Purpose of the Assignment

Development of a web based WASH Sector computerized Sanitation and Hygiene interlinked Information System user friendly at National, State and Locality levels with GIS built-in capacity, strong information flow and monitoring system and upgrading Water Supply Information Management Systems  

Assignment Tasks

Phase I  Information System Architecture development

• Review the existing MoH data collection mechanisms and information management system
• Review of the required information products and reporting needs of MoH , UNICEF and WASH partners
• Analyze, discuss and agree with MoH, WASH partners and UNICEF on the number, the shape and the details of the Sanitation and hygiene part of WASH information system including development and emergency components the required output reports and GIS maps.
• Analyze, discuss and agree with DWSU/WES, MoH, WASH partners  and UNICEF on the information flow, monitoring and horizontal and vertical reporting lines for the upcoming Sanitation and hygiene part of WASH information system at community, Locality, state and national levels.
• Develop a detailed schematic module diagrams and structures for the upcoming information system in terms of software, output reports, GIS maps and the information flow.
• Assess the existing water supply modulus in WASH information System and identify/analyze the gap areas including the development and emergency components.
• Validate and identify -in the water supply modules- the areas in which correction, fine tuning, upgrading are required including data entry sheets, output reports, GIS maps.
• Present and endorse the Water and Sanitation and Hygiene modules architecture by DWSU/WES, MoH, WASH partners and UNICEF.

Phase II Automated Information System Development:

• Based on the endorsed version of the system analysis, design Windows Access based User-friendly application software with the following features:
  • Fully integrated one WASH information systems with water, sanitation and hygiene components with DWSU/WES (as WASH programme coordinators) to be the overall WASH IMS custodian and coordinators.
  • The system to have built-in web based and manual data entry and information sharing systems to enter and share the IMS information, output reports and GIS maps between Locality, state and national levels using computers and smartphones.
  • Data entry, GIS, output reports modules to be simplified with look and feel guided modules that use pull down lists, radio buttons, check lists and calculated fields to promote accuracy and consistency.
  • Data validation traps to be included to ensure the entry of the correct data type and value.
  • User should not be forced to remember codes or numbers and to minimize his/her typing efforts to promote simplicity.
  • GIS built-in interface need to be linked with the system in order to support GIS quality spatial analysis and interactive national, state and locality level thematic and administrative map production.
  • Backup facilities to be included to ensure data security and system recovery in the case of disk crash and/or data losses.
  • System to be supported with user manuals and online button/menu simplified flying help hints.
  • DWSU, MoH, UNICEF logos to be included in all system screens, output reports and GIS maps.
• Conduct the required extensive system testing including all of the information system modules in full consultation and participation of UNICEF, DWSU/WES and MoH and make the required system debugging based on outcomes of testing exercise.
• Populate the information system with all of the current WASH information system thematic, administrative data and maps, MoH records and the national Atlas data (to the maximum extent).

Phase III  Information System installation and training:

• Install WASH information System at national level in both MoH and DWSU that accompanied with all required trainings, trouble shooting and fine-tuning.
• Install WASH information System in both MoH and WES at ND, SD, ED, WD, CD, SK, WK, NK, BN, WN, SN, GZ, KS, GD and RS states that accompanied with all required trainings, trouble shooting and fine tuning.
• Develop English and Arabic WASH information Management System installation, operation and troubleshooting manual.
• Support national, state and Locality level discussion and the agreement on the information flow, monitoring and horizontal and vertical reporting lines for both sanitation and hygiene and water supply components in consultation with Government (Federal and state Ministries of Health, DWSU/WES), NGOs and UNICEF at National and ND, SD, ED, WD, CD, SK, WK, NK, BN, WN, SN, GZ, KS, GD and RS states levels

1. METHODOLOGY:

• Desk Review and meeting with relevant WASH partners, mainly WES and MoH.
• Discussion and agreement with UNICEF, MoH and WES on schematic architecture of the IMS.
• Designing Window Access based IMS software with all required inputs, testing and verifications in consultation with UNICEF, MoH and WES.
• Installation of the system at national and state level with all required training, trouble shooting and fine tuning components.
• Revision and agreement with national and state level on the system information flow, monitoring and horizontal and vertical reporting lines.

Expected Deliverables

Phase I:

• • Endorsed detailed schematic module diagrams and structures for the upcoming completes and upgraded WASH information system in terms of software, output reports, GIS maps and information flow.

Phase II:

• • Final, fully tested and endorsed Windows Access based user-friendly WASH integrated computerized Information Management Systems with GIS mapping built-in interface and fully populated with all of the current WASH information system, MoH records and national Atlas data (to the maximum extent).

Phase III:

• • WASH Information System installed at national (MoH, DWSU) and ND, SD, ED, WD, CD, SK, WK, NK, BN, WN, SN, GZ, KS, GD and RS states (MoH, WES) with all required training, trouble shooting and operation manuals.
  • Developed and agreed upon system information flow, monitoring and horizontal and vertical reporting lines system for Water Supply, sanitation and hygiene at national and ND, SD, ED, WD, CD, SK, WK, NK, BN, WN, SN, GZ, KS, GD and RS states.

Qualifications of Successful Candidate

Education

MSc. in IMS/database management systems.

    • Advanced up to date Access programming skills
    • Access Web based programming.
    • In depth table relationship and reports generation skills

    • Ability to create macros
    • Strong knowledge of statistical, conditional, and text-based functions
    • Integration with Access or other database applications (SQL, MySQL, Oracle)
  • Mapping (Essential)
    • ArcGIS, Mapinfo
    • Professional linking and interfacing between GIS and Access.
    • Map making process.
    • Standard graphic design trend
    • Ability to guide technical staff
    • Analytical, communication and advocacy skills
    • Fluency in English and Arabic.
