Introduction:

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.

 

Green Growth Planning and Implementation (GGP&I) is the in-country delivery mechanism for GGGI. It supports partner countries to achieve development priorities through evidence based green growth planning and implementation. 

 

Objectives/Purpose of the Assignment:

 

The  principal  objective  of this  assignment   is to undertake  detailed  assessment   on urban  development   and housing   sector;   focusing   on  urbanization,    micro,   small  and  medium   enterprises,    housing   and  urban infrastructure   and  social  services  need  including   detailed  projections     on  supply  and  demand  for  urban housing  and other  urban  infrastructure   services.   The findings  of the  study  will  inform  formulation   of the 15-year  perspective   plan  that  spans  from  2015/16  to  2029/30  which  should  also  be  aligned  to Agenda 2030  and agenda  2063. 

The  development   experience   of fast  growing  economies   such  as Malaysia   and Vietnam  showed  that the long-term   Perspective    Plan   is  a  key  instrument   for  an  integrated   and  coordinated    management    and implementation    of a market  economic   system.   It would  also  help  the  private  sector  and other  non-state actors  to design  long term  investment  police  strategies  and programs  that  are aligned  and complementary to the public  sector  policies  and strategies.   Although  this  15-year  perspective   plan  is a 10 year  extension of the  GTP  II, there  is a need  to review  the  rationales,   objectives,   and  strategic  pillars  of GTP  II in the context   of  the  perspective    plan  to  sharpen   polices   and  strategies   aimed   at  addressing   development bottlenecks   identified  in GTP I and development   challenges  during  GTP II and beyond.

 

Scope of Work:

 

To undertake    a study  on Urban   Development    and  Housing   in Ethiopia   for  the  formulation    of the

15-years   Perspective    Plan  2015/16  -  2029/30

 

Background

 

Ethiopia   has  a  long  history   of  preparing   and  implementing    comprehensive    and  robust   planning   for economic   and social  development   that  dates  back to the  1950 with the  launch  and  implementation   of the three-five   year  national  development   plans  exercised  during   1957-1973.     The  central  planning  exercise continued  through   the early  1990's  in the national  development   campaigns,   including  the formulation   of a ten  year  perspective   plan  (1984/85-1993/94)    which  was  largely  aborted  owing  to the  then  protracted civil war that culminated  to the downfall  of the socialist  regime  in 1991.

 

Poverty   reduction   and  its  ultimate   eradication    has  been   the   overriding   development    agenda   of  the Government   since  1991.      Thus  macroeconomic    and  sector  policies,  strategies  and  programs  have  been geared   towards   addressing   the  poverty   agenda.     Formulation    and  implementation    of  the  sustainable Development and   Poverty    Reduction    Program (SDPRP) spanning 2002/03-2004/05 was   the   first comprehensive  national  development   program   implemented   and  one  of the  key  lessons  drawn  from  its implementation was  the  need  for  formulation   of  longer  term  perspective   development   plan  from  which medium  term  national  development   plans could  be cascaded  and implemented.

 

Government    of  Ethiopia    has   set   a  vision   of  becoming    a  lower   middle-income     county   by   2025. Mainstreaming    the  targets  of the  Millennium   Development    Goals  (MDGs)   since  the  early  2000's   into national  development   planning   and  policy  framework   was  also  an important   element  that  called  for the formulation    of  long-term   perspective   plan.    As  a  result  the  ten-year   Perspective   Plan  for  the  period

2005/06  to 2014/15  was formulated   in 2005. This plan was aligned  with the final year  of the MDGs.   The two  medium   term  plans,   namely   the  Plan  for  Accelerated    and  Sustain   Development    to  End  Poverty (PASDEP)   spanning  2004/05-2009/10    and  its successor  the first Growth  and Transformation   Plan  (GTP) (2010/11-2014/15)    were  formulated  and implemented   in the framework  of the ten year perspective  plan.

