Under the guidance of the Regional Gender Adviser and working as a member of the Gender Unit and in collaboration with other Sections, the Gender Specialist is accountable for the development, design, planning, implementation and management of the Gender work assigned within his/her area of responsibility. He/she provides gender capacity, analysis and technical support to the South Asia (RO) and Country Offices (CO) to facilitate the management and delivery of results on gender equality and the empowerment of women and girls as defined by the Regional Office Management Plan and its Annual Work Plans aligned to the implementation of the GAP and the Strategic Plan in the region. S/he 1) supports relevant regional teams and country offices in advancing Gender Priorities as well as gender integration/mainstreaming at sector level; 2) supports cross-sectional collaboration and coordination on key programmatic results on gender, ensuring coherence, maximization of synergies and efficiency in utilization of resources and delivery of results; 3) supports quality assurance of country programming milestones to ensure that gender results are effectively defined, measured, and reported, including via technical support and operational backstopping to gender programmatic reviews, and to country programme planning and reporting exercises; 4) Supports effective capacity building on gender through trainings to the regional gender network and across other sectoral networks;

Purpose of the Assignment

Assignment Task

1. Programme planning, development and management

  • Under the guidance of the Regional Gender Adviser, ensure the development and implementation of the program under his /her responsibility at regional level, in collaboration with relevant staff at country, regional and head quarter level.
  • Provide technical support to ROSA CO’s on major program directions on gender equality and support the development of GAP related regional results and its reporting/documentation.
  • Ensure that gender in monitoring and evaluation, as well as reporting are carried out efficiently, rigorously and transparently, in compliance with established results based guidelines and procedures.

2. Technical assistance to country offices

  • Under the guidance of the Regional Gender Adviser, ensure the development and implementation of the program under his /her responsibility at regional level, in collaboration with relevant staff at country, regional and head quarter level.
  • Provide technical support to ROSA CO’s on major program directions on gender equality and support the development of GAP related regional results and its reporting/documentation.
  • Ensure that gender in monitoring and evaluation, as well as reporting are carried out efficiently, rigorously and transparently, in compliance with established results based guidelines and procedures.

3. Program oversight and quality assurance

  • Support the roll out and implementation of Gender Work Plans at Country level in relation to GAP Phase 2 and its roll out in the region, working closely with regional section teams and country offices.
  • Support and deliver capacity building training workshops, preparation and roll out of gender mainstreaming and programmatic guidance notes to country offices.
  • Participate in the strengthening of the gender analysis, gender mainstreaming and quality of research and evidence building on gender related programming in alignment with the GAP.

4. Research, evaluation and data

  • Contribute to the development and review of key RO, CO and national program documents to ensure they clearly reflect relevant outcomes for children and gender equality.
  • Support country gender specialists and focal points in enhancing annual reporting on gender results; strengthen regional results reporting and documentation on gender results; and monitor regional performance on GAP programmatic and institutional targets on annual basis ensuring for sharing with senior management.
  • Contribute to the development, implementation and monitoring of gender results in ROSA headline results and cross sectoral work plans and activities, ensuring alignment with GAP priorities and approaches.
  • With reference to the Regional Office Management Plan (ROMP)-Design and deliver gender specific research on Gendered norms and Value of the Girl child in South Asia. Focus across Nepal, India, Bangladesh
  • With reference to the Regional Office Management Plan (ROMP) and in coordination with sectors on Child Marriage, health, education, C4D  social policy undertake review of national plans in South Asia on child marriage and propose recommendations to strengthen multisector interventions

Expected Deliverables

  1. Review COAR gender results from the country offices and Develop an Annual Gender Results Report for South Asia in coordination with the Regional Gender Adviser and RO gender unit
  2. Develop a Regional Gender strategy for ROSA in line with the new ROMP, GAP 2.0 and new SP (2018-21) in coordination with the Regional Gender Adviser
  3. Together with Regional Gender Adviser and Planning Team, Develop a framework at ROSA for effective measurement and reporting of gender results across all Headline results in the new ROMP, and roll this out with ROSA Advisers/Sections
  4. Compile and develop a compendium of good sector results and indicators on gender for South Asia (as a reference document for country offices)
  5. Work with each Country office in finalizing their Country office Gender Work Plans for( 2018-) and implementation in relation to GAP Phase 2 and support the roll out of GAP 2.0 in the region, working closely with regional section teams and country offices enabling CO GAP implementation  and reporting
  6. Based on the Gender Capacity Building plan from country offices, design and deliver 4 virtual gender trainings (one per month) to benefit all country offices tailored to the demand driven country office request for support- facilitating ongoing coaching and practical roll out of gender programmatic guidance notes to country offices/sectors.
  7. Support the ROSA gender unit and compile 2018 Mid-Year Review progress on Gender results from country offices and Regional Headline Results
  8. Design and deliver Gender specific research on Gendered norms and Value of the Girl child in South Asia. Focus across Nepal, India, Bangladesh
  9. In coordination with sectors on Child Marriage, health, education, C4D  social policy undertake review of 2 national plans in South Asia on child marriage and propose recommendations to strengthen multisector interventions

 Qualifications of Successful Candidate

Education:

Advanced university degree in the social sciences, gender, women’s studies, international development, or in an area relevant to UNICEF’s sectoral work (e.g. Health, Nutrition, WASH, Education, Child Protection, Social Inclusion, HIV/AIDs, etc.). A higher qualification will be and added advantage

Academic credentials in gender are a strong asset.

Work Experience:

At least 8 years of experience and demonstrated track record of having undertaken and led substantive programming and research on gender and development in key issue areas that are the focus of UNICEF’s Gender Action Plan.

Experience in designing gender strategies and work plans, implementing, managing, and delivering results-based programmes/projects on gender and development.

Proven experience in delivering gender training across the programme cycle

Good knowledge of the gender and social context of the South Asia Region is required

Experience of working with UNICEF, sister UN agencies and other partners is an asset

Competencies:

Excellent verbal and written communication abilities, presentation and editorial skills in English

Ability in working independently and to a clear work plan being directly accountable

Language Proficiency:

Proficiency in English language is required

Knowledge of any South Asian languages is an asset
