The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the camp management, shelter, education, food security, legal assistance, and water, sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.

NRC has been present in DRC since 2001 and currently runs operations in the eastern provinces of North & South Kivu, Province Orientale and Kasai, with offices in Goma, Bukavu, Beni, Bunia and Kananga. The programme has an annual turnover of approximately NOK 140 mill. (2016). We are now looking for a new Emergency Response Manager

Job description

  • Coordinate the emergency response across several areas
  • Develop strategy, technical guidance and SOPs for emergency response. Allocate resources to area offices as per developed implementation plan.
  • Contribute to the development of macro LFAs, reflecting the emergency response strategies and approach
  • Developing- and quality compliance of all donor proposals, budgets and donor reports related to Emergency response
  • Follow up of compliance of donor contractual commitments within the emergency response; ensure high technical quality and synergies in project implementation
  • Ensure that key learning is extracted from the emergency response implementation, and incorporate them in emergency response and staff development processes
  • Systematic training and capacity building of technical staff
  • Represent NRC in relevant forums/clusters related to emergency response, including the coordination mechanism for emergency response, and act as the NRC focal point for RRMP
  • Overall oversight and management of emergency response projects covering different areas and interventions; prioritization and validation process for interventions, developing detailed activity plans and budgets
  • Responsible for context analysis and development of scenarios for potential displacements in relation to the emergency response

Qualifications

  • Post-graduate with minimum 5 years of experience within technical expertise area in a humanitarian context
  • Experience from working in complex and volatile contexts
  • Emergency Response expertise
  • Strong managerial and interpersonal skills
  • Knowledge about own leadership skills/profile
  • Knowledge of the DRC context
  • Experience with rapid response mechanism (RRM) and cash as aid modality
  • Fluency in English and French, both written and verbal
