Background

The United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against illicit drugs and international organized crime. Established in 1997, UNODC consists of the Drug Programme and the Crime Programme. UNODC has approximately 2,200 staff members worldwide.

Its headquarters are in Vienna, and it has 18 field offices as well as liaison offices in New York and Brussels, and relies on voluntary contributions, mainly from governments for 90% of its budget. UNODC is aiming to implement its operational priorities through an intgrated approach to counter drugs, crime, corruption and terrorism.

The UNODC Regional Office for the Middle East and North Africa (ROMENA) covers 20 coutries (Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Israel, Lebanon, Libya, Morocco, Oman, Palestine, Qatar, Saudi Arabia, South Sudan, Sudan, Syria, Tunisia, the United Arab Emirates and Yemen).

In addition to the Regional Office, there are two Subregional Prgramme Offices, in Tripoli (Libya) and Abu Dhabi (UAE), and six Programme Offices in Jordan, Lebnon, Morocco, Palestine, Tunisia and Yemen. All these offices have more than 100 staff members. The Regional Office where the UN Volunteer will be placed has a total of 40 staff members (28 national staff, 6 international staff, 3 national consultants, 1 international consultant and 2 international UNV’s).

ROMENA has in place a Regional Programme for the Arab States to Prevent and Combat Crime, Terrorism and Health Threats and to Strengthen Criminal Justice Systems in Line with International Human Rights Standards (2016-2021) to support government actions in response to the evolving human security threats posed by drugs and crime in the Middle East and Nortern Africa region. UNODC’s project portfolio in the region (currently 34 projects) is being implemented under this umbrella. ROMENA delivered US$ 14.6 million in 2016; delivery in 2017 is expected to be slightly higher.

The Regional Programme is structured around five sub-programmes reflecting the priorities identified by Member States: 1) combating organized crime; 2) countering terrorism; 3) cobating corruption and financial crimes; 4) strengthening crime prevention and criminal justice and 5) prevention of drug use, treatment and care of drug use disorders and HIV/AIDS prevention and care. In addition, the RP integrates four essential cross-cutting themes into all its work, namely the strengthening of data collection and research; the promotion of regional and international cooperation; the fostering of partnerships with civil society; and the mainstreaming of human rights and gender perspectives.

The Regional Programme is managed by ROMENA, under the direct supervision and guidance of UNODC Regional Representative of the Middle East and North Africa. At the institutional level, a Programme Coordination and Analysis Unit (PCAU) has been established in ROMENA to oversee the Regional Programme development and implementation. 

This Unit, managed by the Deputy Regional Representative, has the overall oversight responsibility for achieving the results of the Regional Programme and works in close cooperation with the Steering and Follow up Committee, established to monitor the implementation of the Regional Programme and composed of the League of Arab States and the 18 participating Arab countries.

In view of expansion of ROMENA activities and the need to streghten the operations and epecially the Human Resources Unit to support ROMENA growth, additional Human Resources support is required.

The Human Resources Assistant will provide Human Resources support services to ensure high quality, timeliness and accuracy of UNODC Human Resources processes. The Human Resources Asistant promotes a client-, quality- and result-oriented approach in the Human Resources Unit.

    The Human Resources Assistant works in close collaboration with the operations, programme and project staff at the UNODC Regional Office, Sub-regional Programme Offices and Programme Offices in the MENA region and UNODC Headquarters in Vienna, as well as with the various UNDP Country Offices and UNV Field Units in the region in order to exchange information and to ensure consistent and timely service delivery.

Duties and Responsibilities

Under the overall guidance of the Regional Representative for the Middle East and North Africa and the direct supervision of the Human Resources Associate, as first reporting officer, and the Administration and Finance Officer, as second reporting officer, both based in Cairo, Egypt, the Human Resources Assistant will undertake the following tasks:

  1. Assist with the implementation of the ROMENA Human Resources strategy;
  2. Provide guidance and advice on Human Resources’ policies and procedures to UNODC staff in the MENA region;
  3. Assist in recruitments: advertise vacancy announcements, download CVs, screen candidates on online recruitment platforms, long-list candidates, schedule candidates for written tests and interviews, write interview reports, collect reference checks, etc.;
  4. Assist in contracts management: collect related information for contracts’ renewals/foreshortenings, take necessary actions in the HR information systems, and update staff records;
  5. Assist in training: conduct orientation for new staff, and follow-up with staff on their training and development plans;
  6. Monitor performance management process, collect relevant documentation and update staff records;
  7. Assist in time management: collect related information to verify personnel records, take necessary actions in the HR information systems, and update staff records;
  8. Maintain good Human Resources archiving and filling system;
  9. Verify and compile related Human Resources information for proper reporting purposes;
  10. Undertake other relevant UNODC Human Resources-related duties, as required.

Furthermore, UN Volunteers are required to:

· Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);

· Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

· Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;

· Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

· Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;

· Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

In addition to the above duties, the Human Resources Assistant may be required to undertake other relevant duties as may be assigned by the UNODC Regional Office for the Middle East and North Africa through his or her immediate supervisor. Furthermore, the Human Resources Assistant will cover for the Human Resources Associate in cases of absence and/or mission.

The work and conduct of the UN Volunteer, in particular during missions in the region, will be subject to, and consistent with, the rules and instructions provided by the UN Department for Safety and Security, as well as other UN actors involved in staff safety.

 Results/Expected Output:

The Volunteer will be involved in Human Resources matters at the Regional Office, with a focus on all UNODC mandates areas (drugs, organized crime, anti-corruption, counter-terrorism, illicit trafficking, health, etc.) and will receive guidance, supervision and on the job-training on a regular basis. Additional training opportunities may become available through participation in specialized courses in the area of work and attendance to substantive events, meetings and workshops as available. Expected results are:

·  Active contribution to Human Resources functions: recruitments, contract management, training, performance management, and time management;

·  Up-to-date Human Resources’ archiving and filling system.

Required Skills and Experience

  • A university degree in Human Resources, Business, Public Administration, Social Science or related field.
  • A Master’s degree in Human Resources, Business, Public Administration, Social Science or related field is desirable.
  • Human Resources studies and/or previous relevant internship would be a distinct advantage.
  • Strong computer skills and good knowledge of relevant software applications.
  • Proficiency in written and spoken English and Arabic is required.
  • Excellent drafting skills in English and Arabic is required.
  • Knowledge of French is desirable.
  • At least 2 years of work experience in the fields of human resources, administration, communication, finance, procurement, or related fields is required.
  • Work experience both at the national and international levels is desired.
  • Previous UN experience is desired.
  • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) is highly regarded;
