Background

This assignment is designed to provide technical inputs to the UN country team in the areas of governance, justice and human rights in Viet Nam. The assignment entails providing support to the UN Results Group on Governance and Justice, as well as the UNCT Thematic Working Group on Human Rights. Through the assignment, the selected JPO will benefit from enhancing technical expertise in the subject areas, building professional network and contacts within the UN system, and enhancing analytical and organizational skills.

Based in the UN Resident Coordinator’s Office (RCO), the JPO will report to the Head of RCO, and work closely with relevant international technical specialists and programme officers in the UNCT. In line with UNDP rules and regulations, the JPO’s annual performance will be subject to the Performance and Management Development (PMD) process. The PMD will be done by the immediate supervisor, with self-assessment of the JPO.  

Content and methodology of supervision:

As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities:

  • Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO
  • Establishment of a work plan, with clear key results
  • Effective supervision through knowledge sharing and performance/development feedback throughout the assignment
  • Easy access to the supervison
  • Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness
  • Guidance and advice in relation to learning and training opportunities within the field of expertise
  • Completion of the yearly UNDP Performance Management Document (PMD)
  • If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties

Training and Learning

As part of the UNDP JPO programme overall framework, the JPO will benefit from the following training and learning opportunities:

  • Participation in a two-week long Programme Policy and Operations Induction Course in New York within the first 3 to 6 months of assignment
  • Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide
  • Other training and learning opportunities, as presented in the UNDP JPO Orientation Programme

In addition, the JPO will benefit from the following specific training and learning modalities/opportunities in the receiving office:

The JPO will, in discussion with the direct supervisor/Learning Focal Point/ Human Resource, plan annual training activities which will enable JPO be updated with most advanced knowledge on governance, justice and human rights; UN/UNDP Core value, as well as any other training opportunity that may be of interest for the post. The JPO will attend recommended workshops and training sessions suggested by UNDP RBAP or other relevant international institutions.

Training and Learning

Upon completion of a two-year assignment, the JPO will be able to:

  • Understand the issues surrounding governance, justice and human rights;
  • Be familiar with policy formulation process, advocacy, research, partnership establishment and operation, and coordination for development
  • Active participation and contribution to the joint policy advocacy and actions by UN in Viet Nam (through participation in the UN Joint Programme Groups)
  • This learning and skills development should be directly applied to the work performed

Information on the receiving office:

The “Delivering as One” (DaO) initiative in Viet Nam started in early 2006 with the objective to achieve a more strategic and more effective contribution to the attainment of national development priorities under national leadership. The strategic intent of DaO is to “improve the effectiveness of the UN system to contribute to national development priorities and move towards providing high-quality policy advice and advocacy, focusing on the UN’s normative role”.

The UN Country team embarked on its third generation of the DaO initiative in Viet Nam with the signing of the One Strategic Plan, 2017-2021 in early July. 18 UN agencies are signatory to the One Strategic Plan which is a partnership agreement between the UN country team and the Government Of Viet Nam. Since then the focus of the UNCT has been on its implementation, both through internal coordination set ups through the finalization of the Joint Work Plans of the Results Groups, and externally with key stakeholders such as the Government of Viet Nam on the approval processes of the UN programmes and on partnership building and resource mobilization with other partners.

The One Strategic Plan (OSP) is structured into four focus areas, shaped by the central themes of the SDGs (People, Plant, Prosperity and Peace) with nine related Outcomes. As an overarching objective of the One Strategic Plan, the UN will work on Five critical cross cutting themes: Human Rights; Gender Equality; Public Participation; Data for Development; and Partnership and Innovation. Five UN Results Groups have been established to ensure joint implementation of the OSP. These include: Inclusive Social Services; Disaster Risk reduction and Resilience; Climate Change & Environment; Inclusive Growth and Social Protection, and Governance and Justice.  The incumbent will be primarily engaged with the Governance and Justice Results Group while coordinating closely with the remaining Results Groups and the five thematic working groups.

Living conditions at the Duty Station: Living conditions in Ha Noi are good by developing country standards. In line with further improvements in the availability of goods and services, health facilities, and housing, the level of hardship in the duty station has recently been upgraded from C to B. Security is also reasonably good relative to other developing country large cities. Viet Nam was recently ranked as one of the more secure and stable places to live and do business by outside research groups.

