Consultant for the development of UN Women Georgia knowledge product: Grassroots social mobilization and the empowerment of women and girls in Georgia

Background

Protection and promotion of women’s rights and the empowerment of women is one of the key prerequisites of achieving the 17 UN Sustainable Development Goals. It is a critical challenge for all countries in the world. Progress in this area is frequently hindered by resistant gender stereotypes and patriarchal attitudes towards women and girls. To change these attitudes and prevailing patterns of behavior requires lot of time and tireless effort: awareness raising about human and women’s rights and gender equality and the benefits for societies, evidence based advocacy, and a massive social mobilization of all segments of society. This transformative change cannot be done by women and girls only. Active engagement of men and boys is critical for building societies that treat women and men, boys and girls equally and with respect, societies that benefit from and recognize their contribution to development of the common future.

Although inequalities between men and women have many forms, the most aggravated is violence against women and girls. It is estimated that 35 per cent of women worldwide have experienced either physical and/or sexual intimate partner violence or sexual violence by a non-partner at some point in their lives. However, some national studies show that up to 70 per cent of women have experienced physical and/or sexual violence from an intimate partner in their lifetime. Women who have been physically or sexually abused by their partners are more than twice as likely to have an abortion, almost twice as likely to experience depression, and in some regions, 1.5 times more likely to acquire HIV, as compared to women who have not experienced partner violence. Worldwide, almost 750 million women and girls alive today were married before their 18th birthday. Although child marriage is more common in (West and Central Africa, where over 4 in 10 girls were married before age 18, and about 1 in 7 were married or in union before age 15), early marriages have been legally banned in Georgia only in 2017. Child marriage often results in early pregnancy and social isolation, interrupts schooling, limits the girl’s opportunities and increases her risk of experiencing domestic violence.

Under UN Women Georgia Annual Work Plan for 2017 UN Women in Georgia is planning to summarize lessons learnt and good practice from its women with men and boys on ending violence against women and girls. The knowledge product that maps the process, results, as well as individual views and stories of from boys’ and men’ perspective.

UN Women is seeking hire a consultant that will develop the knowledge product.

Duties and Responsibilities

The duties and responsibilities of consultant:

  • In close cooperation with a dedicated staff in UN Women Office collect and review all programme documentation that is related to EVAW portfolio and more specifically work with men and boys;
  • Prepare a detailed work plan for the assignment;
  • Prepare a content of the knowledge product, that reflects the process, results, lessons learned; Liaise with UN Women partners, conduct filed visits as necessary in order to collect quotations, individual stories, etc. that will be incorporated in the knowledge product;
  • Prepare photo documentation that will illustrate the knowledge product;

Deliverables:

  • Work plan for the assignment with timelines (1 working day);
  • Draft structure of the knowledge product based on desk review of available materials (5 working days);
  • Draft of the knowledge product, that will include also inputs from the field trips (14 working days);
  • Final knowledge product, that will also include relevant photo documentation (10 working days).

Required Skills and Experience

Education:

  • At least BA degree from communication or related field;

Experience: 

  • At least five years of experience working in development context;
  • At least two years of experience working with international development organizations;

Language:

  • Fluency in English (a native speaker have a distinct advantage) and some knowledge of Georgian is welcome.

Evaluation procedure:

The candidates will be evaluated against the following technical and financial criteria:

  • At least BA degree from communication or related field (max 50 points);
  • At least five years of experience working in development context (max 150 points);
  • At least two years working experience working with international development organizations (max 120 points);
  • Fluency in English (max 30 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150.

S – score received on financial evaluation.

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

Management arrangements:

The Consultant will work under the overall guidance of the UN Women Programme Specialist and direct supervision of UN Women Project Analyst.

Financial arrangements:

There will be one final payment disbursed in the end of the contract upon submission and approval of all the deliverables and certification by UN Women Programme Specialist that the services have been satisfactorily performed.
