MAIN RESPONSIBILITIES

In accordance with Agency policy and procedures, the incumbent:

(A)   Manages and implements HQ/Field Infrastructure Networking and Telecommunications services in terms of deploying, monitoring, operating and documenting adequate and reliable service, in line with established Agency Infrastructure Strategy, policies and technical instructions;

(B)   Is responsible for implementing and administering all operational tasks of the systems required for delivering the HQ/Field infrastructure networking services, which include:

(i)         Local Area Network (LAN) and Wide Area Network (WAN) Switches and Routers;

(ii)        WAN Bandwidth Hardware (HW)/Software (SW) Monitoring Tools;

(iii)       Satellite wide area network (SWAN) Data & Voice Connectivity;

(iv)      Public Switched Telephone Network (PSTN) Data Connectivity (Integrated Services Digital Network (ISDN), Leased Lines, Frame Relay, Multiprotocol Label Switching (MPLS);

(v)       Converged Data, Voice and Video Internet Protocol (IP) Connectivity;

(vi)      Remote Access Services (Dial-up, Virtual Private Network (VPN);

(C)   Provides first level infrastructure technical support to the HQ/Field staff on issues related to LAN, WAN, HW, SW, PSTN, ISDN, MPLS, IP and VPN; makes necessary technical changes as a result of support issues;

(D)  Provides input on projected and new telecom and network infrastructure hardware, software and licenses capacity requirements, sharing the Field's specific needs; participates in implementation design plans, tests and rolling out;

(E)   Introduces configuration changes with minimal disruption including the following:

(i)         Applying Operating System (OS) updates;

(ii)        Modifying and applying changes to device configuration;

(iii)       Adding new devices for new sites;

(iv)      Processing scripts used to administer devices;

(v)       Changing IP Schema and Routing Configurations;

(vi)      Configure VPN connectivity;

(vii)     Configure Bandwidth Quality of Service (QoS)•••

(F)     Advises, contributes and provides recommendations on Infrastructure hardware, software and licenses •••systems and policies;

(G)    Keeps abreast of latest technology developments for deploying telecommunications network systems; makes relevant recommendations;

(H)     Performs such other duties as may be assigned.

PERSONAL & PROFESSIONAL COMPETENCIES

(A)•• Academic and Professional

(i) •••A university degree in telecommunications, computer or electrical engineering or other related discipline;

(ii)    CISCO Certified Network Administrator (CCNA) certification.

(B)•• Experience

••

(i)    Five years of telecommunications network systems experience;

(ii)  Knowledge and experience in CISCO (Switches, Routers and Wireless) systems including centralized monitoring and management in large scale, high availability environments;

(iii) Knowledge and experience of large scale LAN/WAN switching and routing implementation and operation;

(iv) Experience in installing and maintaining secure network communications (VPN), firewalls, intrusion detection/prevention systems and secure remote authentication solutions;

(v)  Knowledge and experience with bandwidth management tools and techniques.

(C)•• Language

•••••• Good command of written and spoken English and Arabic.

(D)•• Competencies

DESIRABLE QUALIFICATIONS

(i)  •••CISCO Certified Network Professional (CCNP) certification;

(ii)•• Technical training in Very Small Aperture Terminal (VSAT), Private Automated Branch Exchange (PABX), Voice-Over-Internet Protocol (VOIP) Systems;

(iii)   Knowledge and experience of high availability, SLAs, change management as defined by Information •Technology Infrastructure Library (ITIL) with emphasis on principals of Microsoft Operations Framework (MOF);

(iv)   ITIL training and certification;

(v)Knowledge of UNRWA's operations and computer facilities environment.

ADDITIONAL INFORMATION

(i)       The incumbent may be required to travel in Agency's area of operations;

(ii)      The incumbent may be required to work beyond normal duty hours.

CONDITIONS OF SERVICE

Salary: Monthly basic salary L.L. 2,334,637 + 4.49% SOA

Contract Duration: Fixed term – Three years

Holidays: 30 days annual leave

Dependency allowance: Dependent spouse: L.L 60,000 per month•••• Dependent child: L.L 33,000 per month

Pension:• Provident Fund contribution

EQUIVALENCY

Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

RECRUITMENT PROCESS

The Recruitment process is based on the Agency's strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department.  Only Short-listed candidates who fully meet the required criteria shall be contacted and undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see "Technical and Practical Tests Required" below). An absence from tests or interviews will be considered automatically as a withdrawal from the recruitment process. The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates' profiles. Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. As an Area post, preference will be given to local candidates already based in the duty station of the post

Hand written technical test (100%).

The top 5 scoring candidates in the technical test given that (i) none have scored less than 50%, will be invited for an interview.•
