The consultant will work within the Gender Section at UNICEF, and collaborate with the Education Section and the United Nations Girls Education Initiative (UNGEI) Secretariat, as well as across UNICEF Headquarters and with Country Offices as necessary.

Background & Rationale

A key area of focus in UNICEF’s 2018-21 Strategic Plan and Gender Action Plan, as both a targeted priority and integrated result, is promoting and strengthening gender responsive/transformative programming to achieve results for girls’ access, retention and learning in schools.  Between 2000-2015, significant advances have been made in girls’ education resulting in more girls completing more years of schooling including 52 million more girls in school and an almost doubling of countries which have achieved gender parity of access to primary and secondary school.  Despite making significant gains in girls’ access to education in recent decades’ major challenges remain.  While global (and in many cases national) trends continue to improve, pockets of acute gender disparity remain in the places which are very difficult to serve. Participation in education declines with each subsequent level (primary, lower-secondary to upper-secondary) for all children, and is particularly pronounced for girls and girls continue to face significant challenges in acquiring the skills and knowledge required to increase their earning potential and live a more empowered and fulfilling life.

Therefore, as part of its role in supporting the enhancement of UNICEF’s programming excellence on gender equality, the Gender Section (GS) at UNICEF HQ is seeking a Consultant to support UNICEF’s work on advancing girls’ education across the agreed priority areas and deliverables set out in UNICEF’s Strategic Plan 2018-21 and concurrent Gender Action Plan.
Purpose

With guidance from the Gender Section’s Senior Gender and Development Specialist, the Consultant’s will a) develop programmatic guidance and provide technical support to field staff on strengthening gender responsive / transformative programming for girl’s secondary education and b) develop strategic and technical materials to advance the policy, advocacy, and financing agenda for girls’ education serving as a gender transformative force.  The consultant will work within the Gender Section at UNICEF, and collaborate with the Education Section and the United Nations Girls Education Initiative (UNGEI) Secretariat, as well as across UNICEF Headquarters and with Country Offices as necessary.   

Expected Results: (Measurable Results)

High quality technical assistance provided to the Gender and Education Sections in the Programme Division in the implementation of the GAP with a focus on the Girls’ Education, specifically: 

  1. Strengthened gender responsive programming on girl’s secondary education in 3 countries through technical support (desk and mission)
  • Support the Education Section’s girls’ education specialist in integrating gender analysis, evidence and measures to strengthen 3 countries to deliver results for girls’ secondary education under the SP 2018-21 and concurrent Gender Action Plan.
  • Build on the recommendations from the Girls’ Education Reviews conducted in these countries that are also programming on ending child marriage, and draw from the gender transformation in education literature and measures. [To include 1 mission.]
  1. Strengthened capacity of country and regional offices for the effective design and delivery of gender responsive /transformative programming to promote girls’ secondary education
  • Develop 2-3 communications products such as ppts for a webinar, commentary, blog, brief that highlight lessons, good practices, reflections on gender responsive/transformative programming.
  1. Gender transformative agenda in and through education advanced through strategic and technical materials on the importance of girls’ education as a transformative force
  • Support the Gender Section’s technical staff in identifying strategic questions for key stakeholders around gender transformation in and through education.
  • Support the Gender section in preparing for, participating in, and following up on technical and strategic meetings and convenings with key stakeholders.
  • Consolidate key follow up insights and actions from stakeholder interactions and responses to inform the reframing of the issues, entry points and actions for advancing the dialogue on gender transformation in and through education. 

Timeframe: 45 days

Duty Station: Consultant will work remotely, with travel to New York HQ, and to Country Office as needed.

Key competences, technical background, and experience required Deadline

  • Advanced university degree (Master's) in social sciences, education or other related field;
  • At least 15 years of relevant experience and expertise in the areas of gender and education, including experience working with UNICEF HQ and COs;
  • Strong research and analytical skills, with experience in developing conceptual and assessment frameworks;
  • Sound understanding of cross-sectoral programmes and results on gender and education;
  • Demonstrated ability to link girls’ education with broader aspects of girls’ empowerment;
  • Experience with review, assessment, and/or design of innovative girls education initiatives and programmes;
  • Excellent communication skills, including the ability to work across different units and encourage collaboration; ability to explain complex concepts to different audiences; ability to communicate with all levels of management and staff, sensitivity for cultural differences;
  • Excellent writing and analytical skills, especially in synthesizing complex information for multiple audiences;
  • Excellent understanding of bilateral and multilateral systems and international development and gender issues;
  • Responsiveness to deadlines and deliverables, and ability to work independently and flexibly;
  • Excellent organizational skills and ability to handle multiple assignments with competing deadlines;
  • Experience working in the UN or other international development organizations, preferably in a country office, an asset;
  • Fluency in English required; Knowledge of another UN language an asset;
  • Demonstrated Drive for results in previous work experiences.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