Duties and Responsibilities

As a member of the RCO, the JPO is expected to support the RC and the UNCT in the area of governance, justice and human rights and support the work of the UN Results Group on Governance and Justice, as well as the UN Thematic Working Group on Human Rights;

As a member of the UN family in Viet Nam, the JPO is expected to make contributions to the implementation of the One Strategic Plan 2017-2021, advancing the UN’s Delivering as One (DAO) agenda, enhancing synergies and impacts of UN support in the area of governance, justice and human rights;

The JPO will work in partnership with UN colleagues to ensure successful programme development and implementation to achieve the One Strategic Plan results.

1. Support to the Results Group on Governance and Justice (40%)

Under the overall supervision of the UN Resident Coordinator (UNRC), through the Head of the RCO, and the functional support and guidance of the UN Results Group on Governance and Justice, the JPO will perform the following functions:

  • Identify key governance issues and challenges, identification and synthesis of best practices and lessons learned directly linked to programme country policy goals, leading to the formulation of substantive policy advice to the RC and the UNCT
  • Provide Secretariat support for the UN Results Group on Governance and Justice
  • Provide support in the formulation, implementation, monitoring of and reporting on the joint workplan
  • Provide support in the formulation of joint programmes in the area of governance and justice

2. Support to the RC and the UNCT on human rights, including through the Thematic Group on human rights (60%)

  • Under the overall supervision of the UN Resident Coordinator (UNRC), through the Head of the RCO, and the functional support and guidance of the UNCT Thematic Group on human rights, the JPO will perform the following functions:
  • Support the UNRC and the United Nations Country Team (UNCT) in integrating human rights into their programmes and activities, in particular the One Strategic Plan, including by building UNCT capacities to apply a human rights-based approach to their programmes and activities, conducting situational assessments and a mapping of UNCT capacities and needs, supporting country level coordination and acting as a resource person in programme activities implemented by the UNCT;
  • Support the UNRC and the UNCT in developing strategies and programmes to build and strengthen national capacities and institutions for the promotion and protection of human rights, based on an assessment of the national context, capacities and priorities and facilitate access to specific human rights expertise, including by drawing from human rights resources and tools available;
  • Support the UNRC and the UNCT in promoting human rights as a common UN value and upholding international norms and standards through advocacy and awareness-raising, while bearing in mind that the UNRC does not have a public monitoring function;
  • Where applicable, support integrating human rights in the humanitarian response and post-crisis recovery under the direction of the RC/Humanitarian Coordinator, should a humanitarian emergency be declared in the country of assignment;
  • Support the UNRC and UNCT and national partners in their engagement with international human rights mechanisms such as the Universal Periodic Review (UPR), Treaty Bodies and Special Procedures of the Human Rights Council, as well as those under relevant international instruments of specialized agencies, including by supporting the dissemination and sharing of information, coordinating or facilitating the UNCT's contributions and programmatic follow-up to the recommendations of these bodies, and helping the UNCT to provide timely and effective support to relevant country missions of Special Procedures mandate holders and other UN mechanisms;
  • Upon request, and under the direct supervision and guidance of the UNRC, contribute to training and technical assistance to the Government and other national stakeholders with a view to strengthening national capacity for the promotion and protection of human rights, including following up recommendations from the human rights mechanisms;
  • Provide Secretariat support for the UNCT Human Rights Thematic Group
  • Perform other related duties as required.

Required Skills and Experience

Education:

  • Master Degree in law, politics, human rights, social science or related fields

Experience:

  • At least two years of experience in program/project development, and monitoring and evaluation, preferably in a developing country and/or in the Asian region
  • Good knowledge and understanding of governance and human rights issues
  • Excellent communication, interpersonal skills and the ability to work effectively in an international environment

Language Requirements:

  • Full command of English (writing, speaking, and presentation skills),
  • Fluency in Danish

Other desirable education, languages and work experience:

  • Specific training and knowledge of governance, justice and human rights are desirable
  • Good computer skills
  • Working knowledge/ experiences in developing countries and Asia or in Viet Nam an advantage
