Background

UNHCR in partnership with Ministry of Temporary Occupied Territories and with the support of the KfW Development Bank, is rolling out a project aiming the development of IDP (internally displace person) Housing project to be submitted by municipalities with the support of civil society, NGO and association of IDPs.

To support the project activities, the UNHCR would like to engage a national UN Volunteer to interact  with Municipalities, international and national non-governmental organizations and  groups of IDPs in order to develop in order to assist with the  proposal preparation.

Furthermore, the national UN Volunteer is expected to also liaise with Ministry of Temporary Occupied Territories focal point and other governmental counterparts in charge of the daily follow up of the housing project.

An eight months contract; with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of 810 USD is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.

Duties and Responsibilities

Under the direct supervision of Durable Solution Officer for Housing Support and in close collaboration with the Public Information Officer, the UN Volunteer will undertake the following tasks:

  • Contribute to the design of a twofold communication strategy; liaising with the Housing Support Initiative team and in consultations with the Public Information Officer;
  • Monitor and mitigate the risks related to the project, particularly, on the sensitive topic as housing in Ukraine;
  • Increase the awareness of municipalities/applicant on the selection process, criteria and way forward in a clear and transparent manner;
  • Oversee the development of media campaigns, particularly in regards of website, web forum or discussion group, Facebook or any other relevant media to be determined in accordance with specification sahred by the Public Information Officer etc.;
  • Regularly contribute to maintenance of the website and other media platforms involved in the project;
  • Take notes and minutes, draft correspondences in Ukrainian, Russian and English;
  • If necessary, assist other UNHCR departments, such as programmes or public information, on organisation of events, meetings.
  • Perform other duties related to the project and requested by the supervisor.

Competencies

  • Public Information, Information Management or business management degrees. Specialization in construction and/or real estate being an asset;
  • Preferably 2 years of work experience. Topics related to housing, real estate or construction sector being an asset;
  • High proficiency of written and oral English, Russian and national language is essential.

Required Skills and Experience

  • Experience in interdisciplinary team work being an asset;
  • Ability to work in a team and in a multi-cultural environment;
  • Active and responsible fully able to keep deadline with a minimum of supervision;
  • Good interpersonal, networking and communication skills;
  • General IT skills: General Microsoft Office, PowerPoint, Internet browser. Intermediate level in Excel as a requirement;
  • Applicant must be a citizen of Ukraine of legally resident in Ukraine including job permit;
  • Applicant must be 22 y.o. or older as of recruitment date.
