The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC advocates for the rights of displaced populations and offers assistance through its core competencies (CCs): Camp Management, Education, Livelihoods and Food Security, Information Counselling and Legal Assistance, Shelter, and Water, Sanitation and Hygiene.

Conflict, economic decline and food insecurity in South Sudan have caused a large number of refugees to seek sanctuary in Uganda. As of June 2017, Uganda is hosting over a million refugees, the largest of any country in Africa. To respond to this situation, NRC is expanding its operations in Uganda, focussing mainly on South Sudanese refugees in West Nile region. It currently operates from a base in Adjumani, with offices in Imvepi, Rhino Camp and Yumbe, and a coordinating office in Kampala. NRC expects to open new projects in other settlement areas as they open, and in Kampala.

NRC’s education activities in Uganda are currently centred on accelerated education for over-age primary-level learners, vocational skills training for youth and education in emergencies. It does, however, support other education programmes as necessary. In order to manage these programmes, a highly experienced, motivated and skilled Education Project Manager is required.

Qualifications

  • Minimum three years of experience in a senior-level project implementation position in a humanitarian/recovery context.
  • Experience working in complex and volatile contexts.
  • Technical education expertise.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.
  • Valid driver’s license.
  • Qualified teacher with a minimum of a Certificate in Education from a recognised institution, and a minimum of three years’ teaching experience, including in minimally resourced education systems; preference for a higher degree in education, project management or a related discipline.
  • Programme and project management experience, gained from coordinating and/or managing education interventions (including formal and non-formal education and education in emergencies), especially in displacement-affected humanitarian/early recovery contexts.
  • Strong co-ordination competence, with the ability to establish and supervise technical lines, promote communication and knowledge sharing, manage multiple work streams, and ensure quality.
  • Understanding of child-centred, process-oriented teaching and learning methodologies, positive discipline, inclusive classroom management and curriculum strategies (including gender and children with disabilities or special educational needs), formative and summative assessment, and lesson planning and schemes of work.
  • Understanding of adolescent and adult learning methodologies, with experience in delivering a range of teacher development activities, preferably including through in-service modalities, and at a variety of different levels, but especially training primary and secondary teachers; experience developing teacher training materials preferred. Up-to-date knowledge of trends in teacher development.
  • Understanding and experience of project monitoring, evaluation and reporting, with the ability to design effective M&E tools and train staff in their use, and to use evidence to inform programme design and management.
  • Ability to use ICT software to develop proposals, budgets, training and work plans, and monitoring and evaluation tools.
  • Sound interpersonal, verbal and written communication skills, with in particular the ability to write concise, accurate reports in easily-understood language.
  • Experience with start-up, exit or effective and efficient handling of emergencies.
  • Knowledge of the context in the West Nile Region.
