MELA Officer (m/f)

in Juba

The position is to be filled as soon as possible, with an initial contract duration until December 31, 2018. There are good prospects for an extension. The place of work will be Juba, South Sudan (SS). Taking the security situation into account, travel for work will be required.

Under the supervision and guidance of the Head of Programmes Department, lead the establishment and implementation of a comprehensive M&E system, support the delivery of Monitoring and Evaluation, Accountability & Learning strategy, policy and practice by helping designing project monitoring systems, build the capacity of staff in their analysis and dissemination of data, and coordinate information management and reporting systems.

Your responsibilities

  • Lead project teams in development and implementation of qualitative and quantitative M&E system
  • Support proposal development and logframe design by defining SMART indicators for consistent M&E process
  • Ensure the quality and relevance of the project’s monitoring and evaluation design.
  • Participate in the preparation and facilitation of trainings/workshops with field staff.
  • Prepare, facilitate and lead monitoring missions, surveys and assessments at the field locations
  • Liaise with the Program Coordinator for the development and implementation of M&E Plans for the projects
  • Provide regular coaching to relevant staffs on data quality and the use of the data collection tools.
  • Conduct field visits to track progress against indicators and put in place systems for routine data quality checks
  • Actively participate in M&E meetings with key stakeholders
  • Support the preparation of monthly/quarterly progress reports and statistics as well as mid-/final reports to donors

Your profile

  • A university or polytechnic degree in development cooperation/humanitarian aid or qualifications that are commensurate with this position
  • 3-5 years’ experience in M&E positions and/or program experience in field data collection in emergencies
  • Detailed knowledge of M&E frameworks, plans and systems
  • Experience in maintaining project and program databases
  • Good understanding of routine data quality checks/validation
  • Experience in survey design and implementation, including supervising field data collection teams
  • Advance knowledge Microsoft Office Suite, especially MS Word, Excel, and PowerPoint
  • Excellent spoken and written English, German language skills are an asset
