Reporting to the Chief of Planning, Monitoring & Evaluation, the Monitoring & Evaluation Specialist (NO-3 level) will ensure that UNICEF Zimbabwe has useful, valid and reliable information on the situation of children’s and women’s rights including the performance of UNICEF supported programmes, their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence.

The current UNICEF-Government of Zimbabwe Country Programme of Cooperation (2016-2020) aims to support Zimbabwe to sustain and build upon the gains achieved for children during the 2012-2015 Country Programme of Cooperation. The programme focuses on improving the quality of social services, increasing access to services, and helping to build national and sub-national capacities to provide low-cost, high-impact interventions for all children, especially the most vulnerable.

How can you make a difference?

Reporting to the Chief of Planning, Monitoring & Evaluation, the Monitoring & Evaluation Specialist (NO-3 level) will:

  • Ensure that UNICEF Zimbabwe has useful, valid and reliable information on the situation of children’s and women’s rights including the performance of UNICEF supported programmes,  their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence;
  • Work within the UN country team to support United Nations Country Team goals for delivering valid and reliable information on the attainment of the MDGs and other goals, and on the performance of UN-supported programmes;
  • Assist in the establishment of a monitoring an evaluation tools which enhance partnership between the UNCT, government and other key players to collectively track progress on MDGs and other international commitment for children; 
  • Assist in the development of national capacities for monitoring, evaluation and research, with special attention to the interest, concern and participation of government, community, and civil society  stakeholders.   

This will include:

  • Integrated Monitoring, Evaluation & Research Plan;
  • Situation Monitoring and Assessment; 
  • Programme Performance Monitoring;
  • Evaluation;
  • M&E Capacity Building;
  • Coordination and Networking.

To qualify as a/an [champion or advocate] for every child you will have…

  • Advanced university degree in social sciences, statistics, planning or development planning is required;  
  • A minimum of 5 years of relevant professional work experience in programme development and implementation including monitoring and evaluation activities is required;
  • Developing country or field work experience is required;
  • At least one instance of exposure to emergency programming, including preparedness planning is required. Active involvement in a humanitarian crisis response programme preferred;
  • Knowledge and experience in UN planning, monitoring and evaluation systems an asset;
  • Additional qualification in planning, monitoring and evaluation an asset;
  • Fluency in English language is required. Fluency in another UN language and the local  language an asset.
