OBJECTIVES OF THE PROGRAMME

The overall objectives of the Polio Eradication Initiative are to lead the global eradication effort of national governments and the Polio Eradication Partnership to interrupt the transmission of poliovirus worldwide, certify eradication and, eventually, stop the use of oral poliovirus vaccine, and mainstream the polio eradication infrastructure.

DESCRIPTION OF DUTIES

- Provides advice to Polio Programme Manager and the different Team Coordinators on donor agreements and award management. Maintains an ongoing complete, accurate and up to-date financial picture of all polio related activities including regional offices, using financial tracking instruments.

 

- Provides support on financial planning and award management to Polio staff in HQ and in Regions as necessary ensuring correct linkage between projects of the unit and the awards.

 

- Administrates donors' contributions, including the monitoring and the preparation of reports, supporting award implementation and final closure of the awards.

 

- Produces periodic and ad hoc financial and award management reports, according to the donor agreements while ensuring complete liquidation of funds on time.

 

- Regularly evaluates the departmental, regional and country financial performance, bringing to the attention of the supervisor, any under implementation or deviation in agreed processes.

 

- Responsible for maintaining up to date cash gap tracker system and producing cash gap reports on a monthly basis and as and when required.

 

- Reviews requests received from Countries and Regions and take appropriate action to ensures that regional, country and departmental funding is done on a timely basis and that queries are responded promptly.

 

- Supports in effective and efficient programme management and delivery, timely development of work plans, regular monitoring of financial implementation, full allocation and utilization of grants by established deadlines, timely submission of proposals and reports.

 

- Ensures departmental compliance with all organizational requirements for budget, financial and associated work while monitoring the engagement and terms of payments, review of encumbrances, preparing adhoc and periodic monitoring and implementation reports.

 

- Anticipates and resolves problems and provides sound budget and finance advice to the staff in Polio BUF team.

 

- Performs other duties as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in accounting, financial management, business administration or other relevant area.
Desirable\: Masters in Business Administration. Professional accounting certification such as CPA, CA or CIPFA.

Experience

Essential\: At least 5 years relevant experience in accounting or financial management, preferably within a large corporation, national, multi-national or international organization, ideally complemented by experience in WHO to have a good knowledge of its financial and administrative rules and procedures as related to the work. Demonstrated skills and experience in finance and accounting management, with the ability to analyze financial data and recommend appropriate actions and to prepare reporting documents. Some work experience in an international context.
Desirable\: Substantial experience with WHO financial systems or other integrated financial and management systems. At least 3 years within WHO and/or another UN organization. Some supervisory experience of managing staff.

Skills

Skills and expertise in financial analysis and accounting management, analyze and recommend actions; prepare accurate and complete reports. Mature judgment and ability to detect shortcomings and anomalies and recommend remedies in line with WHO rules and regulations. Comprehensive knowledge of principles and practices of accounting and financial management. Very good knowledge of and skills in the use of modern integrated accounting systems. Sound reasoning, integrity, tact, and discretion in dealing with others. Good communications (written and oral). A team player. Knowledge of accounting and financial regulations which govern management within the United Nations, including IPSAS implementation.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 58,583 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4384 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
