OBJECTIVE OF THE OFFICE/DEPARTMENT
The Communicable Diseases and Health Analysis Department (CHA) promotes, coordinates, and implements technical cooperation activities directed toward the surveillance, prevention, control, and elimination of communicable diseases and zoonosis that are technically sound and appropriate for the political and sociocultural context in which they are implemented.  It strives to achieve a sustainable impact on health by providing normative guidance, furthering the implementation of evidence based interventions, and fostering alliances that strengthen country capacity, improve the effectiveness of inter-country collaboration, and facilitate policy and decision making processes through improved health information coverage, analysis and quality at all levels.
 
DESCRIPTION OF DUTIES
Summary of Responsibilities
Under the general supervision of the Director, Communicable Diseases and Health Analysis (CHA), and the direct supervision of  the Unit Chief, Health Information and Analysis (CHA/HA), the incumbent is responsible for, but not necessarily limited to, the following duties\:
1. Engage in and provide technical support for corporate efforts for strategic and operational planning, programming, budgeting and resource coordination and mobilization to enable the Unit’s technical cooperation;
2. Support the design, negotiation, and implementation of technical cooperation projects, including resource mobilization and coordination, performance monitoring and assessment, and use of evaluation tools to support the sound management of regular, assessed and voluntary contributions;
3. Provide strategic support and inputs to develop new program initiatives to support the work of the Unit;
4. Ensure that projects managed by the Unit are executed according to action plans and within established dates; ensure timely submission of financial and progress reports in accordance with donor agreements;
5. Support the programmatic impact and ensure a high level of quality and accuracy of methods used to verify progress and results;
6. Participate actively in the Program Management Network (PMN) led by PBU and in the Resources Mobilization Network (RMN) led by ERP;
7. Review and analyze progress on technical matters, elaboration and implementation of interprogrammatic and intersectoral activities in the context of PMN and RMN;
8. Provide strategic support to develop and strengthen relevant partnerships with governments, development partners, private sector and civil society organizations;
9. Facilitate the coordination among the PMIS Project Managers and support them in program management issues, specifically with issues related to the results-based management framework;
10. Oversee the process for implementation of Letters of Agreement (LOAs) of the Unit;
11. Maintain effective partnerships with all project stakeholders to exchange critical technical information and resolve program /project implementation issues to ensure results are achieved as planned;
12. Coordinate the implementation of the Project’s Biennial Work Plans (BWP) and the Semester Work Plans (PTS) for corresponding biennium; ensure that the responsible project coordinators provide required planning data and information to adequately assess and report on implementation of Outputs, Outcomes, and Impact Goals included in the PAHO Strategic Plan 2014-2019 and PAHO Program and Budget;
13. Assist in the review and analysis of issues and trends relating to the Unit’s technical matters in which he/she can add value.  Support the preparation of various written outputs, e.g., draft background papers, analyses, sections of reports and studies and other inputs to technical publications.  Provide assistance with the preparation of technical documents for Governing Bodies meetings;
14. Support the Unit Chief in coordinating the performance monitoring and assessment of the Project’s BWP and PTS, including the preparation of reports, advising on setting realistic indicators, and ensuring up-to-date information to monitor progress on BWP and PTS implementation;
15. Assist in technical activities related to information and knowledge management in support of the Unit’s program of work;
16. Support the Unit Chief in the analysis of staffing needs, particularly with respect to the competencies needed to execute the program of work;
17. Perform other related duties, as assigned.
 
REQUIRED QUALIFICATIONS
Education\:
Essential\: A bachelor’s degree in a health or social science from a recognized university.

Experience\:
Essential\: Five years of combined national and international experience in health planning, project management, monitoring and evaluation, general administration, including project preparation and financial and budgetary monitoring of projects.

Technical Expertise\:

Languages\:
Very good knowledge of English or Spanish with working knowledge of the other language.  Knowledge of French and/or Portuguese would be an asset.
 
IT Skills\:
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, Outlook and SharePoint.  Other IT skills and knowledge of other software programs such as Visio, Project would be an asset.
