BUDGET OFFICER

Under the overall authority of Director, Bureau of Strategic Planning (BSP) and the direct supervision of Chief of Section of Budget and risk management (BSP/BTR), the incumbent will be responsible for all aspects of the initial preparation and analysis of the budget of the Organization, which will be based on an Integrated Budget, including all sources of funds.  The incumbent  will perform the following tasks\:

  • Contribute to the establishment of overall budgeting policies and directions, in compliance with the requirements of Member States and the decisions of the Director-General.
  • Develop a framework, methods and tools for an optimal process of bugdeting.
  • Design and implement a budgetary tool for BSP and for Sectors/Bureaux/Field Offices; Ensure that business requirements are translated into system functionalities; Coordinate the IT development of the tool and endorsement by the relevant stakeholders.
  • Coordinate the budgeting work and process of the Sectors/Bureaus in a coherent and timely manner, in liaison with the Bureau of Financial Management (BFM) and the Bureau of Human Resources Management (HRM).
  • Organize the  preliminary workplans for the preparation of the Draft Programme and Budget (C/5) in accordance with the requirements of Member States and the Secretariat.
  • Analyse the  final workplans reflecting the decisions of the General Conference before the new biennium starts.
  • Contribute to the policy establishment regarding Results Based Budgeting (RBB) by taking into consideration the evolving requirements of Member States and the Secretariat (Sectors, Field Offices).
  • Develop an optimal working method and IT system in order to sufficiently reflect RBB in the budgeting process, especially in view of the Integrated Budget Framework.
  • Coordinate the preparatory and follow-up work for the Structured Financing Dialogues (SFD) in cooperation with the relevant sections of BSP.

EDUCATION

  • Advanced university degree (Master’s or equivalent) in the field of public or business administration,  financial management, economics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

WORK EXPERIENCE

  • A minimum of 7 years of progressively responsible relevant experience in the area of budget or finance, of which preferably at least 3 acquired at international level.
  • Demonstrated experience with budget preparation on UNESCO’s programme areas or similar domains.

SKILLS/COMPETENCIES

  • Excellent strategic and analytical skills in budget preparation.
  • Excellent technical skills for data processing, analysis and consolidation.
  • Very good interpersonal skills and ability to maintain effective working relations within a multicultural environment.
  • Very good coordination skills.
  • Ability to lead, manage and motivate staff and teams.
  • Excellent oral and written communication skills, including ability to draft documents and reports clearly and concisely.
  • Excellent IT skills, including MS software (Excel, Word and PowerPoint etc).
  • Ability to effectively prioritize and execute tasks in a high-pressure environment.

LANGUAGES

  • Excellent knowledge of English or French and good knowledge of the other language.

WORK EXPERIENCE

  • Proven experience in leading, managing and motivating a team.

SKILLS/COMPETENCIES

  • Knowledge of SAP-based financial and HR system.
  • Knowledge of SISTER (UNESCO’s programming system) environment.
