DRC/DDG Myanmar is looking for an Information Management and Geographical Information System (GIS) Specialist to support DDG Non-Technical Survey and other mine action projects carried out in Myanmar. 

 

Background and overall objective

DRC has been operating in Myanmar since 2009 and currently supports operations in four different States. The overall programme objective is the promotion and protection of durable solutions for vulnerable populations including disaster-affected people, IDPs and returnees in Rakhine State, Kachin State and the Southeast of Myanmar. DRC’s work is based on humanitarian and protection principles and human rights.

DRC/DDG Myanmar currently employs over 100 national and 20 international staff and operates from six operational offices. DRC’s main office is in Yangon; the main donors of DRC in Myanmar are DANIDA, Sida, ECHO, UNHCR, UNICEF and the United States.

 

Aims of the consultancy

1. The objective of this consultancy is to understand the organizational needs in terms of information management, geographic information system (GIS) and database management within mine action activities (Mine risk education, victim assistance and non-technical survey) conducted in Myanmar.

2. Support the setting up of a comprehensive database based on the FULCRUM platform for all activities carried out in the programme. DDG Myanmar has already developed the relevant forms but it is likely they can be refined and improved.

3. Linking all information included in the FULCRUM database to a simple and practical Geographic Information System (GIS) that will have to be operated and managed by DDG staff.

4. Train DDG staff to operate and update the system to maintain the database and the GIS.

 

Coherence

The forms developed in the process of this consultancy should – as much as possible - be coherent with the International Mine Action Standards (IMAS) and the Myanmar Mine Action Standards (MMAS).

 

Key Stakeholders

The Consultant will conduct a series of interviews and consultation with relevant DDG staff in Myanmar to understand the organizational needs and to discuss possible solutions and systems and propose longer term solutions for 2018 and beyond. The Consultant could also be requested to exchange with other International Non-Governmental Organisations (INGO) operating in the mine action sector in Myanmar.

 

Total Duration

The consultancy is expected to last 1.5 month – or 30 working days (WD) – however, the consultancy can be conducted through several shorter-term missions / phases.

 

Tentative Time line (Example – can be adapted)

 

Phase 1 in Myanmar (10 WD days – 2 weeks)

  • Yangon Briefing and meeting with key stakeholders in Yangon (2 WD days)
  • Assessment of the DDG existing database system and FULCRUM forms (3 WD)
  • Kayah visit and meetings with DDG staff in Kayah state – observation of NTS field operations, NTS reports forms and assessment of GIS needs, development and provision of 1:50,000 maps covering Kayah state (5 WD).

 

Phase 2 (Home based and Myanmar)

Development of database and GIS tools (Home based – 5 WD)

In Yangon, presentation and setting up of the tools; integration of existing data in the new database / GIS (5 WD)

 

Phase 3 (Myanmar)

Training of DDG staff to fill in the forms and operate the database and GIS (10 WD) – Yangon and Kayah.

 

Deliverables

The required outputs of this consultancy are as follows:

  • One report comprising the findings of the assessment, the database and GIS tools that have been proposed, developed and accepted by DDG.
  • Handover of the information management systems and GIS tools developed during the consultancy
  • For suture use, a standard curriculum of the training provided to DDG staff in Myanmar.
  • A PPT summarizing the methodology and main findings and recommendations of the consultancy as well as the tools developed and handed over to DDG.
  • A briefing to in-country team on the initial findings of the consultancy and tools developed on behalf of DDG.
  • One electronic copy of all tools, forms, maps and reports is to be submitted at the end of the consultancy.

Intellectual Property

  • DRC/DDG will retain full intellectual property rights of the final tools, curriculum and reports following this consultancy.

DDG/DRC’s responsibilities

  • DDG/DRC will assist in organising interviews and consultations with DDG staff.

    DDG/DRC will cover the costs of transportation to and from necessary meetings in the implementation and research areas.

  • DDG/DRC will be responsible for providing the Consultant with a safety briefing and the Consultant will fall under DRC’s safety provision for the duration of the field research in Myanmar which means that the Consultant will be obliged to adhere to DDG/DRC’s safety management Standard Operating Procedures.

Reporting

  • The Consultant will report to the DDG Operations Manager, Pascal Simon

Expected profile of the Consultant or consulting team

  • Information Management and Geographical Information System (GIS) Specialist,
  • Familiar with the mine action sector and the needs of mine action operators,
  • Familiar with South-East Asia and professional experience in the region