 

The  Ethiopian   economy  gets  bigger  and  complex  largely  attributed  to the  double  digit  economic   growth being  registered   since 2004  and called  for the need to establish  a separate  planning  body.   As a result  the National   Planning   Commission    (NPC)   was   established    in  February   2013   as  an  autonomous    federal government   organ  by the  Council  of Ministers   based  on the  Regulation   No  28112013  with  a mandate  of leading   and  coordinating    the  formulation   and  evaluation   of  the  implementation    of  the  medium   term national  development   plans within  the framework  of the long-term  perspective   plan.   Thus,  one of the key mandates  of NPC  is formulation   of a l5-year perspective   plan  within  which  five-year  development   plans are to be prepared  and  implemented.    The second  Growth  and Transformation   Plan,  which  represents  the first  five year  plan  of the  15-years  perspective   plan  was  successfully   formulated   and  has already  entered into its second  year  implementation.     However  the  15 year  perspective   plan  spanning  the period  2015/16 to 2029/30  is yet to be formulated.    The preparation   of this  15-years  perspective   plan will be informed  by Ethiopia's   vision  of becoming  a lower  middle  income  and carbon  neutral  country  by 2025,  developments and  departures   on both  domestic  and  international   conditions  that have  direct  or indirect  bearings  on the Ethiopian   economy.    The  plan  will  also  be aligned  with  the  sustainable  Development   Goals  (SDGs)  and agenda  2063 of AU.

 

The  formulation   of the  perspective   plan  will  among  others  require  sound  analysis.   While  the  requisite background   which  serves  as the basis  for the formulation   of the perspective   plan  is available,  some  areas require  further  research  and  analysis.  One of the research  areas  its study  outcomes  would  help to inform the  formulation   of the  perspective   plan  is a comprehensive   review  of Ethiopia's   urban  development   and housing  sector  and makes  detailed  projections  based  on the major  indicators  of the sector.

Output/Reporting Requirements/Deliverables:

 

  1. The major tasks  of the consultant  include,  but not limited to, the following  major  tasks:

 

  1. Critically   review  relevant  existing  documents   on policies,   strategies   and  programs  related  to urban development   and  housing   such  as; the  National   Spatial  Urban  Development   Planning   framework, urban  development   policy  and  strategy,  urban  housing   programs   and  others.  Moreover,   critically review   different    study   documents,    including   National    urban   development    plan   (Volume    1-3), Ethiopian   urbanization    review,   Catalyzing    efficient   and  effective   urbanization    in  Ethiopia,   and SMARTER  measures  for the MUDHo  task 3 (Human  Resource  & Capacity  Assessment).
  2. Propose new policy instruments/mechanisms for scaling up and implementation of the Urban Agenda in ethiopia to be included in the National Perspectives Plan.
  3. Engage key stakeholders, including regional governments, to engender buy in to new and transformative Urban program for Ethiopia. shape the direction of the Urbanization over the next 15 years under the new National Perspectives Plan.
  4. Undertake    situational    analysis   of  urbanization    and   urban   expansion    in  Ethiopia    and   conduct projections   and  scenario  analysis  of urbanization   and urban  expansion   during  the  period  of the  15- year perspective   plan.  Indicate  the implication  of urbanization   and urban  expansion   in the context  of the expansion  of industrial  parks  and agro-processing   clusters  across  the country.
  5. As the driving  factor  of urbanization,   analyze  and project  the rural-urban   migration  (including  push and  pull  factors)  and     its  implication   on the  overall  urban  development,   and  indicate  appropriate recommendation   to curb rural-urban  migration.
  6. Conduct  situation  analysis  of the current  urban  housing  market  in Ethiopia  and undertake  projections and scenario  analysis  of urban  housing  supply  and demand;  and how the gaps will be bridged  during the  15 years  perspective  plan period  and beyond.
  7. Conduct   situation  analysis  of urban  infrastructure   services  (electricity,   water  and  sanitation,   urban transport  services  and roads,  internet,  etc.) and undertake  projections   and scenario  analysis  to bridge gaps  in supply  and  demand  during  the  period  of the perspective   plan  and beyond.  This  needs  to be complemented   by conducting  analysis  on its implication  for industrial  expansion  in Ethiopia.
  8. Undertake   situation   analysis   of  the  current   urban   land  management    and  marketing   systems;   and propose   strategies   and  mechanisms   for  a well-functioning    urban  land  management   and  marketing system  during  the period  of the perspective  plan and beyond.
  9. Undertake   the  situational   analysis  of urban  planning   instrument   applied  in order  to ensure  plan-led urban  development   and management.
  10. Conduct    situation    analysis    of   rural-urban     linkages    and   identify    key   strategies    for   further strengthening   rural-urban   linkages.

