years of relevant experience

Eight years of relevant work experience in nutrition programming, knowledge/information management or a related field.  Previous work experience with UNICEF or other UN/NGO/research agencies on knowledge management and/or nutrition an advantage.

Competencies of Successful Candidate

Excellent communication skills. Excellent organizational skills. Good working knowledge of excel.

Language Proficiency:

Excellent oral and written English skills required.

Duration of the Contract:

01 November 2017 to 28 February 2018 (35 days)
