OBJECTIVES OF THE PROGRAMME
 
To provide policy guidance and support across SEA Region on financial / accounting matters, Travel Quality, income/award, budgetary management, etc. Ensure effective controls exist and are operational to screen travel requests as per approved delegation of authority, standard operating procedures and eManual; WHO financial rules are followed for establishment of ad-hoc per-diems. 
 
DESCRIPTION OF DUTIES
 
Under the direct supervision of the Executive Associate and overall guidance of the Budget & Finance Officer (BFO), the incumbent will\:
 
  • Review Travel Requests (TRs), Travel Claims (TCs) and Retroactive Travel Claims (RTCs) and provide timely clearances after ensuring that the online documents comply with relevant travel policies and updates in the form of information notes, circulars, etc. published by HQ/SEARO and ensuring correctness in application of appropriate entitlements as outlined in WHO e-Manual and travel policies.
  • Communicate with travel requestors to seek clarifications and supporting documents related to TRs and TCs which deviate or, are non-compliant with the WHO travel policy.
  • Provide guidance on travel policy and admissible/non-admissible entitlements to WHO staff in SEAR and at HQ. Respond to queries on travel documents.
  • Record and maintain rejection log for HQ TRs in the standard format with details/reasons and update rejection reports consolidating reasons and identifying common errors in travel documents for review by seniors.
  • Keep track of TRs under clearance and generate travel reports from GSM and customize them as per required format for review by seniors.
  • Perform compliance checks on Meetings’ planning committee documents and costing sheets for forthcoming meetings.
  • Initiate ‘ad-hoc per diem’ computation sheets as per WHO financial rules, prepare relevant correspondence and arrange necessary approvals.
  • Perform any other duties as assigned by the supervisor(s).
REQUIRED QUALIFICATIONS
 
Education
 
Essential\:     Secondary school education with specialization in budgeting and accounting.
Desirable\:     Diploma/certificate of specialization in accounting and IT an advantage. Training in travel related processes. Training in computer application including excel.
 
 
Experience
 
Essential\:     At least five years’ experience in accounting/administrative work.
Desirable\:     Experience in UN or a similar international organization.
 
Skills
 
A good understanding of WHO procedures and ability to interpret WHO Manual provisions related to Travel, standard operating procedures issued by ROs and HQ, etc.; Understanding of WHO ERP system (GSM) and accounting principles in general, an advantage; Skills to operate computer with ease; Excellent knowledge of MS Excel spreadsheets and its application for conversion of data into user friendly reports.
 
Other IT skills\: Proficiency in the use of modern office software packages such as MS Office (Word, Excel, PowerPoint, Outlook, etc.) and standard office equipment. Good working knowledge of GSM (or other Oracle-based ERP systems) is desirable.

REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 731,519 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
