The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. The unfolding crisis in Iraq is one of the most complex humanitarian emergencies in the world today, with millions of uprooted Iraqis, and hundreds of thousands of Syrian refugees. For the past several years, millions of people have been displaced from and within Iraq as a result of military operations. At the end of 2015, the Iraqi Security Forces (ISF) began a military operation to enter and retake control of parts of the country under the control of armed opposition groups, especially in the Anbar governorate. Civilians have been caught in the crossfire. 

NRC has been present in Iraq since 2010, with offices located in Anbar province, Baghdad, Erbil, Dohuk and Kirkuk.  We have scaled up our response across Iraq to meet the large-scale crisis facing the country, reaching Iraqis with emergency assistance and supporting Syrian refugees as they live in exile.  Our goal is to always be prepared to work in new settings, so we are establishing more local partnerships in Iraq.  Additionally, NRC is part of the UNICEF and WFP-led Rapid response mechanism (RRM), which enables us to reach newly displaced populations with the most urgent life-saving assistance.

Today, NRC is one of the biggest cash providers in Iraq. Our emergency assistance also includes distributing food rations, hygiene kits, water and basic non-food items (NFIs). In the winter months, we also provide blankets and heaters.  We pay particular attention to gender equality and ending gender-based violence (GBV).

More recently NRC in Iraq has been responding to the ongoing Mosul crisis, where it is estimated that 1.2 million people are in grave danger.

 

 

Housing, Land & Property (HLP) Sub-Cluster Coordinator

The purpose of a HLP Sub-Cluster Coordinator position is to co-chair the HLP Sub-Cluster.

 

Role Specific Information:

Key Responsibilities:

  • Compliance with and adherence to NRC policies, guidance and procedures
  • Co-chair the HLP Sub-Cluster, under the national Protection Cluster
  • Ensure that HLP is adequately addressed and integrated across humanitarian planning and response in Iraq
  • Provide technical guidance on HLP to humanitarian partners, government authorities and early recovery stakeholders
  • Represent NRC in relevant forums/Clusters/sectors, including with national authorities and donors
  • Prepare periodic progress reports and other documents;
  • Promote the HLP rights of displaced persons in line with the NRC Iraq advocacy strategy
  • Develop/update the HLP Sub-Cluster’s annual strategy and work plan, and monitor progress against the work plan
  • Contribute HLP technical inputs in the development of Protection and/or Shelter Cluster/sector’s annual Humanitarian Response Plan, Regional Refugee & Resilience Plan (3RP), contingency planning and advocacy messages
  • Represent the HLP Sub-Cluster in relevant humanitarian forums, including the Protection Cluster’s Strategic Advisory Group (SAG), Inter-Cluster Coordination Group (ICCG), Returns Working Group, as well as humanitarian pooled funding mechanisms for the Protection and/or Shelter Clusters
  • Identify and liaise with HLP focal points across Iraq, and ensure timely response to ongoing and emerging HLP needs through regular coordination with HLP Sub-Cluster members
  • Provide bilateral technical guidance on HLP to humanitarian partners, government authorities and early recovery stakeholders, as requested, and in accordance with international standards
  • Provide support to HLP Sub-Cluster members with reporting on their activities to ActivityInfo, and contribute HLP reporting and analysis to OCHA’s Situation Reports
  • Contribute to the development of HLP-related tools and technical/operational guidance materials for the benefit of humanitarian partners
  • Promote HLP-related capacity building opportunities for HLP Sub-Cluster members
  • Ensure that key learnings related to HLP are extracted from implementation of humanitarian response plans, and reflected in future planning

 

Our Ideal Candidate:

Legal / Social university degree background, with a minimum of 4 years of experience within humanitarian coordination and representation in a humanitarian/ recovery context.  Technical expertise in Housing, Land and Property rights and documented results related to the position’s responsibilities.  Fluency in English, both written and verbal. Knowledge of Arabic or Kurdish will be highly preferred.

We are particularly looking for candidates with strong communication, interpersonal, analytical, negotiation skills and who have previously worked/ have an understanding of the context in Iraq or the Middle East.

This position is subject to funding

Contract period: 12 months, starting 1st January 2018

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Erbil, Iraq (with travels)
