OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

The incumbent will work under the overall guidance of the HR Team Lead and in close collaboration with the other HSP Unit colleagues, the other units in the HR Department, cluster Management Officers and HR Assistants, the Global Service Centre in Kuala Lumpur and the office of the Assistant Director-General/General Management (ADG/GMG) in carrying out the following assigned duties\:

 

A. Support services to HQ management and staff\:

- Supports and facilitates the translation into action of the assigned cluster or departmental HR plans and succession planning options to attract and retain qualified staff under the guidance of the Team Lead.

- Cultivates proactive partnerships between the HR team and other departments, units, offices and teams within the Organization to foster an enabling environment.

- Compiles, analyses and researches individual memorandum requests for exceptions including populating templates with background information, researching applicable staff rules and regulations and providing analysis for review of the Team Lead for submission to Director HRD.

- Drafts correspondence when applicable.

- Supports the provision of related advice and guidance in areas such as, but not limited to\: queries related to entitlements and benefits; on-boarding and separation; on-entry step determination; performance management; and non-staff.

 

B. Selection and Recruitment\:

- Supports, plans and follows up the activities and processes related to recruitment of Fixed-term and Temporary Staff (Professional and General Service categories) to ensure the provision of high-quality, consistent selection and recruitment services to all assigned clusters, programmes and staff in HQ including\:

a) Reviews requisitions to ensure accuracy and develop relevant screening questions.

b) Generates preliminary screening of applicants through the Stellis automatic recruitment tool; briefs and trains managers and other clients on Stellis and in order to facilitate review by the hiring manager and subsequent selection panel.

c) Reviews temporary and fixed term selection short lists and making recommendations to managers based on recruitment policies and guidelines.

d) Makes arrangements for interviewing and testing of candidates, and organizes travel for interview in the eventual rare cases. Supports managers in the development of competency based interview questions.

e) Represents Human Resources on selection panels for positions up to and including the P.03 level. Provides advice and guidance to panel members on the process and advises on the interpretation and implementation of the relevant Staff Regulations and Staff Rules, policies and guidelines.

f) Prepares the entry on duty step determination for all newly appointed staff for review.

g) Manages the on-boarding of candidates in the Stellis recruitment tool and liaises with the assigned programmes.

 

C. Support to other HSP Priority areas and programmes\:

- Upon the request of the HR Manager, backfills and/or provides the full range of HSP services to Departments/Clusters as may be assigned, either during peak periods, emergency responses, prolonged absences of other HSP team members, or as may be required, in order to meet the objectives of the unit.

REQUIRED QUALIFICATIONS

Education

Essential\: First level university degree in human resources management, public or business administration, psychology, law or other relevant social sciences.
Desirable\:

Experience

Essential\: At least two years of relevant and progressively responsible experience in the professional field of human resources management working with clients, of which experience in managing selection and recruitment processes.Experience in the use of an ERP system such as Oracle or SAP.
Desirable\: Proven experience in any of the following specialized areas of classification, contract administration, compensation, or performance management. HR experience in the UN system and/or a multinational organization. Experience in the use of an on-line recruitment platform such as Stellis.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 46,026 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3260 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
