Background

The Safe and Secure Approaches in Field Environments (SSAFE) Training Officer assists the Designated Official and Chief Security Adviser in the efficient operational control and all aspects of financial, logistics and administrative support of the activities of the UNDSS Yemen SSAFE training program. He is under the supervision of the Deputy Security Adviser. S/He will establish and conduct Yemen SSAFE training in Amman, Jordan and act as SSAFE training officer. S/he will travel and provide training at other locations in Yemen, as directed.

Duties and Responsibilities

External Liaison and Coordination

As directed by the Chief Security Adviser and the Designated Official, the SSAFE Training Officer will establish and maintain contact with:

  • Government security agencies and other relevant authorities;
  • Security officials of diplomatic missions and international organizations; and
  • INGOs under the ‘Saving Lives Together’ framework;
  • Police and other government agencies in Jordan and make necessary arrangements for the establishment of the SSAFE training in Amman;
  • UNDP on arrangements for the contracting and procurement of services for SSAFE training;

Administrative and Managerial Responsibilities

  • The SSAFE Training Officer will support the CSA and will be responsible and accountable on behalf of the CSA for the appropriate use and maintenance of UNDSS equipment, to include a proper handover; finances and resources; and management of the work of national personnel assigned to the SSAFE Training Officer’s office, as well as selection and recruitment of personnel if required; The SSAFE Training Officer will compile and submit related reports as required.

Training Responsibilities, Tasks and Duties

In his/her capacity of SSAFE Training Officer he/she will be responsible for the planning, design, development, coordination, delivery and evaluation of SSAFE training, including the following:

  • Designs and maintains relevant SSAFE training, including materials in accordance with TDS guidelines; consult with SSAFE training teams (UNSSC and Training and Development Section - TDS) to ensure curriculums are in accordance with SSAFE methodology;
  • Makes necessary operational arrangements for the delivery of SSAFE training, including procurement and service arrangements with UNDP;
  • Coordinates financial arrangements and payments of participating organizations with UNDP;
  • Distributes joining instructions, circulates of pre-reading material, issues training certificates and obtains feedback from students on the quality of training;
  • Ensures maintenance of records and files related to the SSAFE training, including a database for completed/certified training; share data with the SSAFE project team at UNSSC;
  • Develops and maintains a training plan in consultation with Designated Officials, UNSMS organizations, and CSA.
  • Provides regular reports on the training deliverables to CSA Yemen and TDS; Compile an annual report to CSA Yemen;
  • Ensures that safety arrangements are put in place for minimizing the risk exposure for the participants and other individuals present at the training venue;
  • Coordinates participation of INGO personnel at SSAFE training (as per Saving Lives Together framework).
  • Collaborates with INGOs as per SLT Framework on information sharing, logistics and operational arrangements, security training (as per SLT framework);
  • At the end of contract conduct comprehensive handover to succeeding SSAFE Training Officer, or debriefing to CSA. Written handover notes to be submitted to the CSA at least 5 working days prior to departure. Provides a compilation of lesson learned and mission report to the CSA within 15 days following completion of mission.

Required Skills and Experience

Education:

  • Advance university degree (Master or equivalent)
  • Training the Trainer (ToT) qualified/certified (UNDSS Administered Training).

Experience:

  • Five (5) years relevant work experience in security, preferably in the military or police context or related field of work.
  • A first level university degree (Bachelor or equivalent) with seven (7) years relevant work experience in security, preferably in the military or police context or related field of work may be accepted in lieu of the advanced university degree.
  • Prior experience as SSAFE/SAIT Trainer is an advantage.
  • Prior experience with the UN System or an International NGO is desirable
  • Well versed in computer operations (Word, Excel, Power Point)

Language Requirements:

  • Fluency in both written and spoken English is required. Knowledge of Arabic is desirable
