Background

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.
 
Organizational Context/Project:  
 
For 70 years, UNICEF has been working on the ground in 190 countries and territories to promote children's survival, protection and development. The world's largest provider of vaccines for developing countries, UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS. UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.
 
Purpose of the Position
 
Under the supervision and guidance of the Human Resources Officer of Latin America and Caribeann Regional Office, the Human Resources Volunteer provides administrative, procedural and operational support and assistance to the efficient implementation of a broad range of Human Resources functions for all categories of staff in various UNICEF offices in the Latin America and Caribbean Region, while learning to ensure accurate and timely delivery, promote a client-based, quality and results orientated approach to the client offices and ensure compliance with UNICEF HR rules and regulations.
 
Main Interlocutors 
 
The Human Resources Volunteer will have a broad spectrum of interlocutors. He/she will collaborate with all categories of UNICEF Staff in the 25 offices in the Latin America and the Caribbean. Besides that, he/she will also interact with external persons related to possible collaborations with UNICEF and with other actors related to Human Resources.
 
Volunteerism
  • Networking and building relationships with external persons, potential new employees, universities and participating in local volunteering initiatives to attract new employees;
  • Encouraging, mobilizing and supporting co-workers, fellow UN Volunteers and members of the local community to play an active part in development on a voluntary basis;
  • Initiating and/or participating in local volunteer groups, including assisting them in submitting stories and experiences to the World Volunteer Web site;
  • Discussing with supervisors on how volunteerism for development can be mainstreamed through the assignment and integrating activities that promote volunteerism for development into work plans. 

Duties and Responsibilities

Description of main tasks:

Under the general supervision of the Regional Chief of human Resources the national UN Volunteer will undertake the following tasks:

Support in recruitment and placement 

  • Support hiring managers in recruitment and staffing planning
  • Advertise vacancies per the job profiles/ToRs, and support outreach activities (incluiding follow up on Job Classification information); 
  • Draft requisitions and vacancy announcements in Talent Management System for positions within the MCSF client offices for review by supervisor and MCSF HR Specilist to attract ideal candidates.
  • Review applications, contact candidates when needed, prepare candidate matrix and initial shortlist based on the selection criteria
  • Organize written tests and interviews, reference checks and electronic files;
  • Analyses, researches, verifies, and compiles data which facilitates preparation of workforce planning reports for supervisor to review against benchmarks i.e. Gender and geographical balance and other recruitment related key performance indicators.
  • Liaises with candidates in the various stages of the recruitment process (
  • Records and maintains recruitment files, ensuring all necessary documentation has been completed in the Talent Management System.
  • Monitors life-cycle of recruitment process to update supervisor as necessary. 
  • Engage in employer branding and sourcing activities to attract external candidates;
  • Review documents for the Regional Office approval process in the Talent Management System (TMS), when needed;
  • Prepare offers letters and facilitates on-boarding process.
  • Administrative support for all recruitment processes, including physical and electronic files;
  • Keeps the recruitment monitoring report up to date.

 Learning and Development 

  • In consultation with the HR Officer and the Learning and Development Committees, researches and analyses data and information to help identify training needs for the development of learning plans and other targeted training interventions, and verifies and compiles information on external training courses available and educational institutions to help supervisor decide on learning programmes that address learning gaps within the Region. 
  • Provides support in the organization of L&D activities in the RO office and region, by supporting in the preparation and logistics of the events, which include but are not limited to, launch bidding processes for locations and/or services with Ops/Admin, preparation of lists of participants, distribution of materials, support to facilitators, etc.
  • Administrative support in the organization of HRDC and RO LTC meetings as well as LAC HR Professionals meetings.   
  • Provides support in the monitoring and implementation of the Regional L&D funds, by running and keeping up-to-date reports regarding the funds, and following up with COs when needed. 
Organization Design and Job Classification 
  • Reviews specific JDs of GS positions, ensuring effective application of ICSC methodology.
  • Drafts and edits specifics job descriptions to be submitted for classification for review by supervisor.
  • Follows up and liaises with HQ and CO over status of classification requests to ensure timely completion.
  • Compiles and analyses information and statistics related to posts and staff for reports on staffing trends.
  • Prepares documents to be submitted for classification, ensuring completeness of documentation.
  • Monitors life-cycle of all job classification requests to facilitate recruitment and organization planning. 
Performance Management
  • Runs and monitors completion reports in Achieve and supports in the follow up within the RO and LAC region; 
  • Supports in the monitoring of completion deadlines and follow-up with HR FPs. 

Managing Benefits and Entitlements

  • Provides administrative support with benefit processing, contract extensions, separations, and entitlements, in line with the respective HR policies and procedures.
  • Reviews education grant and home leave travel requests before submitting to the Senior HR Assistant/HR Assistant for processing.
 
Support in Projects and other administrative tasks required : 
  • Any other HR tasks or project as required by the  HR Section
Furthermore, UN Volunteers are required to: 
  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/Expected Output:
  • Provide support in the areas of recruitment and staffing, learning and development, performance management, benefits and entitlements, and other HR projects as required.
  • All tasks mentioned are completed in a timely manner and of high quality. 
  • Contribution to the achievement of work plan objectives of the Latin America and Caribean Regional Office HR Section.
  • Gathering extended experience in a broad sprectrum of HR activities in UNICEF.
  • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Required Skills and Experience

Education: 

  • University degree in Human Resources Management, Business Administration, Psychology, Talent Management or related fields; 
  • Previously demonstrated ability to work independently and under pressure, managing multiple priorities and focused on achieving ambitious workloads in tight timescales is required;
 
Experience:
  • Minimum of 2 years of relevant work experience in the field of Human Resources;
  • Previously demonstrated ability to work independently and under pressure, managing multiple priorities and focused on achieving ambitious workloads in tight timescales is required;
  • Experience in reviewing and screening candidates’ profiles is an asset;
  • Keen attention to detail and demonstrated ability in planning and organizing is desired;
  • Experience in the United Nations system is an asset;
 
Language Requirements:
  • Fluency of Spanish and English required.