Undertake  detailed  analysis,  projection  and scenario  analysis  on micro,  small  and medium  enterprise developments in  urban  areas  which   are  considered   to  be  important   vehicles   for job  creation   and urban  development   in the country.

  1. Undertake   analysis   of  the  transformation    in the  urban  sector  in  terms  of  industry   orientation, enterprise  size and formality/informality.
  2. Review  and  analyze  the  existing  urban  management   and  governance   touching   on participation   of different  stakeholders.
  3. Review   urban   development    theories,   models   and  innovations    in  urbanization    governance    and analyze  their  application  to urbanization   in Ethiopia.  Moreover,   review  and include  relevant  country experiences,   specifically   the experience   of emerging  South  East  Asian  countries  with  primary  focus on  urban  development    and  housing;   urban   infrastructure   development,    service   delivery   and  their financing  mechanisms.
  4. Review  the existing    institutional   and organizational   setup  and capacity,  including  urban  financing mechanisms  for   urban    infrastructure     development     and   housing    and   based   on   the   analysis recommend   appropriate   capacity  building  mechanisms    to meet    institutional   and   human  resource capacity  needs  during  the period  of the perspective  plan and beyond;
  5. Put  forward   appropriate   recommendations     (policy,   institutional,    etc.)  on  how  to  achieve   these targets  that should  feed into the  15 year perspective  plan.
  6. Closely  work  with  relevant  NPC  staff  and  to  impart  knowledge   and  experience   in area  of urban development   and housing.

 

 

 

 

  1. Reporting Requirements and Payment Schedules:

 

The  study  is expected  to be undertaken  for duration  of three  months  from the date of signing  the contract. It is envisaged that these background   research will be conducted   from November 2017 to February 2018.  The following  outputs  are expected  to be delivered  by the consultant  as per the timelines  indicated:

 

1             Inception report, with detailed methodology and proposed outline of final report  (payment: 20% of contract value)

 One week  after the signing  of the contract       

2            Submission  of draft report   (payment: 40% of contract value)               

Ten weeks  after the inception  report  is approved

3          Final report    (payment: 40% of contract value)                                  

After validation  workshop  and all comments  are incorporated

 

  1. Confidentiality   and  Proprietary  Interests

 

 

The  Consultants   shall  not  either  during  the  term  or  after  termination   of  the  assignment,   disclose   any proprietary   or confidential   information   related  to the consultancy   or the government   without  prior  written consent.     Proprietary   interests   on  all  materials   and  documents   prepared   by  the  consultants   under  the assignment  shall become  and remain  properties  of GGGI and the Government   of Ethiopia.

 

Qualifications/Experience/Expertise

 

QUALIFICATIONS

 

Minimum:

Academic  qualification

  • Master's    Degree   preferably   PhD   in economics,    development    economics,    urban   development planning   or  related   fields,   (A  team   of  experts   with   diversified    educational    background    and experience  related  with urban  issues is needed);
  • Highly  analytical,   quantitative   and  qualitative   skills  in urban  development   strategy  and  policy  is required;
  • Minimum  of  10 years  of professional   experience   in the  areas  of urban  development;   particularly in housing  and urban  infrastructure   and services;
  • Proven  record  and expertise  in rigorous  infrastructure   planning  in the developing  country  context Demonstrated   experience   in economic,  policy  and  institutional   analysis  as it relates  to economic planning  for urban  development   in a developing  country  context
  • Adequate  knowledge  of the Ethiopian  urban  development   conditions  and its challenges
  • Excellent  English  language  and report writing  skills
