Coordination Officer

Addis Ababa (Ethiopia)

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women ECO Strategic Notes (SN) and Annual Work Plan 2017 (AWP) focuses on supporting the development objectives of the Ethiopia Growth and Transformation Plan (2010/11-2014/15) in relation to Pillar 8 on equity and empowerment as well as being aligned with United Nations Development Assistance Framework (2016 – 2020). The strategic approach and attendant workplan includes UN Women ECO's core principles in leading and promoting coherence within UN system work and supporting regional initiatives given the presence of UN ECA and African Union in Ethiopia. The Country Programme Division under the leadership of the Deputy Country Representative manages the Programme support to Ethiopia including the Joint Programme on Gender Equality and the Empowerment of Women working with the government of Ethiopia in 9 Regions and the 2 City Administration, partnerships with donors and UN agencies through the Donor Group on Gender Equality and different UN Theme Groups to enhance gender equality and empowerment of women in Ethiopia. In its work for 2017-2020, UN Women ECO is focusing on four main development result areas (DRF) namely: 1) Women supported to lead and participate in decision-making at all levels; 2) Women, especially the poorest and most excluded, are economically empowered and benefit from development; 3) Women and girls live a life free from violence; and 4) Governance and national planning fully reflect accountability for gender equality commitments and priorities. To enhance operational efficiency and organisational effectiveness (OEEF) the SN provides guidance and priorities for its coordination mandate both at regional and country-level by prioritising the following Clusters of the corporate OEEF: 1) To drive more effective and efficient United Nations system coordination and strategic partnerships on gender equality and women’s empowerment; 2) To institutionalize a strong culture of results-based management, reporting, knowledge management and evaluation; 3) To enhance organizational effectiveness, with focus on a robust capacity and efficiency at country and regional levels; and 4) To leverage and manage resources.

With the adoption of the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs) on 27th September 2015 by the UN General Assembly, efforts are required to be focused on successfully rolling out and implementing the SDGs in Ethiopia.

In the spirit of forging strong and inclusive partnerships for the effective implementation of Agenda 2030, UN Women is recruiting a coordination officer to support the architecture working towards the localization and implementation of the SDGs in Ethiopia in successfully implementing the SDGs under the Growth and Transformation Plan (GTP) II.

The new development agenda represents the first truly global compact for human development and preservation of the planet that frames international development co-operation and commitment over the coming 15 years.

  The Programme officer is responsible for coordinating initiatives related to localization and implementation of SDGs and data generation and analysis with relevant strategic partners.  The portfolio includes coordinating relationships and strategic partnership dialogue platforms particularly with the National Taskforce set up for providing oversight and quality assurance role on the implementation, M+E of SDGs aligned to the GTP II. Moreover, between diverse stakeholders interested in promoting and contributing to ensure gender mainstreaming at all levels and the specific/tailored interventions on gender equality and the empowerment of women. The programme officer will ensure concrete results are achieved, quality monitoring and reporting are done and finances are utilized for the intended purpose. 

Duties and Responsibilities

1. Coordinate SDGs implementation aligned to SDGs and the generation and analysis of gender statistics to guide programming and policy level engagements;

  • Coordinate the overall Programme/Portfolio work plan development and implementation as per the flagship Strategic Note and the flagship programme initiatives;
  • Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports and represent UN Women in joint events and monitoring visits,
  • Establish systems for project planning, implementation and monitoring, in collaboration with partners;
  • Record and maintain documents on relevant Programme activities, issues, risks and share to the coordination unit time.

2. Guide coordination with national partners and other stakeholders

  • Coordinate relationships with national partners to support implementation and expansion of the Joint programme portfolio, raise potential problems and suggest solutions;
  • Identify capacity building needs and support partners through technical assistance, mentoring, training and capacity development initiatives, as needed.

3. Coordinate the monitoring and reporting on Joint Programme/Portfolios

  • Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required;
  • Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports;
  • Provide inputs from the Joint programme activities and results to Country Office reporting.

4. Manage people and finances of the Joint programme/project

  • Coordinate development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting;
  • Monitor the allocation and disbursement of funds to participating partners;

5. Build partnerships and support in developing resource mobilization strategies

  • Provide inputs to the development of partnerships and resource mobilization strategies.

6. Advocate and facilitate knowledge building and management and communication

  • Document the programme implementation process and products;
  • Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
  • Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.

Experience:

  • At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to thematic area;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is an asset.

Language Requirements:

  • Fluency in English and Amharic is required;
  • Working knowledge of another official UN language is an asset;
  • Knowledge and practical experience in similar job in Ethiopia is an asset
