NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

We are looking for an experienced Livelihoods and Food Security professional who is adept at cash based interventions. Our ideal candidate excels in programme development and is passionate about  restoring  productive agricultural capacity and creating sustainable livelihoods for internally displaced people. 

NRC in Ukraine

NRC established its presence in Ukraine in November 2014 with the opening of a field office in Severodonetsk and representational country office based in Kyiv. Since becoming operational in eastern Ukraine, NRC has progressively expanded the scope of activities and geographic reach in order to address evolving humanitarian needs. NRC currently implements project in three core competences: Information, Counselling and Legal Assistance (ICLA), Shelter/Non-Food Items and Food Security/Livelihoods.  The Livelihoods & Food Security strategy has focused on addressing the needs of internally displaced persons (IDPs) and conflict-affected communities, especially along the front-line (the so-called “contact-line”) in Luhansk oblast and in the northern districts of Donetsk oblast of government-controlled area (GCA); the activities target the most vulnerable and food insecure households with provision of small business development grants, provision  of cash payments to buy food and provision of agricultural assistance to promote self sufficiency.  As the conflict enters its fourth year and the needs of affected communities become more diverse, NRC has developed a holistic response to evolving humanitarian needs. At the same time, NRC has launched projects aimed at meeting early-recovery needs in some localities and has begun to pursue approached that offer durable solutions for the displaced and host communities.

About the position:

The purpose of the Livelihoods and Food Security Programme Development Manager is to design, develop and implement the delegated programme portfolio at area level. The position reports to the Area Manager. 

General responsibilities:

  1. Line management for programme staff
  2. Adherence to NRC policies, guidance and procedures
  3. Contribute to the development of Country, Area and Core Competency (Programme) strategies, initiate and participate in the development of relevant  projects.
  4. Implement technical direction and ensure high technical quality of projects
  5. Provide regular progress reports  to the Area Manager                 
  6. Ensure that projects target most vulnerable beneficiaries, explore and asses new and better ways to assist
  7. Develop and manage programme budget (in cooperation with Core Competency Specialists and coordinate across Core Competencies
  8. Ensure capacity building of programme staff and transfer key skills on cash based interventions.
  9. Liaise and collaborate with relevant local authorities and other key stakeholders.
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy

 

Our ideal candidate has:

General Competencies:

  • University degree in Agriculture, Animal Sciences, Crop Science/Agronomy or  Horticulture
  • At least 3 years international program management experience in livelihoods & food security in a recovery context
  • Strong communication and interpersonal skills
  • Documented experience managing cash-based interventions (CBI)
  • Experience with household food production and processing technology
  • Capacity to lead and train on market assessments and response analysis
  • Experience from working in mixed crisis contexts
  • Fluency in English, both written and verbal

Specific competencies::

  • Rehabilitation of agricultural supply chains and market linkages
  • Knowledge/experience in working in the post-Soviet context
  • Fluency in or knowledge of Russian would be an asset 

Additional Information

  • Contract period: 12 months with possibility of extension contingent on funding. 
  • Salary/benefits: According to NRC’s salary scale and terms and conditions. 
  • Duty station: Severodonetsk,  Ukraine 
  • Travel: Approximately 20% travel to eastern Ukraine
