The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background:

The Middle East Regional Office based in Amman, Jordan was created in January 2014 as part of NRC’s reorganization process.  We currently have more than 3,000 staff in the Middle East region assisting people displaced by conflict in Syria, Iraq, Lebanon, Turkey, Jordan and Palestine.  Our work is concentrated on the shelter, education, food security, legal assistance and water, sanitation and hygiene sectors with strong protection and resilience focus integrated into our programs.

Overview:

The purpose of the logistic role is to support Administration Coordinator in providing effective and efficient logistic services such as procurement, transport, stock, assets, maintenance, fuel consumption, customs issues and workshops and events) by liaising with other Administrative Team - administrative Assistants

 

Role and responsibilities

Generic responsibilities

  1. Implement and train staff in NRC’s logistics policies and procedures at office level

  2. Ensure compliance with NRC’s Logistics Handbook, other NRC policies and donor requirements in all procedures and processes

  3. Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management)

  4. Supervision, training and development of team at office level

  5. Ensure safe and efficient transport of staff and materials/goods 

  6. Prepare, check and share plans, records and reports as required as requested by direct line manager (e.g. status reports, inventory lists)

  7. Implement a filing system/archives according to procedures by liaising with administrative assistants

Specific responsibilities

  1. Carry out high quality local procurement which is accountable, transparent and compliant with NRC’s Procurement Policy and donor requirements.

  2. Plan delivery of goods and services on behalf of the office following NRC standard practices and keep documentation to full audit trail standards.

  3. Liaise with administrative assistant in implementing NRC procedure in the NRC MERO stock levels and commodities.

  4. Liaise with administrative assistant in organizing and support office maintenance.

  5. Support direct line manager with ‘visitors’ (NRC internal and external) and and events management.

  6. Maintain the assets register according to NRC policy by coordinating with administrative assistant.

  7. Establish car fuel monitoring system which come in line Al Manaseer on line reports and vehicle log book.

  8. To support direct line manager in develop and establish service and vendors agreement by do the required inspection companies and adhering strictly to corruption guidelines and the NRC code of conduct.

  9. Support direct line manager in handling all customs issues with Shipping and cargo agencies by liaising with expatriate staff for their incoming and outgoing personal shipment.

  10. Ensure all fleet templates and reports daily, weekly and monthly are properly completed and submitted on time.

  11. Perform supplier checks through site visits and references.

  12. Monitoring car fuel efficiency, vehicle maintenance and driver road conduct.

  13. To follow NRC standard procurement practices keeping records to all audit trail standard

  14. To obtain no less than 3 quotations, prepare a comparative Bid Analysis and recommendation to purchase committee including minutes where appropriate.

  15. To identify and maintain an accurate and up to date supplier information database for regularly purchased items/ material availability.

  16. To produce regularly, timely and accurate narrative and procurement reports upon request.

  17. Maintain material listing price information.

  18. Ensure all purchase goods are of NRC / donor minimum standard and fit for the purpose and have appropriate inspection certificates as required.

  19. Excellent tracking and auditing for amount in the invoices related to purchase or service provider

  20. Other tasks as assigned by the direct line manager.

 

Our Ideal Candidate:

Someone who has minimum of 3-year experience working with logistics operation, administration and warehouse management in a busy work environment in a humanitarian / recovery context.

Excellent knowledge in Jordanian markets, a team worker, and analytical person, someone who is able to communicate effectively with impact and respect. Confidentiality and trustworthy are core requirements for this position.

We are looking for someone who is passionate about reading, learning and implementing knowledge at work.

Good knowledge of English, both spoken and written (business English is a plus).

 

Additional Information:

Contract period: 12 months

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Amman.
